According- to a Ministry

Agriculture report, more than -
57,000 acres of .Ontario
farmland 'have been bought
by or on behalf of foreigners
in the last two years. -The
report shows that 152,000
acres have been purchased by
non-residents including Cana-
dian citizens living elsewhere
and foreign investments. .
The interim - report of
November 30th, .1981 showed
that 2,217 acres in Huron
County had. -been purchased
by non-residents. Since that
time the a.:reage now owned
by non=residents in Huron is
10,361. The figures for 1981
and 1982 in Middlesex County
are 740 acres and 5.225 acres;
Bruce County 2.180 acres and
7,328 Province of Ontario
.48,709 acres and 151,706 acres.
These figures do not include
land held by non-residents
who formed Canadian Com-
panies which gave them a
legal means of . by-passing
both the Non -Residents
Agricultural Land Interests
Registration Act and the
Land Transfer Tax Act.
Now that the loop -hole has
been plugged in. -the Land
Transfer Tax Act these non-
resident owners registered as
Ontario Companies will be re-
quired to pay the twenty per-
cent transfer tax. Unfor-
tunately, with present legisla-
tion there is no means of en-
suring that non-residents for -
ack d joffing:t

ly be ensured by an amend-
ment to the Corporation Act
to the effect that land com-

then public policy debate on
the question of the effect of
non-resident ownership on the
agriculture: industry in this
policy must surely follow. -
' There must be an over=all
percentage of . non-resident
ownership and a percentage
concentration of non-resident
ownership in any rural
municipality that will be
regarded as intolerable. We
don't want our agricultural
lands to be controlled by non-
residents to the same extent
as other -sectors of our
resouret<s economy are.
I have been urging the
government to -take action on-
this question for some years
as I believe that increased•
foreign ownership will lead to
deterioration of rural com-
munities making farmers
"feudal -tenants".
