Zoning amendment won't hinder neighbour's farming operation Doug Ducharme and Bernie Denomme both appeared before the second regular July meeting of Hay township council Ducharme was - there to ask for a zoning change to allow him to convert the former Ecolk Ste. Marie whch he has purchased in- to four apartments under the convert - to -rent plan. Denomme came to make sure his farming operation on his 100 acres directly across the highway will not be hampered or restricted by Ducharme's project. Denomme explained that every two or threeanonths he spends a couple of days cleaning out the lagoon on his nearby 40 acres where he keeps cag- ed layers and young pullets, and he spreads the liquid manure on his 100 -acre farm. He does not want to put Ducharme in a gosition where he can't rent his apartments, but does Harrison reunion The 52nd Harrison reunion was held at the Huron Centennial School in Brucefield July 4 with 52 in atten- dance. The zon- ing change would also have no affect on his future operations, she said. Although the barn on the 100 acres is now empty, Denomme could use it to house 125 cattle or their equivalent in pigs or chickens. Reeve Lionel Wilder spoke up to say that those who live in agricultural areas must "put up with the smells or don't live there are all". Munkittrick said the minium re- quirement between the empty barn and the school property would have to be reduced from 282 meters to 170 to allow Ducharme to apply for a building permit. Munkittrick said the township's zoning bylaw allows more flexibility than was possible when the ministry of agriculture handled such cases. Each application is considered on its individual merits. Council passed a bylaw incor- porating the zoning -amendment, and reducing the minimum distance separation requirement. They also acceded to Ducharme's request that parking* be allowed on the south side of the property rather than the back . when he explained that the entrances are at the sides, having cars drive by the entrances on the way to parking at the. rear could possibly be hazardous. In other business, the fire code in- • spection report on the township hall was examined. -Councilauthorized the necessary repairs and additions to bring the building up to code stan- dards. Ross Fisher will look after ob- taining fire extinguishers and smoke/heat detectors. The Women's Instilutue will be asked to install an appliance hood over the stove in the upper kitchen. Local handymen will be contacted about the other requirements, which include a second means of egress from the upper floor, installing panic doors on the east entrace, the hall en- trance and the basement exit, install- ing lighted exit signs and emergency lighting, enclosing the furnace with a firewall and providing a centre rail- ingthe stairway to the upper halt. Wider noted that the municipality has not yet received a written request from the Bean Sprouts Nursery School asking to rent the township halt to September. Waterline project officer Barb Rau attended the meeting and handed over eight petitions requesting the township to build distribution lines. The petitions came from Harvey Denomme,- Highlands I, Lakewood Gardens, Elmwood subdivision, Bill CALCULATING — Doug Ducharme looks on while Huron County planner Patty Munkittrick makes some calculations relating to his request for a zoning change. Groot and his mother Theresa, Bayview subdivision, Matthew Miklobic and five of the residents along Highway 84: Thelma Jeffrey, Tony Laporte, Lindsay Laporte, Leonard Kovacheff and Elizabeth Bedard. Doug Sheppard, who currently sup- plies water to Windy Hill and 'Elmwood subdivisions, came to the meeting to ask a question. He wanted• to know if a subdivision is required to deal with a supplier who is willing to continue providing water before that subdivision's application to have the township build them a distribution system is accepted. He said he had no written contract with property - owners. Wilder said Hay township had no choice but to accept a petition signed by at least 51 percent of the property owners in a subdivision. A petition with signatures from 89 percent of the home owners in Elmwood has already been received. Building inspector Hubert Miller reported that the number of new homes either going up or scheduled to be built this year is double last year's number. Most are along the lake, and he attributes this to the prospective new water supply.
