Jean Amelia (Murray) Stewart, of
Egmondville, in her 52nd year. Beloved
wife of Whorell M. "Red" Stewart and the
late Pete Cantimer (1965). Dear mother of
Peter Cantimer and Vanessa Vhynal both
of London, Katheryn (Mrs. Beverly
Bailey) and Murray Vhynal both of
Elmwood, and Vincent Vhynal of Egmond-
ville. Dear sister of Mrs. UNine Lee of Bar-
rie, Madeline (Mrs. Arthur Prestwich) of
Cambridge, Mrs. Winnifred Hough of

Huron County's executive commit-
tee's recommendation to change the
library board to a committee is
meeting with some opposition.
The executive committee will be
presenting a recommendation at the
February 6 meeting of Huron County
Council that will see the "dissolving"
of the library board effective January
1, 1987. The board will become a com-
mittee of council on that 'date and the
assets and liabilities of the county
library system will become a part of
the county.
Library board chairman Tom Cun-
ningham, reeve of Hullet Township,
said the change is being made
because of "accountability".
"It's frustrating to me, in reality,
that the library board can do
something in my municipality and I
have no say," said Cunningham.
However, at least two members of
the library board, not members of
county council but appointed from the
general population of the county,
disagree.
"I cannot see any lack of accoun-
tability to county council what with
over 50 per cent of the population as
library users, council has always had
good co-operation from the library
board and by its very composition, it
has always listened to the wishes of
county council," said Janis Bisback
of Ifensall.
The library board is made up of
seven people, four of them county
councillors and three appointed at
large. The three appointees are, Ms.
Bisback, Martina Shneiker of
Goderich and R.J. Ritter of
Wingham. Besides Reeve Cunn-
ingham, the other council members
are Hensall Reeve Jim Armstrong,
Howick Township Reeve Gerald
D'Arcy and Warden Armstrong.
Ritter, too, has been quoted as say-
ing the move by county council is a
backward one. Unable to contact by
press time, Mr. Ritter has gone on the
record saying the move is
unnecessary.
Mr. Ritter said that during his four
years on the board, he has not sens-
ed any split between the board and
council, or between the councillors
and appointed members of the board.
He said he would be surprised if the
ministry of citizenship and culture
went along with the, proposal.
Libraries fall under the jurisdiction of
that provincial ministry.
Mr. Ritter agreed with Ms. Bisback
on the fact that by virtual numbers of
county councillors on the library
board, county council has the final
say.
Only Ms. Schneiker has different
feelings.
"We had discussed it at the last
library board meeting. It's no sur-
prise," said Ms. Schneiiter adding she
is not opposed to the change.
She also critized newspaper reports
which made the move sound like the
libraries were being disbanded. The
Goderich woman said she has had
several telephone calls about the
matter.
Reeve Cunningham said that up un-
til two years ago, the board acted like
a committee and made recommenda-
tions for action to county council.
Then, it was brought to the board's at-
tention by columnist Elsa Haydon of
Goderich that a board is able to act
autonomously from county council.
Since that time the library board,
as does the Huron board of health,
continues to present monthly reports
to county council bit for information
only. County council has no veto
power.
"My advice to library users is to
contact their reeves and speak to
them about this issue," said Ms.
Bisback.
Those in favour of the board becom-
ing a committee also point to the
amount of money the county puts in-
to the library budget. Although
numerous percentages are being
quoted, according to the county's 1985
budget document, the library had a
budget of $796,519 with the county's
share being $598,217 or 75.1 per cent.
The rest of the cost is picked up in pro-
vincial grants.
Warden Armstrong can't see any
difference in the operating system be
it board or committee. The only dif-
ference, she says, is that county coun-
cillors will have direct input into the
library's activities.
The warden also said that the three
appointed members don't have to
worry about their positions on the
library committee. Reeve Cunn-
ingham said the same thing.
"We want those people. They will
continue, they have some expertise to
give. We county councillors aren't as
knowledgeable as we should be and
that is why we see their value," he
'said.
