Ile said he was the ugliest politician
in the world -- and almost everyone
agreed -- and he said he was the best-
known politician in the world -- and
almost nobody agreed.
Ile was, until the Tory sweep last
September. Canada's minister of
agriculture. He has been out of
politics for seven months but has not
been sitting in a rocking chair on is
Essex County farm.
Until this summer, he is president
of the United Nations World 1"ooti
Council. He has been talking about
people in Africa and predicting their
present plight for more than 10 years.
Ile maintains that Canada, the United
States, Great Britain and the Soviet
Union knew what was happening in
Ethiopia, for instance, a long time ago
but did nothing about it.
As agminister, he saw on video ter-
minals at the National Research
Council in Ottawa the encroachment
of the desert and the shrinking green
belt in North Africa long before televi-
sion discovered the starving millions.
To illustrate the lack of interest in
famine, he told an audience in Barrie
recently that he showed a special film
last year to educate members of

brought the pictures of starving
millions into our livingrooms. Only
now is something being done. In his
job with the United Nations, Mr.
Whelan continues to pound at politi-
cians to do more, much more. He
maintains that the United States
under the Payment -in -Kind (PIK)
program paid Amercian farmers
$90 -billion NOT to grow crops but the
whole world gave only $14 -billion in
food aid last year.
Canada's defence budget is 9.3 per-
cent of revenue but agriculture gets
less than two percent yet agriculture
gives more and more to foreign aid.
As for Ethiopia's Marxist govern-
ment, Mr. Whelan says famine vic-
tims -- the little ones with distended
bellies and discolored hair -- do not
know the difference between a Marx-
ist and a Conservative "and if that
Marxist government spends too much
on weapons, -then so do we."
He also counters the charge that
black marketeers get much of the
material destined for the hungry_ . In
his travels, he maintains that less
than two percent of the aid ends up in
the black market. This much, he says,
can never be totally eliminated
because human nature is, well,
human nature.
During the halcyon days of the
Trudeau government, Gene Whelan
carried considerable clout. His was a
tawa wilderness.
Even so, he has not negleted his job
as president with the food council. He
continues to stomp Canada and many
other parts of the world to persuade
people to.help the starving nations of
the world. He.is predicting this year
will be "the worst genocide or
holocaust the world has ever seen."
In Ethiopia alone, six million are
starving. In other countries of Africa,
thh figure jumps another four million
and these are said to be conservative
figures.
Canadian farmers and politicians
have done much to alleviate the suf-
fering and they can -- and will -- do
more. It seems a shame that a cou-
ple of scandals have rocked one of the
organizations sending aid. This
should In no way deter the spirit of
giving that has seen the free world
rise to heights of generosity.
I would rather give with a clear
conscience knowing that at least
something is getting through to where
it is needed than sit back and let so
many helpless victims starve.

The Agricultural Leadership Trust
has announced the names of the 30
successful applicants who will be par-
ticipating in the Advanced
Agricultural Leadership Program.
None are from this area. •
The participants, 21 men and nine
women, will be starting their first ses-
sion of the program in March. Accor-
ding to the Trust's executive director
Jack Hagarty, the program "was
designed to broaden the participants'
experience and expose them to new
ideas and issues. It will sharpen their
skills in communication, problem -
solving and leadership methods which
will assist them in their work with the
agricultural community. It will ex-
pand and strengthen the pool of effec-
tive leaders in agriculture and rural
Ontario".
Approximately 60 people from
across the province were nominated
for the program, which is the first of
its kind in Canada. After screening
the nominations, interviews were held
in January and early February and
the selection process was completed
this week.
