NOTICE OF HEARING
PROPOSED WATER WORKS PROJECT FOR THE
EAST LAMBTON AREA WATER SUPPLY SYSTEM
IN THE MATTER OF Sections 2 & 3 of The
Consolidated Hearings Act (S.O. 1981, c.20)

IN THE MATTER OF Section 43 of The Ontario
Water Resources Act (R.S.O. 1980, c361, as amended),

TAKE NOTICE that the Councils of the following Corporations acting
jointly:
Township of Sarnia
Town of Forest
Village of Watford
Village of Wyoming
Township of Plympton
Township of Bosanquet, and the
Township of Warwick
have made application under Sections 2 & 3 of the Consolidated Hear-
ings Act for approval of the planning design and construction of water -
mains on certain municipal road allowances within such municipalities
which comprise the East Lambton Area Water Supply System at a total
cost of $23,650,500.00 involving the consideraton of certain by-laws
authorizing the construction of wotermains, the imposition of water
works rates and connection charges, and the entering into of
agreements to provide for the development and operation of an area
water. scheme by The Ministry of the Environment.

(d) The reductions shall be made by deducting from the total frontage
of the lot liable to the annual metre frontage rote so much thereof
as is sufficient tc make the proper reduction, but the whole of the
lot shall be charged with the annual metre frontage charge as so
reduced.
(e) in the event any lot which abuts on the streets or portion of the streets
on which works are constructed is subdivided, either by Registered
Plan of subdivision or severance, a further amount which does not
exceed the maximum rote per lot or unit as may be applicable for
the respective municipalities, for each additional lot or lots for each
lot subdivided, said amount being payable either on or before
registration of the Plan of Subdivision or on or before any consent
becomes final and binding.
* A unit shall be considered to be any separately assessed or owned
parcel of land, either vacant or containing one residential dwelling,
commerciol or industrial or institutional building. A parcel containing
two dwellings or o dwelling and a commercial, industrial or institu-
tional building shall be considered two units.
**The unit charge, connection charge and mill rate on the assessed value
of certain lands shall be ossessed on the lands in Water Area No. 1
as shown within the heavy black lines on the mop hereunder:

The following exemptions will be granted pursuant to Section 218 (14)(b)
of the Municipal Act by the Townships of Plympton, Bosanquet, War-
wick and Town of Forest.
(a) A reduction in the case, of corner lots at the junction or intersection
of streets of 100% (or metres) of the flankage and a reduction or
increase in the case of triangular or irregularly-shaped lots may be
made in the metres on which the rate is charged, sufficient, having
regard to the situation, value and superficial area of such lots as
compared with other Tots, to adjust its frontage charge on a fair
and equitable basis.
(b) Where a lot is for any reason wholly or in part unfit for building pur-
poses, a reduction may also be made in the metres on which the
rate is charged sufficient to adjust its frontage charge as com:tvred
with that of lots fit for building purposes on a fair and equitable
basis.
(c) Where a lot, other than a corner lot, hos two limits that abut on streets
described in paragraph 1 hereof and the size and nature of the lot
is such that any or all of the works in such streets are not required,
a reduction in respect of the works that are not required, so long
as they are not required, may also be made in the metres on which
the rate is charged, sufficient to adjust its frontage charge on a fair

APPOINTMENT OF JOINT BOARD
•
NOTICE in writing dated the 17th day of December, 1985, was given by
Messrs Fleck, Sartor, Gray & Bruce, on behalf of the Township of Sar-
nia, Town of Forest, Village of Watford, Village of Wyoming, Township
of Plympton, Township of Bosanquet and the Township of Warwick in
accordance with Sections 2 and 3(1) of the Consolidated Hearings Act
(S.O. 1981, c.20).
BY ORDER dated the 20th day of December, 1985 the Chairman of the
Environment Assessment Board and the Chairman of the Ontario
Municipal Board, being the establishing authority, have established a
joint Board with respect to this application.
PUBLIC HEARING
TAKE NOTICE THAT the Joint Board hereby appoints Monday, the 24th
day of February, 1986 at 1:00 p.m. for the commencement of a PUBLIC
HEARING at the Township Municipal Offices at 2109 London Road in the
Township of Sarnia.
AND TAKE NOTICE THAT if you do not attend or be represented at the
hearing, the Joint Board may proceed with the hearing in your absence
and you will not be entitled to any further notice in the proceedings.
Submissions mpy be made in person at the hearing, either orally or in
writing. The Board will not consider any submissions regarding the pro-
posal after the hearing has been closed.
• NOTICE OF PURPOSE OF HEARING
The purpose of the hearing is to enable the Joint Board to recieve
evidence with respect to this proposal and to obtain the views of the
public to enable the Board to make o decision regarding, inter olio,
(a) whether approval to proceed with the undertaking should or should
not be given;
(b) whether the approval mentioned in clause (a) should be given sub-
ject to terms and conditions and, if so, the provisions of such terms
and conditions;
(c) the approval of the necessary by-law authorizing the construction
and completion of the water works, the imposition of water rates
and connecton charges, and the entering into of agreements to pro-
vide for the development of an area water scheme.
Copies of all relevant material pertaining to this undertaking are
available for examination during normal business hours in the office
of the Clerks of the Town of Sarnia, the Town of Forest, the Village of
Watford, the Village of Wyoming, , the Township of Plympton, the
Township of Bosanquet, the Township of Warwick, and in the Office of
Consolidated Hearings, 5th floor, 1 St. Clair Avenue West, Toronto,
Ontario.
