Plans to discuss the fire
pact with Bosanquet and
Stephen councils had to be
cancelled Monday night
when Grand Bend council
decided to hold an early
meeting and then attend a
zoning hearing in Crediton.
Council met at 6:00 p.m. in
a very brief meeting. A letter
was received from Stephen
Township saying that their
representative had not
received any word con -
cerning a meeting of the fire
committee. Stephen said
that they had received no
report on the fire depart-
ment for 1979, nor any ac-
counts.
Reeve Bob Sharen
suggested that both Stephen
and Bosanquet councils be
invited to the first meeting in
January to resolve the long
dispute. Councillor Harold
Green objected to that idea,
saying that more time than

needed. "This is a 10 year
thing, let's discuss it all the
way out. It won't be settled in
an hour," Green told the
reeve. Sharen agreed to look
into setting up a meeting.
Council received notice
that Michael Owen of the
Village Inn would be
presenting his case to obtain
a liquor licence In Windsor
on December 12. Council
discussed whether or not any
action should be taken
because Owen has not paid a
fine he was charged for not
requesting a sign permit.
A letter of complaint
concerning sewer in-
stallation and paving was
received from Van
Laughton. Laughton said
that the area to be paved was
pointed out by Green and
Sharen "without benefit of a
survey", and that his sewer
connection was in an im-
proper location, and it would
cost $800 to correct it.
Green said that workers
were told to pave the area
that had previously been
tarred and chipped. "There
was no complaint about the
tar and chip, why should
there be any complaint about
the pavement?" Green
asked. Council decided that
they didn't agree with
statements made in
Laughton's letter.

made a request on behalf of
the local legion. Council
voted to give the legion
1339.32 to cover their general
rate, garbage collection and
fire protection.
A letter was received from
Tom Lawson on behalf of the
Grand Bend Cruising Club
saying that they would be
willing to help with the
establishment of a harbour
commission to look after the
docking and river area of
Grand Bend. Council agreed
with the suggestions made
by Lawson, and decided to
contact Russ Lingard to ask
if the Yacht Club would also
be interested. Reeve Sharen
pointed out that a harbour
commission would help the
village get provincial and
federal help for im-
provements.
Councillor Keith Crawford
reported that Southcott
Pines is making a toboggan
run near the skating rink on
the old river bed. Council
agreed that village equip-
ment could be used, and that
they would truck in sand if it
was needed.
The Gospel Hall was
granted a sign permit, and it
was decided that the fee
would be waived.
Council received a series
of letters from other
municipal governments
seeking endorsement. A
letter come from Barrie
asking that they support
their motion opposing

sovereignty association.
Councillor Harold Green and
deputy reeve Judy Uniac
along with the reeve, decided
to endorse Barrie's proposal.
Keith Crawford said that he
would not make a decision
because he hasn't read
Levesque's paper.
Council voted to endorse a
proposal from the city of
Windsor concerning new
equilization factors and the
resource equilization grant.
Council decided to hold on
to a letter from North York
concerning hydro rates until
they meet with the PUC in
January. Water rates will
also be discussed at that
meeting.
Reeve Bob Sharen said
that he would like to send out
his own letter seeking en-
dorsement. Sharen wanted
to pass a resolution opposing
Bell Canada's proposed
scheme of charging users for
every telephone call they
make, rather than paying a
flat rate.

'Bend has OMB hearing
No decision on education tax
Grand Bend will have to
wait at least another week
before they learn the results
of an Ontario Municipal
Board hearing last week.
The village council was
appealing their education
apportionment levy in a bid
for reduced taxation. OMB
member Hugh Kelly came
from Toronto to hear the
village's argument. He
decided to withhold his
decision for two weeks, to
give the matter further
consideration.
Reeve Bob Sharen said
that the education levy
should be scaled the same as
the county assessment. He
pointed out that Watford has
a county assessment of
$52,920 and Wyoming's is
$68,701 while Grand Bend's is
only $49,521. But Grand Bend
hasbeen billedan educational
levy of 1201,121 while Wat-
ford paid 1167,566 and
Wyoming paid $186,030.
Sharen estimated that the
village should pay $3900 less
if the Lambton County board
of education took resource
equilization factors into
consideration.
At Monday night's council
meeting Sharen said that he
had tried to point out to the
OMB at the hearing that
many tax payers in Grand
Bend cannot afford the
education levy. He used the
1971 census statistics as an
example, when the
provincial average
household wage per year
was $10,000 but the average
wage in Grand Bend at that
time was $8,999.
Sharen said that he was
shocked to learn that the
OMB does not consider an Sharen said that he hopes
