ntario Motorist Protection Plan
The Minister of Financial Institutions, the Honourable Murray
Elston, has announced that the Ontario Motorist Protection Plan will
mobilize the government's resources in a campaign to make driving
both safer and more affordable.
The tragic costs of accidents on Ontario's roads are staggering. Bod-
ily injury claims in Ontario in 1988 totalled $1.8 billion, with insu-
rance rates rising to match the escalating risk. In 1987, the most re -
cern year for statistics, 121,000 people were injured as a result of
automobile accidents.
"Today we are taking decisive action toward the escalating risk that
the more than six million drivers of this province face very time they
get behind a steering wheel - increased risk of accident, property dam-
age, -injury and. death,".said Mr. Elston.
The new plan, to be introduced in Legislation this fall, attacks the
underlying causes of the problem. It recognizes that rising traffic vol-
umes, accidents, injuries and claims must be addressed if premiums
are to be held to reasonable levels in years to come. The Ontario
Motorist Protection Plan strikes the right balance between affordable
premiums and appropriate benefits when accidents occur.
"Without this reform, motorists would have faced premium in-
creases of 30 to 35 percent next year," said Elston.
Under the new plan, the government expects that premiums in the
first year will rise no more than eight percent on average in urban ar-
eas, and average rates for motorists in rural areas will not increase at
all. To help bring rates more into line, the government will elimi-
nate the three percent premium tax on insurance for personal -use ve-
hicles. This will generate $95 million in savings.
Under the new Ontario Motorist Protection Plan, certain insurance
coverages will be mandatory including third -party liability and "direct
payment" property damage, uninsured motorist coverage, and guaran-
teed accident benefit insurance. Guaranteed accident benefits will be
available to all victims injured in automobile accidents.
Huron County photo contest
For those of you interested in entering the Huron County calendar
photo contest which I am sponsoring, my offices have begun accept-
ing entries. They may be mailed or dropped off at any of my riding
offices in Exeter, Goderich or Wingham, or sent to me care of the
Legislative Building, Queen's Park, Toronto, M7A 1A2.
Guidelines are as follows:
* Scenes should be from Huron County or surrounding area. Pref-
erence will be given to scenes which best reflect the character and
lifestyle of Huron County. .
* Photographs can be current, or older ones of historical interest.
* Black and white reproduces much better than coloured, although
the latter can be used.
* Because cost prohibits me from printing in colour, the effective
photos will be those which rely on composition rather than colour.
* A total of 12 photos will be chosen; each entrant a prize.
* All photographs must be marked clearly with the location of the _
subject matter; and the name, address, and telephone number of the

person entering the photo.
* Deadline for entries is Friday, November 3.
