HomeMy WebLinkAboutTimes-Advocate, 1986-12-31, Page 19Riddell gets support for saving farm land Extensive public consultation shows there is high level of support for both right -to -farm legislation and a policy to preserve prime agricultural land, says Agriculture and Food Minister Jack Riddell. Riddell said farm organizations have been advising him of their sup- port for legislation as recommended by the Right to Farm Advisory Com- mittee report, which was released in August. "A number of municipalities have also informed me of their support for right -to -farm legislation, but some have expressed concern with the com- mittee's recommendation for a farm practive protection permit system," Riddell said. The committee's recommended permit system would allow some types of farm -related severances pro- vided established criteria are met. Obtaining a permit would be a prere- quisite to making application for a severance through the appropriate local municipal authority. The ministry is evaluating the per- mit approach and exploring other possible alternatives. The ministry in- vites suggestions from municipalities and other interested organizations. Comments should be forwarded, by the end of February, 1987, to Foodland Preservation Branch, Ontario Ministry of Agriculture and Food, Queen's Park, Toronto, M7A 2B2. More than 480 submissions were received from farm organizations, municipalities, professional organiza- tions, public interest groups and in- dividuals in response to the proposed policy statement, which was releas- ed for public comment earlier this year by Riddell and Municipal Affairs Minister Bernard Grandmaitre. All public comments will be taken into account in considering revisions to the policy statement. Comments on the proposed policy statement reflected a diversity of opi- nions on the issue of farm -related severances, Riddell said. Riddell said the Foodland Preser- vation policy and right to farm go hand-in-hand. "It is my position that the most ef= fective means of ensuring that our farmers have 'the right to farm' is through a strong policy for . agricultural land use planning," Rid- dell said. If we continue to allow thousands of severances in agricultural areas each year, we must recognize the future long-term viability and flexibility of Ontario's farm operations will be compromised, he said. "My position is that if we are going to allow some farm -related severances in the future under our Foodland Preservation Policy State- ment, we must have an effective system, such as the permit approach - or other alternatives - to administer IWEEN' SEAFORTH Tues. - Sat. Riddell said he intends to introduce right -to -farm legislation as soon as there has been an opportunity to assess the permit approach and other alternatives for severances. "I hope that right -to -farm legisla- tion can be passed, the policy state- ment finalized and both of these in- itiatives ir<nplemented simultaneous- ly in 1987."
