Haberer drain to be included in clean-out Council working on eligibility for PRIDE Sharon Sawchuk, a community planner with. the ministry of municipal affairs, attended the January session of Zurich council to outline some of the necessary rules and regulations governing eligibility for PRIDE (Program for Renewal Improvement Development Economic Revitalization) grants. Although too late for this year's deadline for application, Sawchuk told .councillors present policies should lead to a successful application in 1988. One of the requirements for eligibility is a community improve- ment program, and Sawchuck said the community planning -policy drafted for the village by Huron Coun- ly pplai ner Scott Tousaw was -well- done. . Reeve Bob Fisher assured Sawchuck that council is working on another requirement, a property stan- dards bylaw. Sawchuk said PRIDE grants are available for improvement of residen- tial, industrial and commercial areas that will benefit a community. Includ- ed are sewers, parks and sidewalks. She explained the PRIDE would help pay for a sewer line but not for Birthday_parties A lovely open house was held for Mary Gerber at the Rest Home on Sunday in honour of her 90th birthday. BIRTHDAY LADY A reception was held at the Blue Water Rest Home on Sunday to celebrate the 90th birthday of resident Mary Gerber. water source, would help fund repair of,a leaky roof but not pay for building maintenance. Property must be own- ed by the municipality; private buildings as well as fire halls and municipal offices are excluded, but recreational facilities such as. com- munity centres are eligible. A municipality must have the linen - cal ability to pay their 50 percent share of a project, and public input must be obtained after ministerial ap- proval is given. Fisher said council is thinking ahead to applying for a PRIDE pro- ject, perhaps upgrading of sidewalks, in 1988. In other business, a decision was made to include the Haberer drain when the Zurich drain is repaired, as requested by a number of property owners. Councillor Ray McKinnon said he had no objections, although "this will cost me a lot". He said a whole section of property whose run- off comes into the Haberer drain had "never paid five cents... and should pay their fair share". Huron -Middlesex Engineering will be instructed to prepare an engineer's report on the Haberer drain. A request for Sunday openings had been received from Doug Masse for the .'I'enderspot. Fisher said the village could apply for a tourist area designation through the retail business holiday act, but he had con__: (acted proprietors of other business in Zurich, and no one else wanted Sun- day openings. A reply will be sent to People for a Sunday Association of Canada saying Zurich.wants responsibility for ad- ministration of the retail, business holiday act to remain with the provin- cial government rather than passed on to the municipalities. - McKinnon was concerned that so- meone wanted to install an automatic skate sharpener in the arena, with a percentage of the profits going. back to the arena. He said that after the arena had passed up a similar oppor- tunity previously, George Haggitt had invested money in skate -sharpening equipment. He did. not think the com- munity centre should be competing with private enterprise. A total of $501.10 in taxes that have been cancelled, reduced orrefunded- was written off. Clerk Richard Beachey was asked to prepare a list of charges for items such as the clerk's services in prepar- ing tax certificates and work orders, and rental of municipal equipment. The amounts will be decided at the next council meeting. Beachey was also fold to get further details after a rep) entative from the cable TV company asked to install a terminal in either the clerk's office or the PUC so someone could pro- gram the information broadcast on the community channel. The clerk was instructed to write a letter of thanks to Al Scott in ap- preciation for his many years of valued service on the Zurich recrea- tion, parks and community centre board. Fisher informed council that the dye test confirmed only one illegal hook-up to the village sewer system. He said "a lot of people have respond- ed and put their eavestrough outlets above ground". Fisher added that the municipality's insurance company had not yet been contacted regarding claims for damages when the sewers backed up last year. The committee of adjustment will be composed of all members of coun- cil. ft is appointed annually.
