Ausable Bayfield Authority shows

HENSALL - Due to lower ex-
penditures than earlier expected the
Ausable Bayfield Conservation Au-
thority showed a surplus for the
year 1988.
At Friday's annual meeting at the
Hensall Community Centre, gener-
al manager Tom Prout said a flood
control project in Seaforth had been
delayed until 1989.
This project delay along with in-
creased internal revenue from user
fees allowed the Authority to show
a surplus on the year of $$57,788.
The budget for 1989 in the
amount of $2,252,744 was ap-
proved by directors. The largest in-
crease will be water and related land
management projects, up over last
year by $310,000.
Prout said the Scaforth flood pro-
gram is included for implementa-
tion this year.
The total general levy paid by
municipalities in the watershed is
expected to be up by 9.5 percent
this year, but Prout said, " Increas-
es for individual municipalities
may range from zero to 30 percent.
The levies are calculated on equla-
ized assessment.
Friday's was the first meeting of
the reduced membership from 35 to
16 directors. The various advisory
committees have been abolished
and all directors will become mem-
bers of the executive committee.
The guest speaker, parliamentary
assistant to the Minister of Natural
Resources Bill Ballinger compli-
mented the local authority on b2 ing
one of the first in the province to
go to substantial membership re-
duction.
Ballinger indicated Ontario au-
thorities were in for change. He
said, " In your new mandate you
may do things you are not now do-
fng and in reverse you may not do
What you are now doing."
Chairman Don Lithgow of Bo-
sanquet township and vice-
chairman Fred Lewis representing
London township were returned by
acclamation.
In his general manager's relxm,
Torn Prout said 1989 will he a
memorable year with the conclu-
sion of negotiations about the fu-
ture responsibilities of Ontario's
conservation authorities.
He continued," To date discus-
sions h.tve been lively and positive
with changes to the recommenda-
tions in the "Kerrio Report" inevit-

Workshop for
hog producers
CLINTON - A workshop targeted
towards hog producers who own or
plan to own a naturally ventilated
hog facility is being planned for
Monday, March 6 at Huronvicw
(south of Clinton on Highway 4).
The time is from 10 a.m. to 3 p.m.
The day's agenda will be presented
by Yves Choinicrc, P.Eng., from
Alfred College of Agriculture and
Food Technology. Frank Kains
from O.M.A.F. will also be availa-
ble for comment, etc.
The experiences that Ontario pro-
ducers have had with natural venti-
lation over the past few years have
been extremely variable. In light of
this, a significant portion of the
day's agenda is being set aside for
the "practical application of natural
ventilation" and the case study of
problem barns.
If you own a naturally ventilated
barn that is not working as you feel
it should, bring along the specs and
perhaps in discussion the problem
can be identified and solved.
