Stephen tax arrears down
CREDITON - Although a deficit
of $110,000 ws shown on the
1988 township of Stephen opera-
tion, the auditor said he was
pleased with the report.
Luc Gagnon of the firm of Pan-
nell, Kerr, MacGillivray said a lot
of reserves have been set up which
balance the deficit and the highlight
of the report was a reduction of 27
percent in tax arrrears. At the end
of the year, only nine percent of
1988 taxes were still uncollected.
Trustees of the police village of.
Centralia have asked thc township
to assume the responsibility of all
"open road allowances in 'their juris-
diction. In return for this option,
the township would collect the full
police village rate and return five
percent for administration purpos-
es.
A minor variance was granted to
William and Judy Jennison to al-
low construction of a residence at
Lot 16, Concession 21 and a site
plan control and zoning amendment
was approved for the J.T. Karry
Home Centre at the intersection of
Highways 83 and 21. The change
will be from Ag 4 to Highway
Commercial
Approval was given to thc Ste-
phen Minor Hockey Association
for a special occasion permit for a
ball tournament to be held July 21
to 23 at the Centralia Community
• Park.
Kevin Poole was given permis-
sion to set up a trailer in the lot of
Devon Corners Service Centre from
May 19 to May 22 to sell fire-
works.
Approval was given to Donald
Hopkins to hook up to the town-
ship water system at his property at
part of Lot 14, Concession 10.
Council approved payment of
5200 to the Blue Water Recycling
Association as a membership fee.
The association has set May 15 as
the final date for initial membership'
in the proposed curbside and depot
Class 1 Blue Box recycling system
which plans to begin operation in
September.
A resolution from the townships
of Lavcnl, Dalhousie and North
Sherbrooke was supported. It calls
for the provincial government to
continue to pay bounties to munici-
palities on predatory animals.
A meeting is planned for the Ste-
phen township community centre
on May 18 at 7,30 p.m. to form a
committee and formulate plans for
the upcoming Sesquicentennial cel-
ebrations in 1992.
McGillivray's 150th
AILSA CRAIG - Twenty-two in-
terested residents and friends of
McGillivray Township met recently
to discuss the possibility of cele-
brating the Township's•150th Anni-
versary.
The Township minute books in-
dicate that a local municipal gov-
ernment had been established in
1842.
The meeting agreed to forward a
recommendation to Council that the
township should celebrate it Sesqui-
centinnial in 1992.
Mrs. Lorraine Hodgins agreed to
chair a research committee which
will investigate the possibility. of
printing a township history.
An effort will be made to locate
interesting photographs, pictures
and documCnts that might be copied
for inclusion in the history.
Jack and Shirley Dorman agreed
to chair a special events committee
which will recommend on possible
events to mark the anniversary.

Hensall taking look at recycling
HENSALL - Village council
confirmed at their Monday meeting
that they are keeping their options
open on the creauon of a Bluewater
Recycling Association by paying
the initial $200 membership fee.
Only the first municipalities apply-
ing will be accepted as members in
the plan, which aims to start a mu-
nicipally -operated recycling collec-
tion operation and plant.
Theoperation will use the well-.
know blue boxes, but will separate
the glass, aluminum, plastics,
steel, and paper at the former Bell
Aerospace factory near Grand Bend.
Hensall's four councillors attend-
ed the April 27 information session
in Thedford on the program.
"It just made us want to get a
little more information," said coun-
cillor Cecil Pepper.
Councillor Jeff Reaburn said the
program appeared well thought out
and deserved further inspection.
Municipalities within a 60 kilo-
metre radius were contacted about
the program, this is thought to be
the furthest distance feasible on a
cost basis.
The Bluewater Recycling Associ-
ation'will be run entirely by munic-
ipalities. Councillor Peter Groot
said it was not a money -making
proposition. -
McGillivray reviews
water policy
AILSA CRAIG - McGillivray
Council, at its most recent meet-
ing, reviewed the water policy relat-
ing to charges levied for connec-
tions made to the water system.
There is a substantial differential
between the charges for connections
to farms and to small holdings. It
was noted that the differential was
intended to reflect the relative costs
of constructing the main line across
thc fronts of large and smaller par-
cels of land.
The great majority of connections
are now made to existing main
lines. It was agreed that it would
now be appropriate to regard to a
connection to the water system as
an alternative to constructing a pri-
vate well. The cost of a well would
probably be similar for large and
small parcels of land.
The water -by-law has been
amended, effective June 30, to es-
tablish a single rate for all connec-
tions to the McGillivray system.
The Province has again made
available 5140,600 for tile drain
loans in 1989. The interest rate has
been set at 8 percent.
In other business, council learned
the Hensall Community Centre is
interested in bringing Exeter's
Home and Garden Show to Hensall
if the organizers wish to avoid the
traditional problems encountered in
early April over the availability of
the ice surface at hockey playoff
time
Assistant clerk Ansberth Willert
said the Hensall Parks Board will
likely be contacting the Exeter Op-
timists about moving the show.
"It doesn't do any harm to ask,"
said Willert.
Groot disagreed, saying that Hen-
sall could be on the playoff sched-
ule by next year and might still
have ice through the first week of
April.
Reeve Jim Robinson said the sit-
uation should be cleared up before
the Optimists were approached.
The streets and landfill commit-
tee, after a tour of the village
streets, is seriously looking at re-
constructing all of Nelson Street in
1990 because of the poor road sur-
faces between the Co -Op and Mill
Street.
The total 1989 budget for the
works department has been set at
$190,900. After government sub-
sidies, the cost to the village will
be about $150,000.
A tender to pave and regravel nine
Hensall streets came in under the
$33,000 estimate. Lavis Contract-
ing of Clinton tendered the job at
$29,995.
Sally Rathwell,-Board of Educa-
tion trustee for Hensall and Tucker -
smith, has resigned.
"This means we have to go
through the election process again,
providing we get enough nomina-
tion papers," said Clerk -Treasurer
Luanne Phair.
Reaburn asked if an alternative to
an election was possible, but Pep-
per suggested an appointment was
only likely to fill in at the end of a
term and not at the beginning as in
this case.
