Hensall council accused of not keeping
A nine -person delegation, accom-
panied by their lawyer, attended the
regular March meeting of Hensall
council to protest the secrecy sur-
rounding approval given to a site plan
for.e rgstaurant on the southwest cor-
ner'f Highways 4 and 84, and the
detrimental effect such an enterprise
will have on neighbouring
homeowners.
Seaforth solicitor Ralph Smith,
speaking on behalf of Lloyd Venner,
Mr. and Mrs. Horner Campbell, Mr.
and Mrs. Ray Sararas, Ron Wareing,
Mark Consitt, Arthur Slade and
Willard Buchanan, detailed some of
the residents' concerns. These includ-
ed disruptions caused by extra mov-
ing and parked vehicles on King
Street, safety to children walking to
and from school, litter blowing onto
adjoining properties, noise, rowdyism
and vandalism, and brilliant lighting
in a residential area.
Smith said the total effect would
add up to diminished privacy for
neighbouring landowners. He said he
was surprised at the haste with which
the development came about, and
added that from a planning perspec-
tive more time and attention should
have been spent on the proposal.
Reeve Harry Klungel's statement
that Don Allen, the man who is
building the restaurant. shares the
neihbours' concerns did not soothe
irate delegates. The source of their
anger was a feeling they had been
kept in the dark, and first heard about
the planned restaurant by reading
about it in the press.
Roger Venner said all neighbours
were informed and had to sign a con-
sent when an addition was proposed
to the Erb Garage.
Horner Campbell added that those
living near the proposed restaurant
would not "have been so uptight if
they had been notified" during the
discussion process.
Ray Sararas summed up the
group's feelings with his comment
"it's a damn dirty deal when you
upgrade one property and downgrade
six others".

Wayne Caldwell from the Huron
County planning department spoke up
to explain that in the Erb case, a
minor variance was passed to allow
the addition as his property was
already spot -zoned. He said with out
a zoning bylaw, council had little
recourse other than to issue Allen a
building permit, subject to approval
by MTC and the county health office.

Council had three options. They
could have done nothing, amended
the secondary plan's designation
from residential to commercial on
part lots 201 and 202, plan 263, or
allowed Allen's plan to proceed under
the site planning control bylaw.- The
latter route was chosen. The owner
submitted detailed plans at a special
meeting, which were approved by
council.

of hindsight, the public should have
had input. He said situations like this

file a written submission containing
suggestions to alleviate some of the
neighbouring homeowners' concerns.

the letter, council invite the delegates
back to meet with Allen.
