CLINTON - The good news in
the 1988 Huron County Board of
Education budget estimate, ap-
proved by trustees at a special board
meeting in Clinton April 25 is that
the overall increase over the actual
cost of the county's education in
1987 has been held at 7.3 percept,
down considerably from the 9.7 per-
cent increase in 1987 over 1986's
actual costs.
In real terms, the total education
budget for Huron County has in-
creased to $47,269,519(547.3 mil-
lion), up by more than $3 million
over education's actual.. costs of
$44.5 million in 1987.
However, the lower increase re-
flects a decision by trustees, in ap-
proving the estimate, to also ap-
prove an amendment to delete
5100,000 in reserve for working
funds in an effort to keep overall
costs down, despite a warning from
trustee John Elliott (Blyth, Morris
and East Wawanosh) that the move
could be disastrous in the face of an
unexpected emergency.
The decision was based on the
fact that the reserve, tagged at
550,000 for both the board's ele-
mentary and secondary panels for
each of the past five years, has not
been touched since 1976 was seen
to be of more urgent use elsewhere.
A motion to transfer the funds to,
cover approval of certain special
projects could not find a seconder.
The bad news is that the munici-
pal share of all this is up by 12.8
percent, which means that the tax-
payer with the historically average
assessment in Huron County of
$3,110 will hand over an extra
$38.57 in municipal taxes this year
to pay for his child's education.
That translates into the average
property owner in the county dol-
ing out $224.70 in municipal taxes
for secondary school education, up
from $203.39 in 1987; and
5301.83, up from $284.57, for ele-
mentary education.
Director of Education Bob Allen
explained that some of this increase
has come about because of initia-
tives the ministry of education has
insisted upon being put in place at
the local level, with out the prov-
ince providing adequate increases in
funding to cover the costs, which
then have to be met by municipal
tax increases.
"We're, significantly over ceiling
in both panels on this, and it's go-
ing to badly hurt the taxpayer," said
Don McDonald, trustee for Brus-
sels and Grey.
The good news is that the esti-
mates may be high, according to
Mr. Allen, who noted that he had
never yet seen a budget estimate ap-
proved that didn't come in at a
higher figure than actual costs later
proved necessary. In addition, he
said, the estimate may be high be-
cause of the county's currcnt shift
in market value assessment of
property, the outcome of which
may not be known for
some time

cost of the 22 special projects ear-
marked for implementation or ex-
pansion this year came to
5788,100, well above the ceiling of
a four percent increase on any bud-
getary item which the board had set
for itself earlier 'this year. Last
year's special projects, approved
with the budget, carried a price tag
of 5424,950; some of them are on-
going projects, and came up again
in this year's estimate.
Instead, the board restricted itself
to an expenditure of only $450,000
tact will present a major administra-
tive headache, as each project had
been proposed only after long and
careful hours of work by various of
the board's committees, and few can
be abandoned more easily than oth-
ers, Mr. Allen said; especially as
some of them, such as the $35,000
tagged to pay for special senior sec-
ondary school textbooks which the
province now demands by law, but
has fallen far short of funding.
"The province is not accepting its
responsibilities for the actual situa-
tion in dealing with the escalating
costs of education, and somewhere
down the line the local share of all
this is going to be horrendous," said
Art Clark, past chairman of the
HCBE and trustee for Wingham,
Turnberry and Howick, in express-
ing his frustration over the forced
abandonment of some of the special
projects.
At the close of the meeting, Mr.
Allen thanked both the trustees and
HCBE staff for labouring "long and
hard over this most difficult bud-
get", and indicated that the decisions
that they have been forced to make
for special projects in 1988 in order may well come back to haunt them,
to stay within its own guidelines, as both school trustees and local
but passed a second amendment to municipal councils head into the
