Property owner wants
fence extended
GRAND BEND - The deadline
for the completion of the walkway
at the Beach Place condominiums
has been extended.
Last Tuesday night, developer
Matthew Richards was given until
May 17 to complete theproject
which was scheduled to be done
by April 1.
The walkway will be a main ac-
cess to the beach and will be used
by thousands of people. However,
one nearby resident is afraid some
of those beachgoers will be cutting
across her property.

sides of the walkway and Rita

tended long enough down her
property line to stop the invasion of

ed the developer, Festival Develop-
ments Ltd., to at least build her
fence so it is as long as the one on
the other side of the walkway
which borders the condominums.
"They really ignored completely
that this is private property, Plan -
sky told council.
There is no reason why that
walkway - which is going to be giv-
en to the village, (anyway) if you're
going to have a fence, why not put
it all the way down?"
But councillor Shirley Mitchell
said she had a deed to the Plansky
property which indicates a fence
cannot be built that far down.
"If there's something in writing
that says there can't be a fence or
anything blocking that, there won't
be a fence," said councillor Dennis
Snider.
According to village clerk -
treasurer Paul Turnbull, there is no
fence restriction for the Plansky
propert .
The fence along the property will
be built by the developer. The
walkway will be a minimum of
eight feet six inches wide to allow
for service vehicles and it will be-
come village property as it is a
right-of-way.

Most local crimes committed
by commuting criminals
EXETER - Town police chief
Jack Harkness said that after re-
viewing data on crimes in Exeter
over the past year, he can see some
alarming trends.
Harkness said 70 percent of
crimes in the area appear to be
committed by people from London
- deliberately coming to town to
commit crimes and take advantage
of smaller police forces.

EXETER - The -Reverend Fay M.
Patterson, has been appointed as the
new rector of Trivitt Memorial An-
glican Church, Exeter, and St. -
John's -by -the Lake in Grand Bend.
Patterson graduated from the Uni-
versity of Western Ontario in 1975
with a B.A. degree, and from Huron
College in 1978 with a Master of
Divinity degree.
Since that time, Patterson has
acted as Curate at St. Mark's Me-
morial Church in Brantford and as
Assistant to the Dean of Huron and
Rector of St. Paul's Cathedral in
London.
Her two daughters, Lindsay and
Colleen, will also be living at the
rectory in Exeter and joining in the
community activities. Official du-
ties at the churches will begin with
an Induction Service at 7 p.m. on
Sunday May 5.

The chief said improved policing
efforts in London are driving crimi-
nals into other areas and "onto our
doorstep". He added that last De-
cember's armed robbery was only
one instance of this trend, but per-
haps the most upsetting.
So while traffic accidents in town
actually declined in 1990, total of-
fenses logged by the police depart-
ment were up to 1,092, compared
to 976 in 1989.
Criminal investigations num-
bered 127, again up from the 108
recorded in 1989.
Harkness, when delivering his re-
port to council, took the chance to
make another request for purchas-
ing an OMPAC computer system to ,
track crimes and criminals. Coun-
cil has repeatedly denied such re-
quests on the basis of cost.
Harkness said the lack of a com-
puter system is becoming more ob-
vious, especially when tracking
criminals from the city.
"The problem is they [London
Police] speak a different language.
They talk computer and we talk tel-
ephone," said Harkness, noting
channels to information are not al-
ways clear.
He said the OMPAC is not just
on the police department's "wish
list" but is definite need for the de-
partment.
Harkness also pointed out that
property from commercial break-
ins in Exeter might not have been
recovered had it not been for an-
other municipality's computer sys-
tem.
When asked by council how
overall recovery rates are on stolen
goods, Harkness was not optimis-
tic.
"I'll be honest our recovery rate is
not good. And that's dominion -
wide, not just the province," said
Harkness.
