New rabies
regulations
A new regulation requiring people
in some areas of the province to im-
munize their pets against rabies took
effect December 1.
The regulation, which is being add-
ed to the Health Protection and Pro-
motion Act, enables the local medical
officer of health to require the com-
pulsory immunization of cats and
dogs over three months of age in his
jurisdiction where he is of the opinion
that the program is warranted and
will benefit the public.
Three health units have already
asked the ministry to apply the
regulation to their areas. It.takes ef-
fect in the Borough of East York
Health Unit on Deeember 1 this year,
the Haldimand-Norfolk Regional
Health Unit on April 1, 1986 and the
' Haliburton, Kawartha,• Pine Ridge
.. District Health Unit on September 1,
1986. Several other health units have
approached the ministry to discuss
being included in the regulation.
"Ministry statistics show that dur-
ing the first 10 months of 1985 there
were 1,651 reported cases of rabies
among animals," Health minister
Murray Elston saki. "This is 43 per-
cent more than the number of cases
reported in the same period in 1984,
when 1,156 cases were reported.
"In addition, so far this year, the
number of treatments for human be-
ings who have been exposed has in-
creased eight percent from 1,626 in
1984 to 1,758." '

While most of the reported cases of
rabies occur among wild animals
such as foxes and skunks, the major
threat W people is through pets that
have beery exposed .to rabies in
wildlife. Rabies in pets causes bet-
ween 50 and ¢0 percent of human ex-
posures and anti -rabies treatments.
Local medical officers of health are
expected to consult with local
veterinarians to arrange for lower-
cost rabies vaccination clinics to be
available once a ya�r in each com-
munity where it is rriftde compulsory.
Pet owners will receive an im-
munization certificate from their
veterinarian indicating when the
animal was vaccinated, and'when it
ie•due to be re -immunized. They will
also receive a rabies vaccination
identification tag for their dog or cat.
Where necessary, the medical of-
ficer of heal44 may exempt aged or in-
firm animals from immunization,
provided the animal is not permitted
to come into direct physical contact
with anyone Ober than the animal's
owner or caretarer.
Local medical officers of health will
have the, option of extending this
regulation to animals used for recrea-
tion and exhibition, such as saddle
horses or animals in fairs.
