Fire- fighters say that because the house was closed up at the time of the fire, the bedding in the children's bedroom did not burst into flame and spread the fire quickly. The home is the resi- dence of Doug Mason and family. Lucan crosswaik In LUCAN - The new pedestrian crosswalk in Lucan was put into operation yesterday morning, Tuesday. The crosswalk signs are now erected on Main street alerting mo- torists to the possible crossing of pedestrians. Those wishing to cross Main street on foot to and from Darling's Food Market will push a button changing the light from green to red for motorists and a walk signal for themselves. Councillors said Monday night it was important for pedestrians to wait for the walk signal after push- ing the button before attempting to cross the street. They were also concerned about the Loss of a Targe number of park- ing spots for the crosswalk installa- tion. When reeve Larry Hotson said, " We arc losing 11 parking spots", councillor Tom McLaugh- lin replied, " We thought it was go- ing to be only four or five." Hotson continued, " I know there has to be clear vision near. the crosswalk, but eliminating 11 spots is ridiculous. People will have no place to stop and pick up their mail." During discussion on the new no parking areas, McLaughlin said, " We may have to put up cones or barriers for the first week or two to keep vehicles from parking illegal- ly." Bylaw enforcement officer Stan Flood will be instructed to isssue only warnings for the first week to those attempting to park in the new restricted areas. When councillor Bob Taylor asked, "Where does our enforce- ment take over from the OPP?", Hotson said, " This is our Main street, a connecting link between the two stretches of Highway 4 and we are responsible for parking vio- lations. The Ministry is adamant that we have to police it" A bylaw was passed setting the no parking areas at 20 metres from each side of the crosswalk. In concluding the discussion, Bryan Smith said, "There should be no problems if pedestrians push the buuon and then wait for traffic to clear. Garbage collection Council learned from Larry Lew- is of C.H. Lewis Ltd. that garbage from Monday's regular pickup was accepted at the Laidlaw landfill site at Watford. In recent weeks the waste was taken to the Blenheim arca. Lewis said if the Watford site can be used regularly it would amount to a saving of three hours for each of two trucks. He said it may be necessary to change the Lucan pickup date from Mondays to Fri- days to allow dumping at Watford. Council agreed that this change would be possible providing the schedule stays the same throughout the entire year. On the subject of garbage, depu- ty -reeve Harry Wraith suggested that the county of Middlesex should make arrangements to have garbage of Middlesex municipali- ties deposited somewhere in the county. Wraith added, " If we make the garbage we should have a spot to deposit it in our own backyard." Council supported a resolution from the township of Sombra ask- ing for provincial assistancein_pro- viding 911 emergency phone ser- vice throughout the province. Reeve Hotson said this service was necessary, especially for sen- iors and children who may become confused when an emergency aris- es. The Sombra resolution said coun- cil was concerned about the frag- mental availability of 911 service to Ontarions and the relatively high cost to municipalities where the service is now available. Works superintendent Doug Johnston reported that the new lights had been erected on Lang- ford Drive, improving the previous- ly dark situation considerably. A Tuesday momMg emoageney brought the Dashwood Fire Department to the scene of this overturned anhydrous ammonia tank on County Road 4 east of Shipka. Ken Rader watches' carefully as he hoses down the tank. The OPP were also called to the scene. NOTICE OF THE PASSING OF A ZONING BY-LAW BY THE CORPORATION OF THE -TOWNSHIP OF USBORNE TAKE NOTICE that the Council of the Township of Usbome passed By-law 19-1991 on the 17th day of September, 1991, under Section 34 of the Planning act, 1983. AND TAKE NOTICE that any person or agency may appeal to the Ontario Municipal Board in re- spect of the By-law by filing with the Clerk of the Township of Usbome, not later than the 15th day of October, 1991, a notice of appeal setting out the objection to the by-law and the reasons in support of the objection. AN EXPLANATION of the purpose and effect of the by-law, describing the lands to which the by- law applies is provided below. NOM 1S5 (519) 235-2900 PURPOSE AND EFFECT By-law 19-1991 represents a general review and update of Comprehensive Zoning By-law (13- 1984) for the Township of Usbome and includes the following changes: 1. The by-law proposes to expand the definition of a converted dwelling to establish minimum floor areas required per dwelling unit when converting an existing residence to a 'converted dwell- ing'' 2. A change is included to the provisions for Home Occupations to allow a home occupation to be carried on as an accessory use either within the dwelling or a permitted accessory building on the same lot, and to be operated by members of the family residing in the dwelling or dwelling unit on the property; 3. A derelict motor vehicle is defined as an inoperable motor vehicle that has no market value as a means of transportation or that has a market value as a mean of transportation that is less than the cost of repairs that will be required to put it into operable condition; 4. The general provisions for swimming pools are amended such that a fence need not consist of galvanized wire mesh of not more than 4 cm. The provisions of the "Township of Usbome By-law To Regulate The Fencing of Privately Owned Swimming Pools" are applicable; 5. Section 3 is amended by adding a provision to notify property owners adjacent to floodplains, steep slopes, wetlands, and water courses wjthin the watershed limits of the Ausable Bayfield or Upper Thames Conservation Authority that the construction of buildings or structures, the placing, dumping or removal of fill of any kind, or the alteration of waterways may require a permit from the appropriate conservation authority. 6. The provisions of the General Agricultural zone (A&1) are amended to allow for the rebuilding or reconstruction of an existing permitted building housing livestock, poultry, or fur -bearing ani- mals where such building or structure has been accidentally destroyed or purposely demolished. In these situations, if the separation distance requirements of the agricultural code of practice cannot be satisfied, the building' may be rebuilt at its former location and capacity provided the separation distance requirements are not further reduced; 7. The provisions of Section 7, Agricultural Small Holdings (AG4), are revised to allow for the es- tablishment of an accessory building including a bam provided; a minimum lot size, maximum number of animal units, and minimum required separation distance are satisfied. In addition the provisions of the AG4 zone are modified to allow an existing livestock bam to be used to its exist- ing capacity provided special separation distance requirements to the nearest dwelling, commer- cial, industrial or institutional building or structure can be satisfied.; 8. Lands zoned AG4 and currently located in the areas known locally as Elimville and Winchelsea and identified on Key Maps 27 and 28 of by-law 13 - 1984 are proposed to be rezoned AG4-1 (Agricultural Small Holdings - Special Provisions). This special zone category does not permit the erection of new bams or the use of existing barns as outlined in number 7 above. Me minimum side yard requirement shall be reduced to three. (3) metres. Further, an animal kennel shall not be permitted on lands zoned AG4-1. Further, the minimum side yard requirement shall be reduced to three (3) metres. All other home industrial uses are permitted subject to the provisions for Home Industries and Agricultural Small Holdings (AG4); 9. Part lot 10, Concession 6 (part of the urban area of Elimville) is rezoned from Institutional (11) I to Village Residential - Low Density (VR1) as shown on Key Map 20A; k:) 10. As a general amepdment to the Township of Ust?gme Zor}ing By-I?w, this by-law affects all lands in the Township of Usbome. This zoning by-law amends zoning by-law 13-1984.
