in the battle
Exeter has joined the growing list
of municipalities endorsing a resolu-
tion calling on the provincial govern-
ment to set a ceiling on liability
awards.
The Township of Oxford -Rideau has
circulated the resolution which calls
on the minister of municipal affairs
to enact legislation to limit the

Foster mother tells
about raising kids.

Roberta "Bert" Kloss spoke on her
work with young people, mostly
teenagers, in her home near
Brucefield at the October meeting of
Varna United Church Women. She
and her husband Dick have seven
youngsters and their daughter, Dana,
living with them at present in their
renovated schoolhouse. It is now a
specialized group home.
This is Family and Children's Ser-
vices 75th anniversary: At present
there are 50 foster homes in the coun-
ty, not enough for the increasing
number of children needing care. A
social worker visits them monthly.
Discipline consists of seeing that bad
behaviour does not achieve its goal;
foster parents are not allowed to slap
a child.
The rules are carefully explained to
new residents, and after one week's
grace they are penalized 50e of their
allowance for undone chores,. etc.
Each child has a bank account and
can save for things he wants. The
Kloss's have supportive neighbours
who employ the girls for baby sitting
and the boys for farm work. There is
lots of yard space for a rink and
games, and Dick teaches them swim-
ming and canoeing. They camp at
canoe meets and go to Florida on
March break, each child eng his
own way,
Bert compared caring for children
with raising a garden -- good food
(fertilizer), protection from harmful
situations (weeds), caring parents.
They need predictability, need to
know what will happen for misde-
meanors, and need to experience suc-
cessend rewards. Physical exercise
such as five mile walks helps to burn
off anger and excess weight. Walking
with them appears to keep Bert in
wonderful shape, too.
Five of the seven children they care
for will probably be with them until
• they finish their education. She feels
having these children has made her
own children more caring. Even
though they say "You have to be
crazy to do this," they may eventually
do the same thing.
Parents who are having difficulty
with their children should ask for help
early, before problems are severe.
Suspected abuse of children should be
reported to -Family and Children's
Services. Names of those who report
are kept confidential. if the family
refuses help, not much can be done.
The Bill of Children's Rights causes a
lot of difficulty, because children can
$1,000,000 and to set premiums to a
level affordable to municipalities. and
other non-profit organizations within
the province.
It was explained that liability in-
surance rates have risen so high as to
become a burden to municipalities
and other agencies to the extent that
programs are being discontinued,
detrimentally affecting the quality of
life within municipalities.
There was no indications in the
resolution how the government should'
move to set premiums charged by in-
surance firms at affordable levels.

The discussion about her ex-
periences continued through the lunch
hour. Mona, assisted by Helen Taylor
and Deb, ted the members in a
Thanksgiving worship.
Mary. Chessell conducted the
business. Reports were heard from
the secretary Helen Taylor and
treasurer Margaret Hayter, also
reports on the executive' meeting in
Atwood and the rally at Winthrop. An
invitation was accepted toattend the
Thank -offering meeting at St. An-
drews in Bayfield on October 8. A
World Outreach workshop is being
held in Brucefield church on October
29 for everyone, especially leaders of
Sunday School, mid-weiek and adult
groups.
Good warm clothing you no longer
need can be left in the church base-
ment until the end of this month. It
will be taken to Friendship House in
Goderich, some may go to London

comes to tax arrears.
The executive committee nnounc-
ed this week that a review o the local
arrears had been undertake s� recent-
ly and it showed that only $�p,561.91
was outstanding at the end of August.
The committee retort used three
excalmation marks to note that was
an all time low.
At the same time, the coipmittee's
recommendation to tap the provincial
treasury was approved by council.
A bylaw will be prepared topetition
the government to introduceiegisla-
tion to provide for a "grant -in -lieu"
of taxes to municipalities in respect
to group homes that are exem t from
taxation under the Assessment Act.
Homes owned and operated by a
charitable institution are exempt
from municipal taxes.
Exeter has four such homes.
PROGRAM UNDERWAY
The peer counselling has started at
the local high school again for another
year. j
South Huron students from grades
11, 12 and 13 who are doing very well
in certain subjects are nominated by
their teachers to be tutors. They are
then matched up with the students
who have requested a tutor.
The guidance counsellors at the
school try to match up the students by
looking at the subjects that the tutor
is strongest in and in what the student
needs to be tutored. They also try to
look at their personalities so that they
can match up two people with com-
mon traits.
Guidance Counsellor Deb Figtnuth
said that they have 21 tutors available
and ten have already been matched
up.
