Bill 34, the Freedom of Information
and Privacy Act, was recently pass-
ed by the Ontario Legislature.
Its purpose is to promote the prin-
ciples of free and democratic govern-
ment by guaranteeing reasonable
openness in government and the pro-
tection of the public from unwar-
ranted secrecy and unwarranted in-
vasion of personal privacy.
The Act establishes a general right
of access to government informatin.
this aspect of the bill being based on
three principles:
- government information should be
more readily available to the public.
- the necessary exceptions to access
to government -information should be
limited and specific and extend to the
protection of the legitimate need for
confidentiality and to secure the right
to privacy of personal information.
- decisions by government officials on
what government information will be

disclosed should be reviewed by an in-
dependent commissioner. A public in-
terest "over -ride" clause binds the
Commissioner to independently
release any information which is in
the- public interest and reveals a
grave environmental, health or safe-
ty hazard to the public. The legisla-
tion also grants privacy rights to the
individual. The government is pro:
hibited from collecting personal infor-
mation except where it is expressly
allowed to do so. Also, the individual
has a right of access to their own per-
sonal records and a right to a
correction.
Freedom of information covers all
government ministries, boards, agen-
cies and commissions and all
municipalities.

Ministers in Ottawa. Premier David
Peterson said he would not accept a
trade deal with the United States if it
were dumped on the provinces at the
last minute.
The Premier told reporters after
emerging from the meeting "I said
tonight, if I had to makea decision on
the basis of what I heard,- no way
would I support a c free trade) agree-
ment in principale."
