HomeMy WebLinkAboutTimes Advocate, 1989-05-10, Page 29Brief notes from Grand Bend council A number of requests from Den- nis Snider, representing the Grand Bend Salmon Derby, were granted by council. Snider asked if someone on the harbor staff be on hand to attend the gas pumps and the habor building during the derby, which began this morning and runs until Sunday. Also, he asked if the Eilber Street washrooms could be cleaned up be- fore the derby, for public use. Council informed Snider they were already cleaned up. Snider also said the rampways and walkways need attention entering the river for safe usage by all boat- ers. He asked if the dredging in the river would be finished by the start of the derby, and council said they didn't think it would be. Snider said he wasn't sure if the boaters would require the pump- out services and if it would be ready and council said it would be ready. He also asked if council would consider giving free dock usage to the boaters in the derby, since coun- cil was not making a contribution. Council said it didn't think that free dockage was a good idea but it would make a contribution once the derby was over. * * * * * * Council also heard a request from CKSL radio in London for permis- sion to use the beach to hold a con- cert, tentatively scheduled for July 2. The letter also asked if someone from council, or staff, could be on • hand to monitor the sound and if any problems arose. The concert would be run and or- ganized by CKSL radio of London and Labatt's Breweries, and would be from 2-4 p.m. that day. * * * * * * An Bloomas attended the meeting to explain to council why the re- quired amendment to the develop- ment agreement for his Village on the Ausable condominium develop- ment on Ontario Street, had not been approved. A hydro pole is blocking the original entrance from the road and Bloomas wanted a way around the problem. At first, Bloomas looked into the possibility of moving the hydro pole, then decided to move the en- trance instead, which is what re- quires the amendment to the agree- ment. Reeve Sharen felt Bloomas was going ahead, tearing down and mov- ing the curbs and pouring cement for the parking lot, without the re- quired amendment and permission from council, although he had been told several times not to pour the cement. Digging it up - Representatives of each grade at Usborne Central Public School took part in digging up a time capsule buried on the school grounds in 1967. At the back (left) are Tim Parker, Jo -Dee Rowe, Amy Johns, Jon Passmore and (front) Sara Robson, Derek Etherington, Robbie Lynn and Cherie Grionmenck. Council also asked Bloomas why he was advertising a pool when he never received permission to build a pool, through a building permit. Bloomas responded by saying he was not aware he had to ask permis- sion from council to build a pool in the first place. He also said he had requested permission from the Aus- able Bayfield Conservation Authori- ty to install the pool, because it is near the river. The pool is to be built behind the development. Bloo- mas said the approval from the ABCA is "forthcoming". "I have never heard -of having to go through council in any munici- pality for a pool on any develop- ment development," said Bloomas. Council further advised Bloomas he needs a site plan amendment to get the changes he is seeking and must get a land survey done by 5 p.m. on May 8 or the village would initiate a stop -work order. "We have dealt with you more fairly and more often. than any de- veloper in town. you keep trying to push this through, or push that through and we have done that a million times. I have never had a developer do that before," councillor Bruce Woodley told Bloomas. *, * * * * * In her report, acting clerk/ treasurer Christine Smith informed council they have a request for a building permit on the Image Cleaners Site. • She said she spoke with Steve Evans, planner for the County of Lambton, and Evans said -a site plan and a floor plan is to be provided in order to determine whether they are substantially increasing the usable floor space and if so, a site plan agreement would have to be entered into. Council agreed to accept the equipment as payment for the debt but already had $7,000 budget- ed for new playground equipment this year, under ONIP or PRIDE. * -* * * * * Council received a"copy of the 1989 budget presentation of the Lambton County Board of Educa- tion, but were confused as to bow much education taxes will be in- creasing in the village over last year. Sharen asked Smith to look up how much was paid last year and report back at the next regular coun- cil meeting. Grand Bend is to pay 1.165 per- cent of the total of elementary tax- es, or a total requisition of $295,585, with $228,945 coming . from provincial assistance. The village will pay 1.167 per- cent of the board's secondary school budget or $274,250, with $170,471 from provincial assistance * * * * * * Council also gave its endorse- ment of a letter from Nancy Ben- tley, Chairman of the Political Ac- tion Committee of the Lambton County Board of Education. The letter is written to the minis- ter of education Chris Ward, draw- ing to his attention the unaccepta- ble effect of the 1989 grant regulations have had on the board's ability to carry out its responsibili- ty to students and ratepayers.
