He suggested a program whereby banks would treat farm and small business loans differently _ possibly, government in tervention to guarantee farmers' loans as two methods of dealing with the problems farmers are facing. Smith said after several lean years, farmers took out loans and the rates on these demand loans are increasing faster than the farmers can make up the difference in the prices of their products. Smith said he would be pleased to know the Davis government's policy on higher interest rates. Darcy McKeough , the former treasurer of Ontario, knew his policy and could speak out on any financial issue, commented Smith. He criticized the current treasurer, Frank Miller, because Miller has no policy to deliver on Ontario's half, when he meets with federal finance minister, John Crosbie. Miller has said he will listen when he meets with Crosbie and will approach the meeting with an open mind. "There is a difference between a mind that is open and a mind that is vacant." remarked Smith. He called Miller's lack of a financial policy, a complete abdication of this major monetary area without so much as awhimperfrom the people of Ontario." Smith made his remarks at a Liberal rally in support of Huron -Bruce MPP Murray Gaunt held at the Lucknow District Com- munity Centre. Some 200 Liberal supporters paid $25 a couple to have dinner with the party leader. Canadians should not have to pay world price for oil. from Alberta, Smith told the meeting. He can think of no other oil producing country which pays world prices for its own oil. Smith would call for a $1 increase in the price of oil in January and another $1 increase in July. He said Canadian manufacturing industries need a breathing space to regenerate. Smith call Alberta premier Lougheed's remark that he has the unilateral right to set the price of oil "a more separatist remark than any made by (Quebec premier Rene)Levesque." Smith said the Davis government has no energy conservation program. Instead of providing leadership, "Davis plays the violin outside federal - provincial meetings and holds a ten cup out to Lougheed. The Liberal policy on energy conservation would not raise the price of oil, would stress conservation of oil and encourage the development of substitute fuel -alcohols to reduce the dependency on oil. the Job Right... About 1,400 men and women volunteered their leadership services to 9,000 agricultural club members in 1978. More than 50 percent have been involved as club leaders for four years or more. Their dedication to rural youth is largely responsible for the continued success of the 4-H program, concludes a study conducted. by Professor H.W. Caldwell, Department of Extension Education, University of Guelph. Most people accept leadership because they want to help youth. The study found that the majority of 4-H club leaders were male, 25 to 40 years old, married, with at least two years of high school. Prof. Caldwell notes new trends with women joining the ranks, 25 percent of the leaders are younger than 25 years old, and many have a university degree or diploma. Most 4-H leaders live on farms and have an average of six to ten years experience with 4-H as members, helpers or leaders. They III .III III III . Says Prof. Caldwell, "Many 4-1I leaders were recruited by other club leaders, for example, friends or personnel from the Ontario Ministry of Agriculture and Food. It's commendable that almost 35 percent saw a need for their services and volunteered to help." About half of the leaders surveyed said they had received some training for their role from co' .rses in leadership sponsored by the Ministry. however, they expressed interest in specialized courses to im- prove leadership and communication skills with young people. Most 4-H leaders feel immense satisfaction with the non -tangible rewards. They appreciate sincere thanks from the members and parents at Awards Night. If awards are made, 4-H leaders indicated a preference for a plaque, certificate or pin in- dicating their length of service in the club. The 4-H program is sup- ported by the Ontario Ministry of Agriculture and Food.
