Home My WebLink AboutTimes Advocate, 1991-04-24, Page 5Top public speaker IN TJ-1E Osborne extends home Improvement , contest deadline Times-Advocate, April 24, 1991 Pape 5 EXETER - The Usborne Township Sesquicentennial Committee is still looking for more entries in its home beautification contest and is extend- ing the deadline until June 1, 1990. The committee has noted that the previous April 1 deadline has come and gone, but would like to see more entries in the Most Improved Farm - sad and Most Improved Single Dwelling on one acre or less categories. These categories will be judged twice. Once in the spring of 1991 and again in June 1992 - the period over which the improvement will be noted. The judges are looking for property owners to haul away old trash, up- grading of landscaping, building repaired, and laneways levelled. The committee is inviting anyone considering upgrades to their Usborne properties to enter these classes if they have not already done so. The committee is hoping the contest will encourage pride among the township property owners as well as help get the entire township looking shipshape for the 1992 150th anniversary celebrations. Anyone interested in entering who missed the entry form included in their tax notice can get additional forms from the township office. Middlesex County property own- ers will see an average five percent increase in education tax for 1991. On a $5,000 assessment, that will add $47.45 to the annual tax bill. The increase is the result of a more than five percent annual infla- tion rate and a projected two per- cent increase in enrolment, the board explains. As well, the Middlesex Board is obligated by the Province to in- crease its expenses in mandated programs such as downsizing grades one and two classes to a pu- pil/teacher ratio of 10:1. The Board also faces salary settlements in the six percent range and benefits in- creases of about 11 percent. Major areas of budget expendi- tures are salaries, wages and bene- fits at 71 percent, transportation at 11 percent and plant operation and maintenance at 9 percent. Total expenditures are budgeted at 73 million, 748 thousand dollars, a 9.6 percent rise which is offset by a 10.5 percent increase in provin- cial funding. That, along with a $565,000 surplus from 1990 al- lowed the Board to keep the aver- age mill rate increase down to the five percent level.
