Local objections to proposed county changes

resentatives.
Heads of all local municipalities
includin ,the mayors of towns will
be required to sil on county coun-
cil. Currently in Huron, the towns
of Exeter and Goderich are repre-
sented by a reeve and deputy reeve
while Clinton, Seaforth and Wing -
ham have one representative each.
The administrative structure of
police villages would be dissolved
and the responsibility of police vil-
lages would be incorporated into an
appropriate adjacent local munici-
. nality. There are 69 police villages •
in the 26 counties in 'Ontario.
A •local council in a village or
township would have the option to
pass a bylaw to call the head of
council mayor.
Local municipalities would con-
tinue to have the sole responsibility
for building inspection, fire servic-
es policing where delivered locally,
business licensing, street lighting,
sidewalks, transit, steam and elec-
tricity, parking, architectural, con-
servation and recreation.

The first comment of Exeter
mayor Bruce Shaw was, "It's about
what we expected. In my opinion it
smacks of regional government.
Not too long ago, the Liberals used
regional government as a battle cry
and now they seem to be moving
in the same direction."
Shaw continued, " The townships
should get on -side in a hurry on
this or they will lose a lot of re-
sponsibility. With the suggested
consolidation to populations of
over 4,000, some areas will not
have a voice at all in county coun-
cil activities."
He added, " The report says the
Mayor or head of a municipality
shall be the representative on coun-
ty council. I think it should be up
to the town or township to decide
on their own representative."
Reeve Bill Mickle is also op-
posed to most of the recommenda-
tins. He said Monday night, " I
hope the government doesn't move
too quickly on this, although they
are trying to have it all in place for
the next municipal elections in
1991."
Mickle went on to say," I have
sympathy for the townships, villag-
es and smaller towns in having to
amalgamate. They will basically
have to pay more. money and lose
their individuality. In Exeter we

EXETER - Two drivers already
under suspension were fined and
had their driving prohibited for a
funder six months.after appearing
before Doug Wedlake in Justice
of the Peace court on April 18.
Ray Pillion, London, had been
suspended since 1985 under the'
Motor Vehicle Accident Claims
Act when stopped on county road
4 in Stephen township on April
3. Ile was fined S250.
Randy Wilson, Hensall, was
fined S500 for the same offence.
Two suspensions were in effect,
one for unpaid fines and one for
driving while suspended, when he
was stopped in Exeter on March
24.
George Arvanitis, Port Elgin,
was found guilty of going 96 kph,
in a 60 zone along Highway 4
near Hensall on February 20. He
was fined $57.75. -
Although not in court, Larry D.
Preszcator, RRI Varna, was as-
sessed a $22 fine plus $7 in costs
for violating an Exeter parking
bylaw. The charge aroses from -a
citizen's complaint about a vehicle
obstructing the sidewalk in front
of 310 Carling.

County planning powers
TORONTO - Jack Riddell, MPP
for Hurdh announced Friday that ef-
fective May 1, Huron County will
bc delegated certain planning ap-
proval powers by the Ministry of
Municipal Affairs.
Speaking on behalf of Municipal
Affairs Minister John Eakins, Rid-
dell said, "I am pleased to see the

in being only the second in the
approval authorities."
The powers 'relate to plans of
Stephen council
subdivision and condominium, road -
closing and part lot control by-
laws. In addition, municipal zoning
by-laws will now be reviewed by
the County.
"Municipal empowerment,
through delegation of provincial au-
thority, is an ongoing commitment
of the provincial government," said
Riddell. "Minister John,F.akins and

1983 Planning Act, began in the
mid -1970's, and Huron is the sec-
ond county to formally request and
receive delegation of a number of
Ministerial approval authorities.

"This transfer of responsibility is
yet another affirmation of the Onta-
rio -government's commitment to
localizing planning decisions and
making the planning process more
accessible to the public,” added Ea-
kins.

On this subject he said, "We need

concerns."
He continued, " I would ask the
people to compare the six to seven
percent we hope to have in our new
budget compared to the almost 20
percent hike at the county, level. I'm
willing to gamble that the education
rate is also going to come in much
higher than our own. This type of
regional government will put a
greater demand on the taxpayer."
The local reeve in indicating the
government is willing to pay half
of another study said, " It would be
like paying for our own funeral. I
want all to know Exeter is alive,
well and kicking."
Mickle will be making a report
on this latest report next week to
the annual convention of Ontario
Small Urban Municipalities in Bar-
rie.
Although Stephen reeve Tom
Tomes had not read the report com-
pletely, he made a few comments.
Tomes said he didn't have too
much concern with the county tak-
ing over waste management. He
added, In Huron we are already
heading for. that. While we are one
of the few townships with police
villages, those proposed changes
may not be too bad. They have very
limited_ funds to operate."
He continued, I -am concerned
about things like social services and
whether the provincial government
will come up with their share of
funding. With continued growth
around urban municipalities I'm
concerned about water and sewage
services."
About changing the name of the
head of all municipalities to mayor,
Tomes said, " I'm not sure about_
this. There is the tradition of being
called reeve in the rural areas. If
there is a change ft will have to be
county -wide."
