2. The water works rote shall be annual charge and shall be Imposed
for a period of three years commegcing in the year in which the
water works to service the property are put into service.
3. The water works rote shall be an annual metre frontage rate on
each lot of $383.00 per metre divided by the frontage of the lot;
or at the option of the person liable therefore, the water works rate
may be commuted os a fiat charge of $900.00 per lot and shall be
due and payable in the calendar year in which the first annual pay-
ment would otherwise be due.
4. In the case of corner lots at the junction or intersection of streets
or highways, or in the case of triangular or irregularly shaped lots,
there shall be a frontage charge imposed on o fair and equitable
basis so that eoch lot will not be effectively charged for more than
one annual metre frontage rote nor less than one annual metre fron-
tage rote as contemplated in paragraph 3 herein.
5. Where a lot, other than a corner lot, has two limits that obut on
streets described in paragraph 1 herein and the size and nature of
the lot is such that any or all of the works in such streets ore not
required, a reduction in respect of the works that ore not required
so long as they are not required, may also be made in the metres
on which the rate is charged, sufficient to adjust its annual metre
frontage rote, on a fair and equitable basis so that one annual metre
frontage rote, as contemplated in paragraph 3 herein, is imposed
on each frontage on a street in which any of the works are required
and there shall be no charge imposed with respect to the frontage
on a street in which none of the works are required provided that
the number of streets in which the works are required shall not be
reduced to less than one for any lot.
6. The reductions shall be made by deducting from the total frontage
of the lot liable to the annual metre frontage rate so much thereof
as is sufficient to make the proper reduction, but the whole of the
lot shall be charged with the annual metre frontage rate as so
reduced.
7. In the event any lot which abuts on the streets or portion of the
streets set out in paragraph 1 hereof is subdivided, either by
Registered Plan of Subdivion or reverence, a further water works
rate of $900.00 per metre divided by the frontage of the additional
lot or lots for each lot so subdivided is imposed payable either on
or before registration of the Plan of Subdivision or on or before any
consent becomes final and binding.
8. In the event any property owner wishes to have the water system
extended so as to service his land, the following shall apply:
(a) The extension of the water system shall first be approved by
Council provided that Council shall, in its sole discretion, first
determine whether there is sufficient capacity to service the pro-
posed extension.
(b) All engineering drawings relating to the extension must first be
approved by the Municipality's Engineer and inspected by the
Municipality's Engineer from time to time.
(c) The property owner shall execute an Agreement with Municipality
agreeing that any engineering fees incurred by the Municipality
as a result of the proposed extension shall be paid by the pro-
perty owner.
(d) Said Agreement shall also require the property owner to pay
the total capital cost of the extension together with a One Hun-
dre Dollar ($100.00) connection charge per lot, said connection
ch rge being payable prior to the commencement of any work.

TOWN OF FOREST - EXPLANATORY NOTES
It is intended that By-law 26 of 1986 replace By-law 15 of 1985 which
has been previously submitted to the joint Board. The following changes
have been made in By-law 26 of 1986 which should be compared with
By-law 15 of 1985: -
a) paragraph 4 has been changed to make provision for corner lots
or triangular or irregularly shaped lots so as to provide for a
specific standard in order that such tots shall be charged not more
than one annual metre frontage rate.
b) there has been a deletion of the provision for the reduction in
the annual metre frontage rate for any lot which is wholly or in
part unfit for building purposes.
c) provision is now made, in paragraph 5, for lots which do not re-
quire the works because of their size and nature or which hove
two limits that abut streets affected by the By-law so as to pro-
vide for a specific standard in order that such Tots shall be charg-
ed one annual metre frontage rate on each frontage on a street
in which the works are required provided that the number of
streets in which the works are required shall not be reduced to
less than one for any lot.
d) a charge of 5900.00 per lot created by a plan of subdivision or
severance hos been inserted in paragraph 7.
e) a charge of 5100.00 as a connection charge per lot, in addition
to all other charges as set forth in the By-law hos been inserted
in paragraph 8(d) where the works are extended to a lot at the
request of a property owner.

BY-LAW NUMBER 22 OF 1986
BY-LAW TO ESTABLISH A WATER WORKS RATE STRUCTURE WITHIN
THE MEANING OF SECTION 218 OF THE MUNICIPAL ACT. R.S.O.
1980, CHAPTER 302,
• AS AMENDED
WHEREAS the Corporation of the Township of Plympton (the
"Municipality") hos entered into or proposes to enter into an agree-
ment with her Majesty the Queen in right of Ontario as represented
by the Minister of Environment for the supplying of water to the
Municipality.
AND WHEREAS it is deemed desirable by the Municipality to pay
for a portion of the capital cost of the water works by imposing a metre
frontage rate as a water works rate upon the owners or occupants
of the land who will or may"receive a benefit from the water works.
NOW THEREFORE THE COUNCIL OF THE MUNICIPALITY ENACTS AS
FOLLOWS:
1. A metre frontage rote is hereby imposed as a water works rate
upon the owners or occupants of the lands which front or abut on
the streets or parts of streets described in Schedule "A" hereto, or
who connect to the watermains constructed thereon.
2. The water works rote shall be annual charge and shall be imposed
for a period of three years commencing in the year in which the
water works to service the property ore put into service.
3. The water works rate shall be an onnuol metre frontage rate on
each lot of 5767.81 per metre divided by the frontage of the lot;
or et the option of the perons liable therefore, the water works rate
may be commuted as o flat charge of 51 .800.00 per lot and shall
be due and payable in the colendar year in which the first annual
payment would otherwise be due.
4. In the case of corner Tots at the junciton or intersection of streets
or highways, or in the case of triangular or irregularly shaped lots,
there shall be a frontage charge imposed on a fair and equitable
basis so that each lot will not be effectively charged for more than
one onnuol metre frontage rote nor less than one annual metre fron-
tage rote as contemplated in paragraph 3 herein.

lot shall be charged with the annual metre frontage rote as so
reduced.
7. In the event any lot which abuts on the streets or portion of the
streets set out in paragraph 1 hereof is subdivided. either by
Registered Plan of Sebdivision or severance. o further water works
rote of 51 .800.00 per metre divided by the frontage of the odditonal
lot or lots fbr each lot so subdivided is imposed payable either or(
or before registration of the Plan of Subdivision or on or before any
consent becomes final and binding.
8. In the event any property owner wishes to have the water system
extended so as to service his lands, the following shall apply:
(a) The extension of the water system shall first be approved by
Council provided that Council shall, in its sole discretion, first
determine whether there is sufficient capacity to service the pro-
posed extenstibn.
(b) All engineering drawings relating to the extension must first be
approved by the Municipality's Engineer and inspected by the
Municipality's Engineer from time to time.
(c) The property owner shall execute on Agreement with Municipality
agreeing that any engineering fees incurred by the Municipality
as a result of the proposed extenstlon shall be paid by the pro-
perty owner.
(d) Said Agreement shall also require the property owner to pay

may be commuted as a flat charge of $360.00 per lot and shall be
due and payable in the calendar year in which the first annual pay-
ment would otherwise be due.
4. In the case of corner lots at the junction or intersection of streets
or highways, or in the case of triangular or irregularly shaped lots,
there shall be a frontage charge imposed on a fair and equitable
basis so that each lot will not be effectively charged for more than
one annual metre frontage rate nor less than one annual metre fron•
tage rate as contemplated in paragraph 3 herein.
