At 7UesdaY's meeting, Lucan coun-
cil received a letter of approval from
Environment Minister,.Jim Bradley,
allowing the village to connect to the
Lake Huron pipeline system.
In this letter, Bradley stated, at the
present time, based on your popula-
tion your project is eligible tor a
direct grant of 77.77 percent on eligi-
ble capital costs."
He continued "My Ministry will
endeavour to make funds available
for engineering costs if required in
this fiscal year and if necessary for
construction in the following year.'

restrictions but property owners are
reminded that the restrictions are still
in effect.
Councillor Bryan Smith added in
relation to lawn watering "property
owners are policing each other".

Nine persons injured
in Clandeboye crashes
Nine persons were injured and
damages totalled 815.210 in two ac-
cidents this week on Highway 4 at
Clandeboye.
Five persons were injured Friday
when a vehicle driven by Bett \
RR 2, Lucan was stopped -on Highway
4 at the Clandeboye curve when it was

Three vehicles were involved in the
Saturday mishap at Clandeboye.
A -vehicle driven by Kelly
Mackewn, London pulled out onto
Highway 4 from Middlesex road 22
and was struck by a southbound vehi-
cle driven by Wanda Myles.. also of
London.
The Myles vehicle.uas propelled in-
to the northbound vehicle and was
struck by one operated by another
London resident David Larder.

impaired driving and one each of
break. enter and theft and possession
of a narcotic.

Mrs. Ruth S. Meszaros was official-
ly appointed Tuesday night by by-law
as treasurer for the village of Lucan.
Included in her duties are the com-
munity centre finances. Ed Melanson
will continue as clerk and tax
collector.
Prior to the regular meeting, reeve
Norm Steeper chaired a public
meeting to deal with a zoning change
application from Mert Culbert. Ap-
proval was given for the change to
allow construction of a single detach-
ed dwelling at the intersection of Well-
ington and Richmond Streets.
In order to alter his driveway, Doug
Butler of 115 Gibson Crescent receiv-
ed approval from Council to reposi-
tion the street light in front of his
house at his own expense.
Also, at Tuesday. night's meeting,
works superintendent, Doug Johnston
introduced to council the Methods and
Inventory Manual Road Management
Plan for Small Lower Tier
Municipalities sent from the Ministry
of Transportation and
Communication.
Johnston explained that this
manual rates the conditions of the
roads. He added "if this program is
successful, we could get more road
subsite"

A by-law was passed by Council to
permit collection of levies on con-

. Biddulph township council dealt
with three different tenders at Tues-
day's regular meeting.
Approving the recommendation of
road superintendent the bid of London
Machinery Company of $23;657 plus
tax was accepted for the purchase
and installation of a snow harness and
dump body for the new tandem truck
. which is presently on order.
Robert Nicholson Construction
Limited was awarded the contract for -
the construction of the open portion of
the Harlton-Malcolm municipal drain
for $2,880. -
.The same firm will construct the
open portion of the llodgins municipal
drain. The lowest of three bids was for
$1,150.
The only affected owner at -the court
of revision on the Hai -Ron -Malcolm
municipal drain in attendance was
told he should consider petitioning for
a branch -of the drain to provide him
with an adequate outlet.
Five building permit applications
were received and approved.
They were from Don Dawe, Lot 2.

Road superintendent Hugh Davis
had presented a request from MTC
asking each municipality to file a
road -management plan which would
detail requirements over the next five
years for road construction and
bridge replacement.
Council voiced no objection to an
application by Viola Carter, owner of
a -parcel of land at Lot 12. Concession
in McGillivray township to- sever a
26,000 square foot building lot from
her property to be conveyed to her
-grandson Stephen Carter.
Correspondence was received from
the Ontario Drainage Tribunal advis-
ing that a hearing before the Tribunal
will be held in the Biddulph council
chambers at 10:30 a.m., July 24 with
respect to an appeal by Max Dorman
against the Gamble municipal drain.
Council will support the Rural and
Native Homeownership and Rental
Program sponsored by CHMC subject
to it being expressly understood that
this program will not encourage ur-
ban residents to try and locate in the
rural area and the administration of
this program will nothave any im-
pact on the township of Biddulph.

Rev. Roger Mason introduced
Dwight Elijah, from Michigan. ar
guest singer, Tuesday. Elijah ha:
toured USA and Mexico singing
gospel songs. He opened singing a
song of praise. Sing of His Praises.
Singing Amen, Amen, he used ac-
tions to demonstrate the story of the
song of Jesus' life. Mr. Elijah used to
be a night club singer. In 1976 he said
he did not believe in God, yetllere he
was singing in the choir, going to
church 'regularly. Also. every night
his groups would hold hands. pray.
and ask God to bless their singing. He
was a confused man. In church he
kept hearing Jesus is coming. which
made him decide he did not want to
go to hell. If there was a heaven, he
wanted to go there. Every night he
prayed the Lord's Prayer. Mr. Elijah
then sang The Lord's Prayer.
Elijah said Christiartis need to spend
time every day with God. before he
sang 1 Miss My Time with You, of God
speaking to His people. While listen-
ing to a record over and over of An-
dre Crouch singing Jesus is Lord. he
listened to a Christian program. An-
dre Crouch came on singing Jesus is
Lord. This led Elijah to pray for
salvation. His wife became a Chris-
tian the same day.

in singing The Battle Hymn of the
Republic. -
- Rev. Roger Mason ministered from
Acts 16:25-34, a tremendous story of
the salvation of the Philippian jailor
because of Paul's testimony in prison.
Prisons of sin are not opened, foun-
dations of sin shaken. doors opened.
and chains broken today because
Christians do not love to pray. praise
and preach from God. Christians who
want to do this must have com-
mitments to God to do so.
The result of Paul and Silas pray-
ing and praising conveyed God's -
message of salvation to all prisoners.

Elizabeth Butler, missionary to Haiti
for the past 11 years. Miss Butler,;
from Isaiah 43:10, stated it is precious r
tO be chosen as a servant of God. She
said the last two years have been the
most difficult in Haiti.
Miss Butler said she spends much
time in prayer, believing -Matthew
21:22. She is still operating a medical,
clinic with three doctors there. The
clinic charges .60 for consultation,
while the medicine is free. They also
operate a dental clinic. Miss Butler'
still teachers advanced English tot
professional people who need English
to further their business with thel,
USA. -She also does Christian
counselling.
During the crisis there was shooting
half a mile from her horse. Psalm 4:8

August 15 the village of Lucan will
be celebrating it's 115th birthday. A
street dance will be held on the
village's Market street property,
which is the site of the former turnip
plant and also of the proposed senior
citizen apartments. All organizations
in . the Lucan community will
participate.
The parks and playground commit-
tee has ordered new playground
equipment for Elm Street park. A
round -about will be added to the
playground as well as climbing the to
entertain -youngsters.

Council passed the necessary
bylaws to implementfreeze on
building permit applications.
Reeve Steeper said, "This move is
in recognition of ourcurrent shortage
of water and sewer capacity. The
freeze is effective immediately."
Councillor Bryan Smith aired his,
concern on the selection of 12 Citizens
of the year by Premier David Peter-
son and the province of Ontario.
Smith added, "Seven of the dozen
named were from the Toronto area
and very few from rural com-
munities. We sent in a nomination and
! know of several other councils that
did Ole same thing."
