TOWNSHIP OF McGILLIVRAY
TAKE NOTICE that the -council of the Township of McGillivray
'fiord a public n orr.. - 89 at 8:00
p.m. in the Council Chambers located 1/4 mile south of County
Road #24 on Concession 15. The meeting is to consider a pro-
posed Official Plan and Zoning By-law amendment under Sec-
tion 34 of the Planning Act. •
The proposed Official Plan Amendment would change the lands
from Pits and Quarry to Restricted Agriculture with Special re-
quirements to allow small residential lots.
1 he proposed coning by-law amendment would r.hange the
zoning of a portion_ of the lands on part Lot 26, Concession 6
E.C.N., from (A2) Agriculture to a Special Restricted Agriculture.
This would permit future severing of 4 lots for residential use at
the front of the property, south of the severed properties al-
ready in the area.

Lucan residentsget short water rate reprieve
LUCAN - Village ratepayers will
get a reprieve from increased water
rates, but the moment will be
short-lived. A hike in the water
and sewage rates is in the works.
Council was planning at their
meeting last Tuesday to raise the
monthly water bill from $11 to
$15. Sewage rates would have in-
creased accordingly because they are
fixed by the ministry of the envi-
ronment at 70 percent of the water
rates.
The increase was intended to
build village reserve funds before a
$10 million project to outfit Lucan
with new water and sewage sys-

EXETER - Randy James Wilson,
Exeter, was given 90 days to pay a
$253.75 fine when he appeared be-
fore JP Doug Wedlake in Exeter
court on February 7. He pleaded
guilty to driving while suspended.
A police officer had spotted him
pulling into a private driveway off
Highway 83 in Stephen township
on December 31. A CPIC check
showed his licence had been sus-
pended indefinitely for unpaid fines
beginning October 2, 1986.
John J. Luther, Grand Bend was
found guilty of driving with a radar
device in his vehicle, despite his
plea of not guilty. '
The accused had been stopped by
police on County Road 2 on De-
cember .31 after his pickup truck
was observed drifting over the cen-
tre line. The device had been dis-
covered when Luther's passenger,
who seemed to be clutching his
pocket, was asked to hand over
whatever he waE concealing. Lu-
ther said he kept the cord, and had
asked his friend to pocket the unit.
The device was forfeited to the
driver fined
crown, and Luther was tined
568.75.
Operating a vehicle with no insu-
rance and driving without a valid
permit proved costly to Stephen H.
Chesney, RR2 Seaforth. He was
found guilty and fined $503.75 on
the first count, and fined an addi-
tional $53.75 on pleading guilty to
the second charge.
Chesney could not produce regis-
tration and insurance for the vehicle
he was driving when stopped on
Highway 4 north of Hensall on Oc-
tober 29. The licence plate had a
sticker which expired July 1986.
He had been given time to produce
proof of insurance, but none had yet
been given. -
Three young offenders pleaded
guilty to trespass to' property on
October 15, 1988 in Hay township.
Each was fined S53.75.
Douglas F. Phillips was not in
court, but had pleaded guilty to fail-
ing to allow half the roadside to an
oncoming vehicle on County road
11 on September 26 in Usbornc
township. He was fined S53.75.

at the Villa. Old man weather sure
is undecided these days. Last week
we were trying hard to find a warm
place and this week is to bring us
rain. They say that a change is as
good as a rest but...!

Villa. This week we enjoyed see-
ing "The Music Man" with Robert
Preston and Shirley Jones. Last
week we watched "Singing in the
Rain" with Gene Kelly and Debbie

Pentecostal Tabernacle conducted

our weekly worship services.
Thanks to the ladies for their spe-
cial music. It was a wonderful ad-
dition to the service.
Our Thursday afternoon Baking
Group made banana muffins last
-week. Bingo players have been
most enthusiastic about our pro-
jects and the ladies love to get an
Ipron on and whip up some good -
les.
Our first Saturday night Bingo
was enjoyed by everyone. Special
thanks to Mike for helping the
girls. Our next Saturday night
Bingo will be in two weeks.
Thought for the week: Most of
us would get along well if we used
the advice we give others.
Queensway news
HENSALL -• Father Hayes was
in Monday morning for Mass with
our Catholic residents. We appre-
ciate the extra parishioners who
also join us during these visits. We
are benefitting from Bingo during
February with the Kippen U.C.W.
Residents enjoy those special Bin-
go prizes the ladies contribute
along with their help.
Tuesday Rev. Sinasac led our
worship service. It was a lovely
service with special solos by Mrs.
Dignan with Philippa Steckle as
volunteer pianist.
Queensway Auxiliary members
met Wednesday morning and dis-
cussed upcoming events. Choir
practice was held in the afternoon
with Joyce Pepper as pianist. We
were working on our songs for the
volunteer appreciation party.

with Agriculture Projects.

TAKE. NOTICE that the Council of the Township of McGillivray
will hold a public meeting on Monday, March 6, 1989 at 8:30
p.m. in the Council Chambers located 1/4 mile south of County

sen the impact of increased water
rates once the projects were com-
pleted.
Councillor Larry Hotson felt un-
comfortable with the 36 percent in-
crease, saying it should be kept
moderate in light of continued wa-
ter shortages in the forseeable fu-
ture. _
"1 think you can't go higher than
that and not give them water," said
Hotson.
Councillor Tom McLaughlin
called the rate increase arbitrary and
suggested more information was
needed on water rates in other mu-
nicipalities before voting on an in-
crcase.
"I think it's premature to'make
that . motion tonight," said
McLaughlin.
Council agreed with the objec-
tions and tabled the bylaw for re-
consideration at a later date.
Council also tabled the purchase
of 400 water meters at a cost of
$31,000. Works superintendent
Doug Johnston has already in-
stalled 50 such meters in the vil-
lage and suggested to council that
400 more be ordered, but delivered
and paid for as they are required.
Johnston said he hoped to install
200 meters over the course of this
.year.
"I don't want to see a false expec-
tation when people see the water
meters and ask 'where's the water?"'
said McLaughlin.
Hotson pointed out the conserva-
tion benefits of having water me-
ters on Lucan homes during periods
of water shortages.
Johnston suggested Lucan was
losing out on revenue which could
go toward the water and sewage
projects by not metering water.
The purchase was tabled until
council has met with Wright who
is overseeing the water and sewage
projects.

WHEREAS the Municipal Council of the Corporation of the
Township of Stephen considers it advisable to amend Zoning
By-law 12-1984 of the Corporation of the Township of Ste-
phen.
