Police Act proclaimed by
NDP, municipalities upset
TORONTO - Exeter and other
Ontario municipalities are finding
that the recent change of provincial
government has done nothing for
their hopes of getting changes
made to the new Police Services
Act.
The new Act aims at replacing lo-
cal police committee which are
usually appointed by town and city
councils, with police commissions,
which will be mainly selected by
the province. The Association of
Municipalities of Ontario (AMO)
has challenged this as a loss of lo-
cal control over small police forces.
The Town of Exeter has also
agreed.
AMO had hoped the .new NDP
government might review the Act
even though the Liberals passed it
last summer. However, the NDP
proclaimed the Act on December
31.
AMO met with Ontario Solicitor
General Mike Farman 10 stress their
objections to the act, but claim 10
have met with little success. AMO
believes that if municipalities are to
pay for local police forces, they
should retain control over them
through choosing the majority of

ficulties.

Times -Advocate, January 30, 1991 Pape 5,
New partnership takes
over at Huron Tractor
EXETER - Huron Tractor, an Ex-
eter area dealer of fart machinery
for 30 years and the largest farm
equipment dealership in Eastern
Canada, has officially announced a
change in ownership.
The ownership transition has
been two years in the making. Five
partners, including company
founder Jack VanBussel, will be re-
tiring this year and have handed
over the operation of Huron Tractor
to five new partners.
The five partners, Herb Verbeek,
Jack VanBussel, Harry Winters,
Bruce Hasselback and Earl Long,
will give way to a new partnership
which includes Frank Winters, Paul
VanOss, Peter Hakvoort, John Rud-
derham, and Hairy Winters.
The dealership, familiar to farm-
ers as one of the foremost suppliers
of John Deere products in the area,
has grown from a 280 square metre
dealership to the present 4,464
square metre showroom and shop
in Exeter with another 745 square
metres of floor space at their Blyth
location.
Harry Winters, on behalf of his
partners, extended his gratitude and
appreciation to the customers who
have done business with the dealer-
ship over the past three decades.
Among the new partners, VanOss
has been with Huron Tractor for 14
years, starting in service, and is
now the top salesman. Henry Win-
ters began in the parts department
10 years ago and now manages the
Blyth operation. In 1987 Frank
Winters left General Motors to join
the operation and is now the gener-
al sales manager. Peter Hakvoort
left John Deere Canada to take over
the parts and administration depart-
ments. John Rudderham also left
John Deere, bringing with him 10
years of service and sales manage-
ment experience.
Frank Winters said the gradual
transition to the new partnership
has aligwed the company to make a
"non -disruptive" changeover that
would appear virtually seamless tc
the customers.
"We're hoping to put some fresh
ideas together and come up wid
some changes," said Winters of the
new partnership.
One item that is catching the at-
tention of farmers and dealers in
North America is the Gertrigltbff '
corn head - a high-technology Ger-
man corn head that allows harvest-
ing with no -till soil management
benefits all in one pass. Winters
says it sells for a premium price,
but farmers, especially those in the
Illinois -Nebraska corn belt are very
interested. Huron Tractor has se-
cured the North American distribu-
torship for the corn head and al-
• ready has eight dealers selling it.
Winters hopes to have 15 dealers
by the end of 1991.
High technology farm equipment
appears to be in demand, despite
the current recession. Winters says
that farmers are, interestingly
enough, buying more new equip-
ment and less used than one might
think. He believes the trend is due
to the fact that the latest equipment
has technological and maintenance
advantages that actually make it
more prudent to own. Farmers are
looking for every saving possible,
with no -till equipment becoming a
strong growth factor in the market.
' In fact, Winters says Huron Trac-
tor set a new sales record in 19 1
A sign behind his desk reads "` e
have decided not to participate in
any recession"..
As the recession has been deep-
ening we've seen in the past four
months some good sales;
really
said Winters, adding it makes him
put more faith in the old axiom that
suggests the farm market is not
linked with the general economy.

MANAGEMENT AND ACCOUNTING SERVICES
brought up at Exeter council's last
meeting with reeve Bill Mickle ex-
pressing annoyance that hints to
AMO during the last election that
the NDP would be taking a second
look at the Police Services Act
amounted to nothing.
"There is grave concem from this
Act," said Mickle, who also said it ,
illustrated that the civil service

government than the political par-
ties would like to admit.
