Chains on exit doors
removed at rec centre
Chains on the exit doors at the South
Huron rec center have been removed.
Facilities manager Cam Steward -
son advised the board at their regular
session, Tuesday, that the action had
been taken following a communica-
tion from Fire Chief Gary Middleton.
Middleton said he had received
complaints about the exit doors being
chained shut at a recent event stag-
ed by the local soccer group.
Two fire department members at
that event, Bob. Forrest and Peter
=McFalls; indicated they could -not -find ----
any rec centre employee with a key
to open and remove the chains from
the exit when they discovered the
situation.
"Evacuation of the recreation cen-
tre will be ordered by this department
in the future, if further complaints in
this matter are not corrected and is
brought to bur attention when a funs-
. ion is in progress," Middleton
advised.
Middleton, who indicated that
previous complaints had been receiv-
ed over the same matter, noted that
it could eventually create a major
problem to life and safety when the
rec centre is open to the public.
Stewardson said the chains have
now been removed entirely and staff
members will have to check all doors
before leaving the building at the con-
clusion of the final shift.
There was no comment on the mat-
ter from board Members, who ap-
peared satisfied that the necessary
action had been taken.
At Tuesday's session, the board
learned that council had finally ap-
proved the request to have another
full-time member added to the rec
centre staff.
The position will be advertised.

recently been victimized by thieves
and vandals.
Damage of $150 was caused to the
fence at the Legion ball diamond in
the north-east Section of the com-
munity park; a floor mat valued at
$300 had been taken from the rec cen-
tre; and "quite a bit" of damage was
done to the roof and electrical box at
the wading pool building in Victoria
Park.
None of the three will be covered by
insurance as the deductible for each
incident is $1;000.
Rec director Lynne Farquhar ad-
vised that registations for the fall pro-
grams indicate most programs have
gone over very well.
Only one class has been cancelled
due to a lack of registrants, although
one other may have to be dropped.
Referring to recent comments from
council members regarding the
stipends paid to instructors, she noted
that at a recent Lake Huron zone
meeting it was indicated that the rate
of pay in the various communities
represented ranged from $15 to $20
per hour.
"We were paying ours $17 before I
started four years ago and we are
right in the middle of most com-
munities," she said in her report, ad-
ding tht she considered the $17 to be
"a fair and reasonable hourly rate".
A letter was received from the Ex-
eter Minor Softball Association noting
that the group was in some financial
difficulty and unable to pay $96 of the
past season's bill to the board.

quests to know how such statements
as ratified by county council and
public record for almost three years
are indeed fact," states the letter
signed by Mayor Bruce Shaw.
Planning director Dr. Gary David-
son noted the individual department
reports presented at county council
have a qualifying statement, "It is
recommended that all other matters
contained in the minutes of the
meeting be hereby confirmed by
council".
Davidson indicated that statement
ratified the proposal, although it
wasn't actually brought before
council.
Reeve Mickle cries foul when the
town, which through its municipal
levy, helps to pay for the planning
department to go against it in an OMB
hearing. The way Reeve Mickle sees
it, Exeter pays twice.
Davidson said conflict between two
municipalities or a municipality and
the county is not uncommon.
"That's the nature of planning, it in-
volves conflicts. But the county has
never taken the position of funding
member municipalities," said the
planning director.
Davidson also -said the town had
, been consulted properly noting the
reeve has served on the planning
committee. The director added that
he could report the cost or preparing
for the OMB hearing at a later date.
It was a 26 to 5 recorded vote which
saw the Exeter request for $8,000
turned down. Exeter now awaits a let-
ter from county council with its ques-
tions answered in print.

Johnston, Exeter Reeve Mickle, and
Goderich Reeve Harry Worsell with
two votes.

explained that despite two fund rais-
ing events and higher fees charged,
the group ran into some unexpected
expenditures at the end of the season.
He asked that the remaining $95 ow-
ed be held until the start .of next
season, indicating that registration
fees will have to be raised
"significantly" to cover the deficit
and the new season.
Farquhar noted that the softball
group may get some funds for their
participation -in Sportsfest-and- that=- -
will enable them to pay off the bill to
the board.
If that is not the case, board
members appeared agreeable to the
idea of holding the account until the
start of the new season.
Thirteen groups using the board's
facilities have indicated they want to
be covered under the blanket liabili-
ty insurance policy, while six others
have their own insurance.
The board has decreed that all
groups have to either join the blanket
policy or have their own insurance for
coverage of $1,000,000.
