Driving without lights
in storm beings fine
The stiffest fine handed down by
Justice of the Peace Douglas Wedlake
in Exeter court, Tuesday, went to
Angelo Vilos, 57 Alexander St., Ex-
eter. who pleaded guilty to a charge
of driving without due care and
control.
Ile was fined $128.75 and given 15
•days in which to pay.
The charge stemmed from an inci-
dent on February 14 when a vehicle
driven by the accused went out of con-
trol on Highway $3 west of•Exeter.
went into a ditch and struck a farm
fence.. Damage to the vehicle was
estimated at $1,000.
The accident occurred at 1:30 a.m.,
hut wasn't reported to police until
10:15 a.m.
Vilos explained that he lost control
of the vehicle when he reached down
to pick up an object from the floor.
Wiliam Phipson, 59 Confederation
Ave.. Scarborough, was convicted on
a Charge of driving without proper
headlights on January 23. Ile plead-
vealed-that hewers -pro-
ceeding along Highway 4 just north of
Exeter where blowing snow was caus-
ing occasional whiteouts. A

1:30 p.m. and radioed to another of-
ficer that a %Thiele was approaching
without headlights. -
When stopped, the accused was
puzzled and said -be was unaware of
the law requiring that headlights be
used under the existing weather
conditions.
Testimony of the officer revealed
that he hadn't seen another vehicle
the rest of the day without lights on.
In his defence. Phipson said he was
coming to Exeter from Sexsmith air-
port and -said he felt visibility was
more than 150 metres all the way.
In handing down a guilty decision,

Bosanquet Township council reluc-
tantly will spend about $2,500 on
dredging in the Ausable River mouth
because sand buildup problems have
become so serious "we can't wait for
the federal government to twiddle
their thumbs," Reeve Fred Thomas
-said-Wednesday.
Thomas said the entrance to the
river from Lake Huron is "almost
shut right off" by a sandbar that has
been growing for the past two to three
years.

librarian and the Hensall represen-
tative to the library hoard.. •
If the affair wasn't so ludicrous it
would sound like something out of
Gilbert and Sullivan or an afternoon
soap. But it is real and indicative of
the questionable morality of some
elected officials and the county
clerk's office. As an interested citizen
and active user of Exeter library I am
disturbed about the unfortunate
fiasco. in Exeter we are lucky to have
a fine, efficient chief librarian with a
dedicated friendly staff: No enquiry,
from young or old is tooinsignificant
• to be promptly dealt with. It is-peo-_
ple like that, and the reading public.
that suffer under such childish
behaviour.
It would be interesting to know just
how many, and -who, of the councillors
who are on the library board (1) have
an active library card and 12► actual-
ly use a library. This whole affair
calls into question whether some of
them read at all!
County council is supposed to be a
democratic body; why don't they stop
building little kingdoms and take care
of roads and bridges and areas they _
are competent to administer? It's ob-
vious that Mrs. Haydon has been a
good representative. of the fourth
estate in unearthing "Huron Gale"
and Mrs. Bisback a good, concerned
citizen. Our two Liberal MPPs and.
Mrs. Munro, a cabinet minister have
earned no laurels on this one, but have
danced around their responsibilities.
Let's hope this hopeless private
member's bill dies a well deserved
demise, and that Mrs. Munro receives
lots of letters saying so. i have writ-
ten her, for one!

emergency, but all it received was "a
lot of maybes".
A salmon fishing derby is set for
April 15 and "we've got to have things
.ready" for anglers attracted to an
event which has sparked a "real burst
of interest" in recent years.
Thomas said the township doesn't
feel it should have to pay for any
. dredging and regards the impending
- work as only a partial solution. "We
still need the -whole thing dredged
out."
He is concerned the summer
boating season is approaching and,
even if Ottawa approved complete
dredging this week, the work pro_
bably wouldn't be done until August
because of the slow pace of the
government contracting process.

Ile said the matter of the other
functions of the department would
have to be discussed • with Exeter
officials.
Ile continued by noting that his
department has experienced pro
blems with many county.

ners to do work that the county plan-
ning department couldn't schedule

disagreements over decisions and

Davidson said that part of Exeter's
complaints may stem from the fact
the town had to hire its own planning
and legal advice to battle the propos-
ed Hay agri-indu?;'trial park. but the
county has a policy whereby it does
not provide "intervenor funding". Ile
acknowledged that it was a valid con-
cern on the part of Exeter and was
uncertain whether that policy would
be changed in the future.
"I hope we can still work it out." he
said . in reference to his intent to
discuss the matter of Exeter's ter-
minating the services of the depart-
ment with local officials in the near
future.
