Lawyers advise county
librarian has resigned
After five months of ongoing
private negotiations between lawyers
for County Chief librarian William `
Partridge and Huron County, the
Huron County Library Board will ac-
cept. the resignation of the chief'
librarian, effective June 30.
Dan Murphy, the county's solicitor,
made the announcement in the after-
noon session of the county council
meeting on January 8, after some
confusion as to the status of Par
tridge's resignation arose in the mor
ning session of council.
Two cases
-on docket
Only two cases were heard by
Justice of the Peace Douglas Wedlake
when he presided for the first Exeter
court sitting - of the new year,
Tuesday. -
Charleen Foley, RR 1 Hensall,
pleaded guilty to a charge of driving
a motor vehicle with no insurance and
was fined $500. The charge was laid
after she was stopped for a Highway
Traffic Act infraction on December 19
on Highway 83.
She was given 90 days in which to.
pay the penalty..
In the other case, Viktor Nikolaen,
. 18 Hume St., London, was fined $110
for driving at a speed of 135 in an 80
km. zone on December 21 on Highway
4.
The accused apologized to the court
for speeding and Mr. Wedlake fined
him $2 a km. rather than the
customary $2.50 for each km. over the
speed limit that had been recorded.

her 96th birthday on January 19.
"As for the Partridge situation, the
matter is solved." Murphy told
council.
At a meeting of the Huron County
Library Board on December 4, Mur-
phy
made a number of recommenda-
tions to the board as to (he settlement
with Mr. Partridge.
The recommendations included the
resignation of Partridge be accepted
effective June 30, 1987 and it will con-
tinue to pay Partridge's "salaryfor a
three month period. Partridge will
also receive a letter of reference from
the board•and if he obtains employ-
ment before June 30, he will be free
to accept the employment and his
salary will cease, except for the-three—
months salary after the resignation
date.
In corresponsdence between Mur-
phy and Scott Ritchie, the solicitor for
Partridge, on December 10, Ritchie
said Partridge had accepted the
recommendations and a letter of
resignation would be in the mall.
However, at the January council
meeting, Bayfield - Reeve Dave
Johnston questions council's accep-
tance of the recommendation of
December 4, as there was no formal
resignation tendered by Partridge as
yet.
"We can't accept the resignation if
it has not been tendered," said
Johnston.
Tuckersmith Reeve Robert Bell
asked Partridge if there was a letter
of resignation or not, to which Par-
tridge replied: "There has been no
letter of resignation."
Partridge declined further
comment.
Murphy said, in a telephone conver-
sation with Ritchie prior to the after-
noon session of council, he confirm-
ed that there was a letter of resigna-
tion and that Ritchie and Partridge
had accepted the county's
recommendations.
"I can't explain why he (Partridge)
made that statement", said Murphy.
The situation leading to Partridge's
resignation arose after he threatened
to resign after two Tetters signed by
Huron County Library Ileadquarter's
staff citing mismanagement at the
headquarters by Partridge were
presented to then -chairman of the
Library Board. Tom Cunningham.
Partridge was employed as the
chief librarian for Huron County for
the past. 14 years.
New roPad
head named
--Dennis -Merrall, -of— L-ondon, -an
engineer with Middlesex County for
the past 10 years. was hired. as the,,
new county engineer for Huron Coun-
ty at the meeting on January 8.
Mr. Merrall, 38, who served as the
deputy engineer in Middlesex Coun-
ty, will officially start his duties with
the county on January 22 for a proba-
tionary period of one year at a star-
ting salary of $52,000 per year.
"It will be my pleasure and honour
to. serve -as - the county _engineer.

Work of F of A outlined
Brenda McIntosh and Jim Papple
of the Federation of Agriculture of
Huron County attended the
Tuvkersmith Township council
meeting Tuesday to discuss the work
of the Federation during 1986. They
requested that eouncil consider a
grant again this year.
They spoke of some of the problems
facing agriculture. Mrs. McIntosh
said a crop insurance committee had
been formed and a meeting will he
held at Central Huron Secondary
School in Clinton seeking suggestions
to improve crop insurance:' She said
there would be a meeting in March
with the local members of parliament
invited to speak and answer
questions.
Mrs. McIntosh spoke of .the
agriculture education committee that
met with Huron County elementary'
teachers at a teachers professional
doveiopinent day in Exeter in the fall
in the expectation that this
agriculture information will be pass-
ed on to their students.
Brucefield Fire _Chief, Stewart
Broadfoot, resigned his position after
serving 21 years. He joined the
brigade prior to this.
Bob Caldwell of Brucefield has been
named the new fire chief while
Charles Broadfoot ' of Varna,
Stewart's son, is the new deputy fire
chief.
Barbara Hodgins has been ap-
pointed to the Day Care Centre board
at Vanastra, replacing - Bonnie
Pollack, who has resigned.
Council passed a borrowing by-law
for $1 million, to borrow money if
needed to carry on the township's
business until taxes are paid.

prepared advising ratepayers of their.
responsibility and liability concerning
the construction of substantial sup-
ports to carry their mailboxes on the
public road allowances.
Appointed to the Committee of Ad-

Steve Rathwell of Vanastra and 'Jim
Papple of RR 4 Seaforth, while Allan
Carter of RR 4 Clinton, has been ap-
pointed as the township ratepayer
representing it on the Seaforth and
Area Community Centres Board.
The township received a cheque for
$996. from the Ministry of Energy as
a financial contribution to the cost of
the solar blanket at the Vanastra
Recreation Centre.
.Council voted to support the exten-
sion of the draft approval on the Doig
Subdivision in Egmondville.

the position had been offered to
another candidate who subsequently
refused the position. It was then of-
fered to Merall, who was reluctant to
move to the arca unless a starting
salary of $52.000 was made available.
He also requested that a day be set
aside to review the policy and opera-
tion of the roads department with the
former engineer.
The newly -hired engineer takes
over from former county engineer
R.A. (Bob) Dempsey who resigned
from the position to accept a position
in Woodstock late last year.
Merrall expects to move to the area
after the school year from London
where he lives with his wife and two
teenage daughters..
