Amendlnent-under-Seetiett-34: of the Planning Act, -1983:---
The Zoning By -Law Amendment to be considered would amend Zoning
By -Law No. 30-1978 to introduce provisions for "Bed and Breakfast Es-
tablishments" (establishments which provide short-term accommotfation
for tavellcrs in private homes).
The proposed amendment would define the term "Bed and Breakfast Es-

C5) and would establish regulations relating to such uses. Thc amend-
ment would also create a Residential Zone classification (with associated

Separate schools
reactivate COSS
DUBLIN- Impelled by the crisis
in educational finance for assess-
ment -poor boards in Ontario the
separate school community is reac-
tivating the Completion Office
Separate Schools (COSS) in Janu-
ary 1989.
This initiative is motivated by
the fact that badly needed reform of
educatoin finance is very slow in
coming. The recommendations of
the Macdonald Commission have
not as yet been followed up by the
government. Meanwhile the plight
of poorer boards becomes worse
each year.
Tom Reilly, Associate, Director''
of Education for The Dufferin-Peel
Roman Catholic Separate School
Board, has been appointed full time
Executive Director of the COS'S
Office. His experience comes with
having been in charge of the coordi-
nation of the work of separate
school associations and boards for
Bill 30 and the case before the Su-
preme Court of Canada.
When offered the appointment,
which means leaving Dufferin-Peel,
Reilly told the COSS group:
"1 am entering this assignment
fully aware that the task of achitrv-
ing reform of educational finance
may be even more difficult and pro-
longed than successfully concluding
Bill 30. However, the cause is just
and changes are inevitable. All of
Ontario's students within the publi-
cly funded system deserve equal
treatment."
The COFF Office (Completion
Office: Separate Schools) was esta-
blished in December 1985, to coor-
dinate the efforts of the separate
school community in completing
the separate secondary system and
ensuring the passage of Bill 30
through the legislature and the
courts. Thc office was wound down
in December 1987.
