The disagreement revolves around a system introduced_ September under which the Wail Pays standard rates 'to rent ONO buildings from muhcipalities. The rates - *3.50 a ire foot for large buildings and *3 ff0ie`'smaller Ones - replace a myriad dtvldual dm struck with the *jibat bothers the village and tdw:s hip is that the deal doesn't allow Oath to 'negotiate the rental 'rates, Which will rise or fall with the annual 116tary board budget. • Although the budget isn't likely to iluillk, it's'theoretically passible the ' ibUdicipaliti` s could get less rent than it Colts them to maintain the -"We're happy with the $3.50, but le being dictatorial about it," said. Shipway said the money isn't the rel stumbling block: "It's the prin- ciple of the thing." also complained the contract gleno the board the right to dictate when such things as cleaning and maintbnance will be done. "We say we'll clean the building once a week, but they can order us to do it every day. Then he asked if it's true the board gave one municipality (Parkhill) *600 above and beyond the rental deal. Board member John Groenewegen, deputy reeve of Caradoc I'Ownseip and county finance committee cbatr- man, said the board agreed last sum- mer to help fix the branch's roof. "That was before the new deal and has nothing to do with this one." Groenewegen also said while Ailsa Craig and West Nissouri are the only holdouts among the 19 county municipalities that own branch buildings, agreement is expected soon with the three that don't. Lucan's branch is owned by the local Masonic Lodge, London Township's by the Merton Legion and East William's by the Beechwood Women's Institute in the Nairn area. by a Lucan-ted protest, the llbreiry boardenUy agreed to can- ting). deaWeg dW with building owners instead of requiring the Municipalities to take over leasing arrangements. Wm, however, could still be up in the air. While the branch qualifies for the $3.50 rate, it costs the Masons about $3.75 to operate the building-. Reeve Norm Steeper said the lodge has approached council to pick up the 2S cents difference, which amounts to about 1190. "However", Steeper said, "the deal duan the whims of the council Of " DIST ADVERTISING The Exeter Times Advocate topped its class for best cidvetfising In the recent Ontario Community Newspapers Assotiation better. newspapers competition Mt in ising manager .Tim Becket, Fight, accepts the award from OCNA dir!rttor Terry McCon- nell at the weekend conventl to. ft err► memt rs at- tending the convention were la 8 i d , D • Ind, Ross Haugh and Har D.Vrtes, acc PANCAKE FLIPPERS -- Teacher Fred.
