Osborne taxes rise by 11 percent
. USBORNE TOWNSHIP When
ratepayers -of Usborne township get
their tax notices for 1989, most
will find an increase of 11.7 per-
cent.
Meeting in regular session on --
June 20, council approved the bud-
get which calls for raising a total of ;
51,325,102 for all purposes.
The 11.7 percent=increase applies
to all residential public school sup-
porters while the levy for separate,
school supporters rises,by 13.4 per-
cent.•
The increase for township purpos-
es alone is 10.7 percent. The Huron'
county levy is 19.6 percent higher
than a year ago.
Of the S1,325,102 to be raised in
total taxes, $359,133 stays in Us -
borne; S377,145 goes for elemen-
tary public school support:
5295,973 to elementary -secondary
schools; S229,886 to the county of
Huron; S33,741 to elementary sep-
arate schools and $29,224 to separ-
ate secondary schools.
Council approved a site plan sub-
mitted by Gerald Francis for his
commercial property at part of Lot
8, Southeast Boundary Conces-
sion, conditional upon the chief
building official's consent.
Also approved was the responsi-
bilities flow chart prepared for the
,Pay Equity Plan and one Ontario
Home Renewal loan in the amount
of $7;500.
Stephen ups -rates
at landfill site
CREDITON Stephen town-
ship council has decided 'to iii
;crease rate at -their waste disposal
site on Concesison 14.
A bylaw was passed at the June
20 meeting authorizing the
changes as the facility gets nearer
to closure.
In additon to the recent changes,
stricter regulations are expected to
be put into effect at the beginning
of 1990. Negotiations are contin-
uing on a county basis -to find a
new location to dispose of town-
ship refuse.
The new charges will include :
industrial packer $55; residential
waste: packer and industrial truck
4$45; container truck S35; large
truck residential, dual truck, wag-
ons and large trailers $20 each and
small trailers and pickup - trucks.

plans -at the waste, site will be
'available at a later date.
As the new bridge on Conces-
Sion 4-5 has been completed the
bylaw to restrict weight on town-
ship
bridges has been rescinded.
Two severance applications were
reviewed before being sent to the
county of Huron for disposition.
They are from Eugene King at Lot
-12, Concession 2 and William
Wilds at Lot 10, Concession 6 in
the police village of Crediton.
The bylaw for the Hayter -
Hodgins municipal drain was
amended to allow the addition of
S6,630 in allowances.
A special levy has been received
from the Associaiton of Munici-
palities of Ontario in the amount
of 520.48. This is a one-time spe-
cial assessment to be used towards
development and implementation
of a public communications pro-
gram. E4ch municipality is being
assessedd"one-half Cent per capita.
• Some -work in the ice resurfacef
room at the township arena at Hu-
ron Park will be undertaken when
a Capital Conservation grant is re-
ceived. Estimated cost is 56,500.
New research building
opens Fridayat COAT
HURON PARK - Ontario Mini-

research laboratory building at the
Centralia College Research- Farm
on Friday, June 30. •
The opening ceremony will bogin
at noon, and following the program
guests arc welcome to view the fa-
cilities and enjoy a light lunch.
The large research structure hous-
es three laboratories which will be
used to prepare material for trials,
clean. and sort material at harvest
Ind conduct quality assessment on
harvested material.
In addition, the building provides
office -space for five technicians, a
farm manager and 10 seasonal em-
ployees. k:".
Areas of research primarily in-
clude field trials on white beans,
colored beans, canola, soybeans, ru-
tabagos field corn, sweet -corn, lu-
pins and plow -down forage crops. "
Variety evaluation is the major re-
search emphasijr for each crop, but
- testing also includrs management
practices such as control of insects,
diseases and weeks, fertility require-
ments, planting dates,.seedingfrates
and row widths.
Laboratory trials include projects
on bacterial blight control in white
beans, physiology work on soy
beans and 'storage studies on rutaba-
gas.
Approximately 60 percent of
trials are conducted on the college
research farm, while the remainder
arc located on farms from Nairn to
Brussels.
At the Centralia station, this
year's trials are conducted co-
operatively with Agriculture Cana-
da, Harrow Research Station, Uni-
versity of Guelph and the Universi-
ty of Western Ontario-.
Results of agronomy research ef-
forts support new varieties or new
pesticides for registration and. are
used to develop production manage-
ment recommendations in Ontario
Ministry of Agriculture and Food
publications':
A brief verbal report was made
to council concerning telephone
conversations with the Ministry of
the Environment regarding the
Kirkton landfill site and a visit to
the township Office by Don Rich-
ardson'concerning the construction
of washrooms at the Kirkton
Community Centre.
Road superintendent Ken Parker
reported that gravelling of town-
ship roads had been completed and
that normal MTC subsidy will be
paid on the purchase of a used trac-
tor and loader. - .
Fuel tanks at the road shed have
been removed and replaced with
above -ground tanks. > .
Parker also advised that Spriet
Associates will be taking measure-
ments at the Kirkton dump in order
to prepare plans for grading, slope
and cover.
Reeve Gerald Prout provided in-
formation to council concerning the
operating and capital budgets for
the Bluewater Recycling Associa-
tion and 'presented an invoice -for
1989 capital and operating require-
ments in the amount of $8,083.
The next meeting of the Recy-
cling Association will be held July
26 at the Thedford arena and coun-
cillor Pat Down indicated she
would attend.
Council also approved associatel
membership in the eyCling
Council of Ontario with a fee of
$100 and authorized councillor Jirp
Kerslake to attend the third annual
conference of the same group.
Council accepted with regret the
resignation -of Joan Weiss as dog li-
cencing officer. She will continue
as dog control officer, but does not
wish to sell licences.
Carter is
new trustee
VANASTRA - Al Carter will be
representing Hensall and Tucker -
smith on the Huron Board of Educa-
tion when it reconvenes after the
summer break. Carter was declared
the winner for the trustee's seat in
Monday's byelection.
As many expected, the byelection
for the seat vacated by Sally Rath -
well failed to attract a large voter
turnout - only 22.07 percent of the
total vote possible was recorded at
the polls.
'Carter won, due largely to his
sweep of the two Egmondville
polls, with 240 votes. Yvonne Re-
ynolds was second at the polls with
158, followed -closely by David
Cooper at 157. Former trustee
Frank Falconer garnered only 74
ballots.
All the candidates gathered at the
Tuckersmith Township Office as
the final results were counted, were
surprised by the small number of
ratepayers who voted at the Hensall
polls. A mere 115 votes were re-
corded at the four polls.
"In•Hensall they were just walk-
ing by the front door," said poll
clerk Christine Cooper.
Carter said Monday the realization
of having won the seat on the board
had not yet sunk in.
"By the time I get that first pilon
call it'll sink in all the way," Carter
said, laughing.

Villa celebrates anniversary
EXETER Sunday afternoon
was a time of celebration for of-
ficials and residents of Exeter
Villa located on John street east.
A two hour Open House was a
combination of the Villa's third
anniversary, completion of the
second phase of the retirement
New cable stations
CLINTON - Cable television sub-
scribers in Exeter, Huron Park,
Dashwood; Centralia and Crediton
can now look forward to eight new
free channels for the month of July,
starting Saturday. -
ExCen Cablevision will be adding
eight new channels to its present •
lineup of 17 for a free introductory
period of one month.
The new stations include two lo-
cal information stations as well as;
Cable News Network (CNN), Arts
and Entertainment (A&E), Country
Music Television (CMT), Much
Music (MM), The Sports Network
(TSN) and The Nashville Network
(TNN).-
On the dial, channels two through
13 will remain unchanged while the
new channels and realigned channels
will beplaced 14 through -29.
Channel 14 will be a channel in-
formation station, channel 15 -will
be CNN, channel 16 will be A&E,
18 will be CMTV, 19 will be
TNN, 20 will be MM, 21 'will be
TSN, 22 will be a second informa-
tion station, 25 will be PBS, 26
will remain as CBS, 27 will be
TVO French, the Canadian Home
Shopping Network will be on chan-
nel 28 and the Ontario Legislature
will be moved to channel 29.

EXETER : At a special council
meeting held Monday afternoon,
certain items in the contract in re-
spect to the new fire hall building
were approved.
A contract will now be signed
with Grace Project Management '
Inc. for project management for the
new structure and with architect
Bruce Martin for architectural ser-
vices. Both will be paid a fixed fee.
The fire hall committee suggested
a fixed fee because it provides some
inflation protection and there is no
conflict apparent or real on the part
of the project manager when cost-
cutting measures or changes involv-
ing more expense are being consid-
