here in Ontario. The Minister has an-
nounced that there will he some 17
sites for the detention for Young Of-
fenders across Ontario. The overall
cost of secured facilities is estimated
at $32.4 million and the cost of pre-
trial facilities at $17 million.
During the past summer the Cor-
rectional Services Critic for the
Liberal Party. Bob McKessoctc.
toured 14 Provincial Correctional In-
stitutions and Detention Centres and
met with members of the Criminal
Justice community.. including the
Elizabeth Fry Society. John Howard
Society. Central Toronto Youth Ser-
vices and probation and parole Socie-
ty. Central Toronto Youth Services
and probation and parole officials. As
a result of these meetings the Task
Force recommended that the
Ministry of Community and Social
Services be responsible for all young
offenders aged 12 to 17 inclusive. •
Near the end of the session Mir
McKessock reiterated in the
Legislature his concern about the
Ministry of Correctional Services' at-
titude towards the Young Offenders
legislation. "The government oI On-

them in 8-10 days. Lately they have
been taking over a month to gel here.
This is certainly an inlet•esting year
and an opportunity to experience be-
ing part of another country. At first
you are struck by how different things
are. Now we are beginning to unders-
tand why they are different.

The passage of recent amendments
in the Ontario Legislature marks the
end of a childish. interministerial
struggle.Iought at the expense of On-.

This following letter is one I wrote
to the Attorney General.
Dear Sir:
Regarding the Court appeal case of
Raymond Rueger - from first degree
murder to second degree. in the
murder of Marilyn Arthur.
I beg you in the name of justice - to
please give your time and effort
toward upholding. "Hight and
honourable dealings" in this. case.
Certainly as Rueger and his defence
lawyer argue - Rueger did not plan
the Arthur murder.

He did not know her.
Any woman who crossed his path
that night was his victim. Ile -did com-
mit murder - furious because he
neglected his shopping and the stores
were closed.
Is this the kind a person who should
be granted a lesser degree'' To be free
to kill again - if he should lose his
temper.
Please Sir.1 plead with you, to see
that justice is handed out. for (he safe-
ty and protection of future innocent
people.

control of the Young Offenders The
non -decision which the government
adopted resulted in split jurisdiction
in which the taxpayers of this pro-
vince and the young offenders lose.
The taxpayers lose because the split
jurisdiction \rill result in unnecessary
duplication of servicers between the
two ministries. As well. duplication
will occur cithin the Ministry of ('or,
rectional Services because of its
obligation to keep young offenders
separate and apart.
The sixteen and seventeen year old
offenders lose because they will be
