Tax will increase hydro bills
CLINTON - The nine percent
general sales tax proposed by the
federal government will also apply
to consumers' Ontario Hydro bills.
"We don't charge tax right now,
but we'll have to charge, the same
as oil and gas companies," if the
sales tax goes through, said Lionel
Lebrun from the Clinton office. Le-
brun is the company's area manag-
er.
Finance Minister Michael Wilson
proposed the tax, which would be
applied to most goods and services
and which would start January 1,
1991.
For Ontario Hydro customers,
that would mean nineVercent ap-
plied on top of any rate increase
that the company would need "to
maintain reliable electrical servic-
es," Ontario Hydro said in a recent
press release.
Ontario Hydro usually asks for
otie rate increase per year. The pro-
cess starts in April, when the com-
pany applies for the rate increase
through the Energy Board, which
makes a recommendation to the Hy-
dro Board. The Hydro Board, has the
final say, and its decision usually
arrives sometime in late Septem-
ber.
The rate increase is usually kept
at about inflation level, said Barb
Allen, a Toronto-based media rela-
tions spokesman for Ontario Hydro,
adding that the company wasn't sur-
prised that their services were in-
cluded in the new tax.
"We knew it was being consid-
ered," Allen said. "Wilson's release
just confirmed it."
At the moment the company is
adopting a "wait and see" attitude
about the tax, "to see if it goes
through as it's outlined at this
time," said Allen.
The company's Load Forecasting
Department suggested that the tax
might have a "slight effect" in the
public's consumption, she added.
"It's quite possible that if, come
1991, this nine percent is on top of
the usual rate increase, people

might take notice and reduce their
use (of hydro)," said Allen.
"On the other hand, (the tax) is a
favor to manufacturers. Industry
uses more than one-third of all the
electricity in Ontario. They'll see
the nine percent tax being added,
but that's in place of the old 13.5
percent tax, so industrial consump-
tion may not change much."
