not enthusiastic over idea
The members of Stanley Township
council, and their Clerk Mel Graham,
attended the Tuckersmith Township
council session Tuesday to discuss the
proposed purchase of the former Ross
Scott building, as a possible firehall
for Brucefield.
After discussion it became evident
neither council was enthusiastic
about the purchase of a new firehall
for the Brucefield Fire Brigade. Both
councils felt the cost of the building
plus the extensive renovations that
would be needed, would make it too
expensive a firehall.
Adding an extension to the present
firehall was not considered sensible
as it was adding a new wing to an old
building. The present lot is considered
too small in any case.
As Bill Dowson of Stanley said, I
don't see how we could improve our
fire protection ability by changing the
firehall.
Court of Revision was held on the
Heyink Drainage Works. At the coun-
cil meeting for the discussion were
three assessed owners -- G. Heyink,
Harold Parker and Ross Kercher, as
well Engineer Henry Centen of R. J.
Burnside was in attendance.
There was one appeal for the Court
of Revision from Harold Parker to his
assessment as recorded in the
drainage report. Engineer Henry
Centen related the history of the
drainage system, the culvert that was

Ontario Agriculture Minister Jack
Riddell has joined the chorus of pro-
test over the federal government's
planned phase-out of the moratorium
on farm foreclosures by the Farm
Credit Corp. (FCC).
"1 have sent a Telex to (.federal
agriculture minister John) Wise and
asked him to reconsider," Riddell
said in response to opposition ques-
tions in the legislature.
Riddell said timing of the federal
farm banking agency announcement
that it will end its embargo on
foreclosing against heavily -in -debt
clients was "most unfortunate"
because it hits farmers as they are
returning to the land to plant their
crops.
"If he ( Wise) was going to lift the
moratorium, he should have done it
in the fall. He should also have con-
sulted provincial ministers. I'm
disappointed he did not."
Riddell was also disappointed Wise
had not announced a new role for the
FCC and debt review boards.
The agency should have offered a
line of operating credit for those
farmers who were given "a second
wind" by the moratorium. Those who
were able to stay on the land as a
result of the debt review board deci-
sions now have to rely on operating
capital to continue but in many cases
are not getting it, Riddell said.
All the province can do, meanwhile
is ask for continued co-operation from
banks and lenders handling FCC -
backed loans and make its provincial
farm aid more flexible.
NDP farm critic, MPP Pat Hayes
(Essex North), said the "insensitive
action" of the federal agency will en-
courage other lending institutions to
speed up their farm foreclosures.
An FCC official said earlier in Ot-
tawa up to 1,500 farmers will lose
their farms as a result of what wai
described as a "controlled phase-out"
of the moratorium, scheduled to begin
today.
NAME DELEGATE
Ontario's delegate to the National
4-11 Careers Conference will be Steven
Beane of RR 1 Brucefield.
Steven was selected from 90 other
delegates from across Ontario who at-
tended the Provincial 4-1I Leadership
Camp in March.
The National 4-H Careers Con-
ference will be held in Winnipeg,
Manitoba October 10-18. Delegates for
the National 4-11 Conference, National
4-11 Citizenship Seminar and USA Na-
tional 4-11 Conference will be selected
from the June 4-11 Leadership camp
delegates.
Steven is a member of the Kippfield
4-11 Beef Calf Club.

Parker said that had he known the
intended cost of the culvert, he would
have had it removed and installed on
the Mitchell Drainage Works which
would have suited him as well.
Parker stated that in the past any
work on the drainage works he had
paid for, along with the installation of
the existing culvert.
Council re -assessed Parker's pro-
perty, reducing it by $450 gross
amount and $100 of this assessment to
be added to Ross Kercher's assess-
ment, and $100 to G. Heyink's assess-
ment and the balance of $250 to the
outlet assessment on a per hectare
basis.
Council adjourned the Court of
Revision on the Heyink Drainage
Works until May 5 at 8:30 p.m.
Art Varley, who attended the coun-
cil meeting was assured that his ap-
plication for severance on part Lot 27,
Concession 5, London Road survey to
Huron County, would not be opposed
by Tuckersmith.
Council accepted the quotation of
Stanley Sales and Services for the
1962 Massey Bull Dog Tractor for
$2,630.
The quotation of Wayne and Harold
Smith for the Mott Mower for $320
was accepted.
For the 1978 Dodge Van council ac-
cepted the quotation of Clarence
Doherty for $200.
The quotatin of Wayne and Harold
Smith Construction Limited was ac-
cepted for the transit level for $428.00.

A refund from surplus was
declared for all policyholders
who qualify, are on record
and are in good standing as
at December 31, 1986.
Council set the following rates for
attendance at the Day Care Centre
one full day, $15; two to five full days
$13.50; one to five half days $10 a day
(with or without lunch).
Council will ask the Clinton Fire
Area Board budget be referred back
to the Board for an explanation on the
building maintenance amount and the
tanker truck purchase.
Council will apply for a second
allocation under the Low Rise
Rehabilitation Program with the
Ministry of Housing for a further 25
units. As well the Reeve Robert Bell
and Clerk Jack McLachlan are
authorized to sign on behalf of the
municipality.
Council endorsed the resolution of
the Township of Horton requesting the
Solicitor General to consider pro-
viding capital funding assistance for
the purchase of motorized fire
fighting equipment for small
municipalities.
The Clinton Hospital Building Fund
Committee was granted permission
to convass the township for donations
to the Clinton Hospital for building
fund.
The Council will apply to ' the
Ministry of Tourism and Recreation
for a capital grant for the siding and
insulation proposed for the Vanastra
Recreation Centre.
Council approved the offer of John
Henderson for grass cutting the parks
in Vanastra during 1987 at a rate of
$5.25 per hour.
The five-hour meeting was adjourn-
ed at 12:25 midnight.
