Wise waiting
for signatures
Federal agriculture minister John
Wise has signed a tripartite national
stabilization agreement and he is
waiting for provincial agriculture
ministers to put their signature to the
document.
"I've been waiting for two weeks,"
Wise told a crowd of about 200 at the
Stratford rotary Club's annual rural -
urban night on Oct. 31.
Wise said there is a vehicle in place
to put forward the tripartite stabiliza-
tion program, an idea that has been
tossed about between the federal and
provincial governments for the past
10 years.
"The vehicle is there, the wheels
are on. There is no sense in me driv-
ing down the road by myself. I want
some passengers," said Mr. Wise in-
dicating the passengers should be the
provincial agriculture ministers.
With the support of the Progressive
Conservative caucus, the agreements
involve setting up a national income
stabilization fund for beef and pork.
Three parties, the federal and provin-
cial government and the farmers
themselves pay into this fund in times
of high prices and during times of
poor prices farmers take from the
fund.
Wise acknowledged that not all the
provinces would come into the
agreement.
"Quebec will not sign, we know
that," he said.
Not only Quebec, but British Col-
umbia is also not expected to sign the
agreement for pork and beef, said
Wise. However, the federal govern-
(nent intends to push forward for this
with the remaining provinces in-
cluding Ontario.
"I ,lust want him (Ontario
agriculture minister Jack Riddell) to
come to Ottawa and sign the papers,"
said Wise.
The day before Wise' visit to Strat-
ford, Riddell had indicated that his
federal counterpart was holding up
the process.
Ontario, Saskatchewan and Alber-
ta are expected to sign both pork and
beef agreetitents. Manitoba may on-
ly sign the pork agreement while
Prince Edward Island, Nova Scotia
and possible New Brunswick will join
the cattle agreement.
Free trade was another issue
which the federal agriculture
minister was questioned on.- Wise
stressed that the federal government
has only said it is willing to sit down
and discuss the idea of negotiations,
not actually negotiate.
'The onlyagreementwe'll be sign-
ing will give a fair deal, a better deal
for Canadian agriculture," said the
federal agriculture minister.
Ian Munro of Shakespeare, a
former New Democrat candidate in
the last federal election asked Mr.
,Wise why a subsidy had recently been
given to the tobacco growers.
"It is not a subsidy, it is both a grant
and an advance payment," he said
noting it has been given out annually
for the past four or five years.
"Tobacco in this country is still a
legal crop," he added.

Teachers
plan event
Ml Catholic school teachers will be
bringing their "homework", a task
related to the topic of writing, to the
November 15 professional activity
day to be held at St. Marys School,
Goderich.
This task, assigned at the Huron -
Perth Roman Catholic Separate
School Board's professional activity
day, involves putting into practice the
ideas suggested for each grade divi-
sion. Since September 3, all students
have received a writing folder which
holds their writing for the year.
Teachers were requested to try a
specific approach to the teaching of
writing.
During the morning of November
15, teachers will be given an oppor-
tunity to share their success and dif-
ficulties related to the writing task.
Presentors will make suggestions to
assist teachers to initiate writing and
to promote student growth throughout
the school year.
in the afternoon, teachers will learn
about the concept of "conferencing".
The purpose of conferencing is to lead
students to develop content, become
good proof readers and revisors, and
to develop a sense of "audience" in
the student writer. in the last session
of the day, teachers will be assigned
a task related to the conferencing pro-
cess. This task will be evaluated at
the next writing workshop to be held
in May.
These workshops should help
teachers better meet the needs of
children in the area of writing.

Turner among speakers
at Stratford Grit event
It was a Liberal hwe-in at the an-
nual meeting of the Ontario New
Liberals held in Stratford this past
weekend.
Thunderous applause greeted each
guest speaker. Of course, each
speaker was a well-known Liberal in
Canada.
Premier David Peterson opened
the function for the young Liberals,
mostly university students. Premier
Peterson, along with Hugh- Edighof-
fer, speakek of the provincial
legislature, and Brian Innes, Liberal
-candidate in the last federal election,
all spoke on Friday night.
Saturday started off with another
well-known Liberal - John Turner,
leader of the opposition party in
Canada. He was introduced by the
J'"
federal Liberal house leader Herb
Grey.
Both men took potshots at the
federal Progressive Conservative
government. Taking advantage of the
fact they were in Stratford, home of
the Shakespearean Festival, Grey
said the Tories have been "A Comedy
of Errors".
Turner went on from there, calling
the government, "Much Ado About
Nothing."
"As a matter of fact we could carry
on for about 20 minutes," joked the
opposition leader.
He hit the serious side though, by
commenting on the difference one
year makes.

thought the Liberals would go the way
of the British Liberal party," said
Turner.
However, he said those Liberals
that didn't believe the party would
phase out have started to rebuild the
party. He praised the young Liberals
in attendance for their efforts in
rebuilding the party.
"If you work hard enough," Turner
told the 350 delegates to the weekend
convention, the party will succeed.
He referred to the present Liberal
MPs as "custodians" of the party for
the younger generation now working
its way up through the ranks. Ranks,
that he himself went through, he said.
"I've worked for a cause, I've seal-
ed envelopes and I know the excessive
amount of detail that goes into a con-.
vention like this," he said.
"Political parties are no mystery.
They are volunteer organizations," he
said. Getting more specific, Turner
added, "We need young ideas."
The federal Liberal brought the
same message that the premier
brought the evening before.'
"We're here to listen to you," said
Turner.
The former prime minister warned
the government about its dealings
with the United States.
"Our identity is at risk. Canadians
have paid the price for five or six
generations. However, the price of be-
ing a Canadian is worth paying," he
said to a standing ovation.
Provincial treasurer Bob Nixon
was the guest speaker for the evening.
An expected visit from Paul Martin
