HUGH MORENZ SHIPKA Congratulations to Maurice Desjardine, for- merly of this area, now of Huron Park, who won first prize and a trophy at, the Blyth fiddlers contest last week end. Just two weeks ago Maurice won 1st prize at a fiddling contest in Drayton. His brother Willis is also a champion fiddler, having won several contests this year too. As a general rule, government agencies act only as a lender of last resort. In the event that you are unable to obtain assistance for your business from a chartered .bank or loan company, you may be eligible to participate in a government financial program. Federal Programs - The Business Centre should be your first point of contact. This is a new service opened as a major clearing house for information and help in virtually every facet of Canada's business and in- dustry. Here you will obtain information on the type of assistance available. A direct toll-free line from anywhere in Canada is available by calling the long distance orferator and asking for Zenith 0-3200. This service was established because man small and medium-sized businessmen had been frustrated in their efforts to find their way through the federal maze to the ap- propriate department, branch or official. A Crown Corporation, the Federal Business Development Bank. may make direct loans and may also participate in equity financing projects. It has published a series of in- formative brochures entitled "Minding Your Own Business", offering some basic advice and information on several aspects of small business management. Under the Small Business Loans Act, a federal program gives impetus to lend to chartered banks and other participating lending institutions, by means of a, government guarantee of the borrower's obligation to repay the loan. All chartered banks are authorized to make small business loans under the Act. Often, firms seeking assistance under this Program will have ap- proached other lenders such as the Federal Business Development Bank, before applying to the EDP. Farm Improvement Loans, guaranteed by the government, are provided by chartered banks or ogler approved lenders. Term loans are available to far- mers- for the purchake of agricultural implements, livestock and additional land, etc. Repayment terms are up to 15 years for ad- ditional land and up to 10 years for other purposes. Under the Fisheries Improvement Loans scheme, the federal government guarantees term loans made to fishermen by chartered banks and other approved lenders for a wide range of fisheries improvelpent projects. The maximum amount which a borrower may have outstanding at one time is $75,000. Maximum repayment period is 3 years for vehicles and 10 years for all other purposes. - Provincial Programs - Business people wishing to discuss Ontario Government policy, regulations and procedures should contact Peter Friedman, Manager of Customer Service, Deregulation and Industry Support Services, Ontario Ministry of Industry and Tourism, Queen's Park, (416) 965-3405. The Ministry operates a number of programs designed to assist the in- dividual or small manufacturing business in the development of new products or processes, the ` encouragement of design and development of product, and the advancement of industrial technology which can be exploited within a short period of time. The Program to Encourage Product and Process Innovation (PEPPI) provides financial assistance to the inventor or small business entrepreneur who has limited or no suitable facilities of his own, to develop a prototype of a product or process to prove its feasibility. It is designed for projects not exceeding $12,000 total costs. Financial assistance of 100 percent of eligible project costs up to a maximumof $8,000 provided for the purpose of developing a prototype. The Product Development Management Program (PDMP) is designed to assist small secondary manufacturers to increase their in-house industrial design management un- derstanding and capability. Projects should not exceed $15,000 total cost. Financial assistance amounting to between 75 percent and 90 percent of eligible project cost is provided up to a maximum of 510,000. Ontario's Small Business Industry Technology Program (SBITP) en- courages ,existing small secondary manufacturers to develop new products and or processes that would significantly advance the innovation and technology practised by industry. It is designed for projects not exceeding $25,000 total cost. The Ministry will provide financial assistance up to a maximum of 510.000.
