Council briefs from Zurich
ZURICH - Reeve Bob Fisher
said he had not received any reply
to a letter he sent December 29 to
Mitchell Seaforth Cable TV regard-
ing a proposed increase in monthly
charges.

The reeve's letter continued,-" Al-
though you are a private business
and we can't dictate policy to you,
most subscribers feel you should
show some justification for these
increases."
It closed with, " Do you have to
have CRTC approval before in-
creasing rates or changing a basic
service to an optional extra chan-
nel?"
During the regular January 12
meeting of council, Reeve Fisher
welcomed a number of new busi-
nesses to the village.
The new businesses congratulated
by Fisher arc stores owned by
Maxine Peters, June Gingcrich,
Heather Redick, Carol Steckle, Mr.
and Mrs. Roger Wood and Olivia
Freeman.
Council passed a bylaw setting
the interim tax rate for 1989 at
one-half of last year's figure until
this year's budget is set. The first
two tax installment due dates are

In referring to a letter from the
town of Goderich on a possible
move of Huron county offices to
Huronvicw in Clinton, Reeve Bob
Fisher said, " I think they are rais-
ing a lot of hullabloo over noth=

Reeve Fisher said council would
consider changing the village insu-
rance program contract when it ends
in July of this year to only five
months for the balance of 1989 and
then go to a January to December
term after that.

Osborne sets' 1989 pay rates
USBORNE TOWNSHIP - The
average. increase was four percent
when Usborne council set the 1989
salaries and pay rates fat council=
tors and township employees at the
regular meeting on January 17.
Yearly remuneration for the
reeve, with 1988's figure in brack-
ets, is $1,790:05 ($1,721.20). .The
deputy reeve will receive $1,472.06
(51,415.44), -and councillors will
each bepaid S1,375.79
(51,322.88). .
The per diem rate for full day'reg-
ular meetings of S85 ($80)also ap-
plies to authorized conventions and
seminars; . for the latter; a $40.
food allowance, registration and ho-
tel costs and mileage of 230 kin.
In addition, each member of
council will be paid S75 for attend-
ing any one-half day special meet-
ing, and $110 for a full day. The
previous rate for a special meeting
was S55. They will get S37.50
_($36) plus mileage for attendance at
board or committee meetings to
which they have been appointed.
Besides her salary of S27,983.01
($26,906.74), clerk. Sandra Strang
will rec<Sive a merit bonus of
$1,000; this docs not become part
of her salary. An incentive bonus
of S50014;411 be added to the follow-
ing year's salary for successful com-
pletion of each educational course
approved by council.
Salary for assistant clerkCathy
Skinner increases to S15,142 •
($14,560). She too is eligible for
the incentive bonuses, and will
have a S1,000 merit increase added
to her 1989 salary on the anniver-
sary of her hiring date.
Road superintendent Ken Parker's
salary goes to S28,121.60
(527,040); and he will also be paid
a 1989 mcrt bonus of 51,000
which is not to be considered part
of his salary:
Road Foreman Floyd Cooper is
guaranteed a 40 -hour work week at
S11.98 (511.52) per hour. Grader
operator Dale Skinner gets S11.87
(511.41).
Part-time staffer Marlene Parker's
stipend will be S2,600 (52,500) per
annum. Drainage superintendent

.and file drainage inspector John Bat-
ten goes to $11.25 (510.82) an
hour. The day labour rate will be
56 an hour, and pay for a part-time
grader operator remains at $10.
Building inspector Herman Van
W ieren will receive an annual fee of
$4,155.84 (53,848), and mileage of
290 (280) per km. -
Waste disposal office Daniel Ver-
bckc will be paid $44.35 ($42.64)
per day worked. •
Dog licencing control officer Joan
Weiss will receive $2.10 ($2.05)
per dog tag sold before June I, 510
(S5) per kennel licence, and 537.50
(S36) per call trip for dog control
throughout the year. She will also
be paid the regular 230 per, km
mileage rate.
Livestock valuers and fence view-
ers will receive $37.50 ($36) plus
mileage for -each call trip. Non -
council representatives on the South -
Huron rec board and the property
standards committee will get similar
reimbursement for meetings and
trips.
Huron Farms development okayed
EXETER - The• long standing
feud between the town of Exeter
and the township of Hay regarding •
an agri-park in the township , adja-
cent to Exeter has been settled.
Prior to a scheduled Ontario Mu-
nicipal Board hearing in Zurich
Wednesday morning, the dispute
was settled as the result of a con--
cession
on—cession by Hay township.
Huron Farms has been given per-
mission to establish an agri-park
on close to 30 a .res. of land in Hay
township, just north of the Exeter
town limits..
One of the owners of Huron
Farms, Earl Long told the T -A this
week, " We will be able to zone
three of the lots AG3 which is ag-
riculture oriented and the others in
our 14 lot subdivision will be
zoned in the development catego-
ryExeter mayor Bruce Shaw said
Monday afternoon, " We objected
originally because the uses they
proposed were not conforming to
Ontario Foodland Guidelines and

the need for such a development."
According to Long, a hearing in
May of 1985 was postponed be-
cause of the lack of a need study.
That has since been provided by the
Huron planning department.
When Hay township offered a
concession of three lots for the
AG3 zoning and the rest for devel-
opment, Exeter's solicitor Mike
Mitchell agreed and the hearing was
concluded.

it 150 metres west of Highway 21
the afternoon before at 4:30 p.m.
Because of the size and weight of
the vehicle, police believe a frac-

used to move it from the arca.
