Christmas came early

column I spoke in the
Legislature on the issue of
political patronage in Ontario.
I raised a number of ex-
amples of patronage appoint-
ments, mentioning several
names, including the family
of Clare Westcott, pointing
out that six members of his
family were employed in good
government jobs. In my
speech I stated that Mr.
Westcott, Executive Director
to the Premier, was "ex-
pected to receive an appoint-
ment to the Police Commis-
sion now that the Premier- is
gone:'
Mr. Westcott took great ex-
ception to my remarks and
wrote an open letter to the
press and others, denouncing
my "extreme bad manners"
for associating his name with
patronage and dismissed my
statement that he would be
appointed to the Police Com-
mission as "merely
newspaper speculation."

April. Perhaps it is also coin
cidental that the present
Chairman of the Metropolitan
Toronto Police Commission
was given an extension of
time which happens to coin-
cide with Mr. Westcott's
retirement in April.
The fact of the matter is
that in addition to the $80,671
salary, as Metro Toronto
Police Commissioner, Mr.
Westcott will also collect a full
Civil Service Pension.
Considering Mr. Westcott's
years of service with the
government the pension will
be quite substantial although
the Civil Service Commission
refuses to reveal the exact
amount. However, it is
reported that Mr. Westcott's
combined income will amount
to $136,000.

My colleagues and I at

appointments at the time on
the last' Federal election, "I
say enough in enough." It is
time that governments -plug
these loopholes without delay.
There are many people in
Ontario equally well qualified
to fulfil these positions and
they would be quite happy to
receive only one stipend.
Speaking of qualifcations it
is interesting to note that un-
til this year, a person to be
eligible for chairmanship of
the Metro Toronto Police
Commission had to be a
judge. I am now wondering
what particular experience of
qualifications onemust have
for the position of Chairman
of the Commission. Surely,
when someone receives well
over $100,000 in salary and
peqsion, taxpayers who are
footing the bill have a right to -
know.

these won't be the last
political appointments before
the next general election and

It will always be my.opinion
that political appointment
regardless of party affiliation
is a blatant abuse of govern-
ment power but now that the
Mr. Westcott's appointment appointments I have mention-
ed are "a fait accompli", and
in the spirit of Christmas, I
want to wish Clare Westcott,
Urich Ferdinand and Ed
Stewart well.
