New rentals
for Clinton
Ontario's Ministry of Housing and
the Town of Clinton have signed an
agreement to clear the way for the
upgrading of 10 older rental apart,
ments in the municipality.
Agriculture Minister Jack Riddell,
MPP for Huron -Middlesex, speaking
oil behalf of Housing Minister Alvin
Curling, said he was pleased that Clin-
ton had decided to take part in the
provincial Low -Rise Rehabilitation
Program.
"Clinton share' our concern that
moderate -cost rental housing must be
preserved," said Mr. Riddell.
Under the progran which is ad-
ministered locally by municipalities,
a total of 17,000 units throughout the
province will be brought up to
municipal property maintenance and
occupancy standards bylaws over the
next four years.
Part of the Assured Housing for On-
tario strategy, the Low -Rise
Rehabilitation Program involves a
forgivable loan of two-thirds of the
cost of rehabilitating each unit, up to
a maximum of 55,000 per unit.
Under this program, rehabilitation
projects in Clinton are now eligible for
up to $50,000 in assistance.
The program's aims include im-
proving the physical condition of low-
rise rental housing while retaining its
market suitability for low and
moderate -income tenants. It will also
prevent buildings from deteriorating
to the point at which they may require
demolition.
To qualify for the program,
landlords are required to minimize
disruption to tenants during
rehabilitation work.
More than 30 percent of rental hous-
ing in Ontario is in low-rise apartment
buildings, duplexes and triplexes.
More than 50.percent of the units are
at least 25 years old and many are in
need of upgrading of essential ser-
vices such as plumbing, wiring and
heating.
The agreement Clinton has signed
with the ministry will allow it to ad-
minister the program and deal direct-
ly with landlords. The town has pro-
perty maintenance and occupancy
standards in place and has had ex-
perience in housing rehabilitation
programs.
In order to qualify for assistance,
buildings must be loss than five
storeys, contain two or more rental
apartments, and have been built
before 1960.
