PUC hydro users face 5.8 percent rate increase
Residential customers of the•Exet-
er PUC will face a 5.8 percent in-
crease in their 1988 electricity bills.
Rates for commercial users will go
up 5.9 percent as of January 1,1988.
The newrates were set at the regu-
lar November meeting of the PUC.
The estimated revenue in the com-
ing year, based on projected loads,
is S2,520,246. Ontario Hydro's
power bill for the same period is es-
timated at $2,036,692. The rate in-
crease has been calculated to give
the PUC hydro department. a net
profit of 4.1 percent.

Two arca men were fined $500
each and had their driving licences
supsended for three months in Exct-
cr Provinvcial Court on November
24 by Judge R.G.E. Hunter.
The suspensions arc actually for a
full year as the Ministry of Trans-
portation and Communications au-
tomatically adds to the suspensions
issued by the judge under the Crimi-
nal Code. .
Thc first fine and suspension was
levied against Murray Pepper, RR 1,
Hay.
Pepper was stopped by police Oc-
tober 31 on Huron road 21 in Ste-
phen township. He displayed a
.flushed face, glassy eyes and poor
co-ordination.Breath samples were
recorded at 220 and 210.
Gerald John Groot, RR 1, Zurich
received the second fine and suspen-
sion for an incident which occurred
June 20 in Hay township.
There was a difference of opinion
as to the reason for stopping thc ac-
cused's vehicle. His lawyer thought
it was a spot check, but the officer
fined
said it wasn't.After considerable evi-
dence, Judge Hunter decided it was
not a random stopping.
Brcatlializer tests at the police sta-
tion revealed blood alcohol readings
of 187 and 174.
Barry G. McCurdy, RR 6, St.
Marys was lined S200 after pleading
.guilty to a charge of creating a dis-
turbance.
The incident occurred on the Kee-
gan's Inn parking lot at Centralia on
October 31. It was initiated whcn
two car doors accidentally bumped.
After a fight broke out an innocent
bystander was hit and knocked un-
conscious. At that point police and
an ambulance were called..
Judge Hunter fined Edward Wil-
liam Coleman of Exeter Sl(H) on a
possession of narcotics charge.
The accused was in the hack seat
of a car at 2.40 a.m, on September
27 at an overnight camp in Exeter
when spotted by police.
Coleman told the court one vial
found in his possession' was empty
and the other contained only S10
worth of hash oil.
Gets jail sentence
Thomas Cyr, 26, of Zurich was
sentenced to 18 months in jail Wed-
nesday, November 25 for assaulting
his girlfriend after he pursued her in
a high-speed car chase last May from
Zurich to Grand Bcnd.
Cyr pleaded guilty to assault caus-
ing bodily harm to Nancy Smith.
Defence lawyer Mike Donnelly not-
-ed in his pre -sentence report that
Smith and Cyr have since recon-
ciled, and the woman believes .the
assault was entirely out of character
of Cyr.
Judge J. M.'Seneshen recalled that
Smith had to be taken by ambulance
to hospital, where she was treated
for cuts and bruises. Cyr also tried
to pull her from her car while she
was still held by a scat belt.
He noted that Smith had left Zu-
rich by car after the couple had been
arguing. But "instead of leaving
matters alone, you chased her, hit
the car, came to a stop, and beat her
viciously."
Seneshen also chided Cyr for not
only endangering himself and Smith
but other drivers on the road at the
time of the chase.
Cyr will be allowed to serve his
sentence under the temporary ab-
sence program so he can continue a
welding job in Exeter during the
day.

tioned the need for a surety deposit.
Davis explained that owners of
commercial buildings are not re-
quired to provide any type of guar-
antee that utility bills will be paid,
as the amount of unpaid bills is add-
ed to the taxes. Commercial ten-
ants are required to do one of three
things: make a deposit equal to
three months of hydro use, provide
a letter of credit from a bank, or
have the building's owner sign on
behalf of the tenant.
Davis said that since he has been
manager, the PUC policy has been
applied equally to everyone - "the
little fellow with the 20 by 40 store
is treated the same as the big chain
store".
"We can't bend the rules for one
person. We have to run the PUC
on behalf of all the customers", was
Commissioner Harry De Vries'
comment in voting to leave the pol-
icy unchanged. The other commis-
sioners supported his stand.
Work on the Huron St. transform-
er is complete, Davis said, noting
that the PUC is not responsible for
asphalting the crossing.
No Chills for Children
No Chills For Children is the
theme of Image Cleaners and the
Exeter Lions Club's Christmas pro-
ject for this year.
Len Hume, Image Cleaners owner
told the T -A the goal is to supply
coats, boots and skates to children
and adults at no charge.
His firm has worked successfully
with the Strathroy Lions Club and
the Salvation army in previous
years.
Pauline Lingard, a spokesperson
for Family and Childrcns Services
of Huron County says the items
will be put to good use.
"If anyone has a coat that still has
some good wear left in it we will
clean and package them at our Exct-
cr plant and give them to the Lions
Club for distribution," Hume added.
Coats can be dropped off at any
Image Cleaners outlet.
With Christmas falling on a Fri-
day this year, Davis would like the
office reopened for business on the
following Monday. Commission-
ers agreed with his suggestion that
half the staff come in to work on
Monday, and take their holiday as
equivalent time off the previous
Thursday. Staff members will de-
cide among themselves who takes
which day off.
The records show that the PUC
gained a total of 34 new hydro cus-
tomers in 1987.
Turning to the water department,
the commission voted unanimously
to increase the 5325 charge for a 3/4
inch service from the water main to
the lot line by 10 percent effective
January 1988.
Murray Greene was acclaimed to
another year as PUC chairman.
