Hay council discuss backflow valves
Following the recent completion of
the Highway 21 watermain the focus
of Monday's Hay Township Council
was.naturally, water.
Bruce Potter of B.M. Ross 'con-
sulting engineers for the project ap-
peared before council to give his
report on the progress of the project
and to go over the rules and regula-
tions bylaw for the administration of
the water distribution system.
Potter assured Council that the pro-
ject was on schedule and was well
within its budget, but wished to
clarify that sod will be laid to cover
the digging only where a reasonable
lawn existed before; seed will be us-
ed everywhere else.
Potter also asked if the township
had considered whether or not
backflow prevention valves should be
required for each property on the
distribution system. Plumber Dick
Rau displayed one of the devices to
council and explained how it would
prevent contaminated water or
chemicals from siphoning backwards
into the township's -water system.
Potter noted that most
municipalities only require the
devices on dangerous installations,
but that the trend is now to install
them even in residential applioations.
Calgary, and some Ontario townships
require them on everything.
"There never was a backflow pro-
blem here before," observed Reeve
Lionel Wilder, but he agreed that if
the township could be held responsi-
ble for a backflow mishap from a
commercial or agricultural use, then
the township should have them.
The question of who should pay for
the valves was addressed by Potter,
who noted that while a valve for a
three-quarter inch service cost only
$53, a four -inch valve for a commer-
cial or agricultural use could cost as
much as $5,500.
"The township could buy them, give
them to the people and recover the
cost," suggested Potter.
However, Councillor Murray Keys
expressed concern that the

"I find it hard to make the average
household pay more than what it's go-
ing to cost him."
"I don't think the municipality
should pay for it at all," challenged
Dick Rau, who later added "I don't
have any problem getting my
customers to put them in."
"If there is no way of assessing
them fairly, then we'll' have to go
Dick's way and make them pay for
it," concluded Wilder. He suggested
that in the interest of simplicity and
speed in approving the bylaw, it
would be better to require the proper-
ty owner to pay for the installation of
the valves.
The bylaw has been given its first.

Projects Officer Barb Rau mention-
ed to council that many of the
residents who are to receive water
distribution are under the mistaken
notion that they are to be billed with
their taxes because their mill rate is
ri
used to calculate the cost. She said
that advertisements will appear in
area newspapers to advise the
customers that the first billing date
is September 1, and the first payment
must be received by then.
In other business, Larry Denomme
appeared before council to request
that he not be billed for two water con-
nections to his two Tots which have
been connected for at least 75 years.
Council agreed that his two lots would
be too small to sever anyway, and
that his request was reasonable. He
will be billed only one flat rate. •
Council acknowledged the resigna-
tion of Dashwood Police Village
trustee Nancy Rader and endorsed
the Township of Beckwith's request
for support for their petition to the
provincial government to remove the
sales tax on fire and emergency
equipment.
Building Superintendent Hubert
Miller will be attending the Ontario
Building Official's Convention in
Townsend October 4-7.
