. GULL DAMAGE
The committee surveying the crop
damage by ring -billed gulls in Ontario
recently has summarized their 1986
findings. This survey was conducted
with the co-operation of the Ontario
Federation of Agriculture and the On-
tario Fruit and Vegetable Growers'
Association.
in total 32 questionnaires were
returned concerning gull damage.
Replies were received from 24 dif-
ferent counties ranging from Essex in
(he south west to Russell in the east.
One reply was received from the Sud-
bury area. Of the field crops affected
corn and hay seemed to be of most
concern.
In total, 21 replies indicated a con-
cern over gulls and earthworm loss.
Only eight farmers indicated that
they had tried any control measures.
Many of the replies indicated that
,thR,gulis weremore of a nuisance fac-
tor than a particular crop Loss con-
cern. This was very similar to the
comments that were made in the 1985
survey.
The survey generally indicated that
the 1986 season was again one with a
minimal dollar loss estimate by gull
damage to our crops. .
It was generally agreed that the
'gull -activity' in 1986 was even less
than the 1985 season.

EXPLANATORY NOTE
The purpose of the hearing is to hear objections to Amendment
No. 1 to the Township of Hibbert Official Plan, which was
adopted by Council by By-law No. 8-1986 on January 29, 1986;
By-law NO. 9-1986, which was adopted by Council on January
29, 1986; and By-law No. 23-1986, which was adopted by Coun-
cil on June 2, 1986. -
Amendment No. 1 to the Township of Hibbert Official Plan af-
fects property in the Township described as Part of Lot 22, Con-
cession 12 and owned by Ross and Loretta Riley. The subject
land would be redesignated from "Agriculture" to "Extractive
Resources".
By -low No. 9-1986 also affects property in the Township describ-
ed as Part of Lot 22, Concession 12 and owned by Ross and Loret-
ta Riley., By-law No. 9-1986 changes the zoning of the subject
property from "Rural A2 Zone" to "Extractive Industrial M2
Zone".
Both Amendment No. 1 to the Official Plan and By-law No.
9-1986 were adopted by Council in order to permit the establish-
ment of. an aggregate extractive operation on Part of Lot 22,
Concession 12.
By -low NO. 23-1986 is a new Comprehensive Zoning By-law for
the Township of ,Hibbert and affects all property within the
Township.
Peter Klover and Ronald E. Stoneman have objected to Amend-
ment No. 1 to the Township's Official Plan and By-law No.
9:1986.
John Jenkins hos objected to By-law No. 23.1986 as if affects
properties in the Township described as Lots 35 and 36 and Port
of Park Lot 1, Registered Plan No. 312 (Staffs) and owned by
John Jenkins, Barbara Sharpe and Jack Sharpe. The subject pro-
perties are zoned "Agricultural Zone Two (A2)" and•"Flood Plan
and Hazard Zone (FP)" in By-law No. 23.1986. Mr. Jenkins has
requested a "Residential Zone One (R1)" classification for the
subject properties. -
