Asking for subsidy to oversize pipe
Stanley requests delay on pipeline
A bid by Stanley council to get
government funding to extend the
water pipeline to be built along
Highway 21 may delay construction
of the line through Hay township. All
members of Stanley council, accom-
panied by Steve Burns of Burns Ross
and Associates, came to the afternoon
session of Hay township council to
discuss the matter.
Stanley Reeve Clarence Rau outlin-
ed the six-year history of efforts by
himself and his predecessors to per-
• suade the ministry of the environment
of the need for a supply of decent
water in Stanley.
A petition initiates( in March 1986 by
Ron Overholt and Phil La Porte show-
ed only two objectors along Highway
21. The request- for_extension was
reviewed by a project evaluation
committee and turned down after
careful consideration because of in-
sufficiently high priority and limited
funds available.
Not content with this answer, a
brief was sent ,to MPP Jack Riddell
in January asking recognition for the
need for an alternate source of water.

ty to eventually be extended to serve
Stanley township too. Riddell met
with environment minister Jim
Bradley on March 4 to support
Stanley's case. Stanley councillors
are now awaiting a reply • from
Bradley.
Burns explained ttrat first of all.
Hay councillors would have to agree
to allow oversizing-of the pipeline. It
the government comes through with
a grant to pay all or part of the over -
sizing. Hay would also have to agree
to delay calling for- tenders to begin
construction until June. The two-
month delay would give Stanley time
to advertise the necessary financial
bylaws by April, and resolve any ob-
jections to the extension. An OMB
hearing would delay the tine for a
year.
Burns gave an estimate of $400.000
to put in 14 -inch pipe from the water
plant at Grand Bend to Drysdale on
the Hay -Stanley boundary. Present
plans call for 12 -inch pine at Grand
Bend, down to 10 -inch at Drysdale.
OPERETTA STARS — Students at St. Boniface, Zurich, staged a suc-
cessful operetta recently. Among the talented cast of a modernized
"Jack and the Beanstalk" were (top) giant Rob Ducharme holding the

perform "a 15 -minute segment of the operetta at the Wintario draw
in Hensall in May.
The line is now set up to provide a
minimum of 40 pounds pressure at
Drysdale, and could service one-quarter miles into Stanley. Even
customers for an additional one -and- with the oversizing, Burns said that
as more hooked on in Hay and
Stanley, a booster pumping station
would have to be built in Hay to ser-
vice the adjacent township. He said
all alternate measures such as a
reservoir on the line would be
"significantly more expensive".
Deputy Reeve Claire Deichert, ac-
ting in the absence of Reeve Lionel
Wilder, pointed out that Hay township
had spent a great deal of money and
time for the past 10 years to make the
pipeline a reality, and had a commit-
ment to Hay ratepayers to build the
line this year. The line must be built
in 1987 as the prime condition of
eligibility for the 75 per cent grant
promised by the province. Other
councillors agreed now was the time
to oversize the pipe. but only if Hay's
grant was not jeopardized. Plans
were already in place to advertise for
tenders on March 27. open thein on
April 21, and begin constructisin the
first of May.
Burns said the tenders could be
prepared asking contractors for two
--priees•onewuthii and_12.mchpipe
and another using 14 -inch.
Rau promised to contact Bradley's -
offlce immediately, and ask for a
decision by March 25 on whether or
not the government will subsidize all
or part of the cost of oversizing the
pipeline.
Burns said that assuming Stanley
got a 75 percent grant. they would
need until the end of May to get ap-
proval to raise the rest of the money
from Stanley taxpayers. Burns told
Hay councillors he realizes "this is a
restrictive. difficult time frame. but
we have no option; the key is no
objectors".

'Weather or Ice' show
draws
sell-out crowd
On Sunday the Zurich and Area
figure skating cluh's carnival
"Weather on ice" with emcee Jay
Campbell sure was fantastic. Once
again they put on a great show ( the
arena was full ►. Ml the cos'umes
were so cute and everyone did so well
- especially the little ones! The com-
petitive solos done by Andrea Ilen-
drick, Chrystal Jones, Tracy Jeffrey
and Jennifer Overholt were so
graceful.
Special guest skaters were the "ice
Picks" a novice precision team from
London.
Afterwards flowers were presented
to the club pros. Marcie Sawruk-
Pieprzak (senior) and Debbie Bedard
( junior). The Carnival was a big suc-
cess and thanks to everyone on the ex-
ecutive who worked so.hard! Not on-
ly that day, but throughout the
skating months with the kids.
The winner of the 14" colour T.V.
set was Mike Caldwell from Exeter.

it also was nice to see Jay Camp -
hell on the ice with his skates on for
the Grand Finale.
Great Operetta
The operetta "Jack and the
Beanstalk" that was presented by the
grade 5-8 pupils al St. Boniface School
Wednesday sure was good! Everyone
did a great job. and acted'their parts
out well. The gym Was filled to
capacity and all enjoyed the evening.

The kids (ages 7-11 years old) are
invited to go to the Library on Thurs-

Being it's the March break this
week several people are away on
holidays: lienee Sweeney is spending
her vacation in Kitchener with sister
Carrie and Dan Eybergen and two
nieces Tiffany and Brittany`
The next meeting of St. Boniface
CWL will be held on Tuesday. March
24 at 8 p.m. following the 7:30 mass
for vocations. Special -guest is Diane
Gerstenkorn from Ilensall flower
shop who will demonstrate flower
arrangements. -
The league would also like to thank
all those who helped to quilt last week
and to those at the Maple Woods Apts.
for having it setup there.

their play "Three Bright Girls" that's
being presented on March 2 and April
2 at 7:30 p.m.

A family get-together and supper
was held at the home of Paul and
Margaret Munn on Sunday. in honor
of their daughter Pamela who made
her first Iloly Communion at Mass.
Guess spring will soon be here as 1
saw two nice big robins the other day.

( Marie Gelinas) is back home again
after being away for the past five
weeks. I'm sure her bridge club ladies
will he happy she's back also! On Sun-
day. mother and -dad joined us for

from Kitchener.

Blaine Stephenson has volunteered
to coordinate the baseball program
This summer, and Pat ( Mrs. M rray)
Taylor has volunteered to help him.
They would appreciate hearing from
people who could coach teams or um-
pire games. Stanley Township is ad-
mired by some of the surrounding
townships for their well coordinated
ball program, the result of dedicated
volunteers.
The Recreation Commission also
appreciated all the volunteer help
they had for the Family Fun nigh(.
making it a tremendous success. Pro-
fits from if will be spent on the new
playground equipment. Lowell Mount
reports that a public meeting will lx'
held to let people know what they
have planned.

Elmer Hayter is in Clinton
Hospital. He had surgery on Friday
of last week. We wish him a speedy
recovery.

public meeting in the arena hall on
February 24. Also present represen-
ting iluron county were Usborne
Reeve Gerry Prout, Stephen Reeve
Tom Tomes and county planner Scott
Tousaw. Councillor ilerb Turkheim
was absent because of illness.
Fisher declared a conflict of in-
terest and turned the chair over to
McKinnon when the rezoning of
Fisher's Abattoir from developmen-
tal to industrial was discussed. The
change was approved at a council ses-
sion after the meeting.

Officially. spring is just a few days
away, although maybe the
temperature does not indicate it and
we never know just what St. Patrick's
day might spring on us.
The movies shown on Monday even-
ing were "Tightrope to Terror". a
spell binding story of a rescue from
a cable car.
Residents spent this week busy at -
the variousactivities provided for
them. Euchre is very high on the
priority list also shuffle board and
pool. The hobby shop is extremely
busy making items for the Easter.

Cookie baking on Wednesday after-
noon is enjoyed by a number of our
ladies who miss their own kitchens,
and of course the singing session on
Thursday mornings is largely
attended. •
Irvin Eckstein is hopefully making
a good recovery in St. Joseph's
Hospital. London.

ship service.
Golden Agers meet
Zurich Golden Agers met Monday
afternoon at the Zurich Town Hall
which was decorated in a St. Patrick
Day theme. There were 21 'in atten-
dance. President Ed Strachan open-
ed the meeting. Verda Baechler,
secretary and Barbara Strachan,
treasurer. gave their reports.
Tuesday, April 7 at 9::30 a.m. will be
the Zone 8 Rally at the Dashwood
Community centre.
Happy birthday was sung for Gen
Doyle and Beryl Hogg. Door prize
winner of a shamrock plant was.won
by Frieda Moore.
The March group. Verda Baeckler,

Fleischauer were in charge of the pro-
gram. Verda gave a reading ( What
is a Farmer's Wife? ) Gertie gave two -
readings onSt. Patrick's Day and also
conducted a Shamrock quiz. Several
St. Patrick songs were sung, which
was followed by a S4 -Patrick's lunch.
Games of crokinole and euchre
were enjoyed by all.
