The interim - report of November 30th, .1981 showed that 2,217 acres in Huron County had. -been purchased by non-residents. Since that time the a.:reage now owned by non=residents in Huron is 10,361. The figures for 1981 and 1982 in Middlesex County are 740 acres and 5.225 acres; Bruce County 2.180 acres and 7,328 Province of Ontario .48,709 acres and 151,706 acres. These figures do not include land held by non-residents who formed Canadian Com- panies which gave them a legal means of . by-passing both the Non -Residents Agricultural Land Interests Registration Act and the Land Transfer Tax Act. Now that the loop -hole has been plugged in. -the Land Transfer Tax Act these non- resident owners registered as Ontario Companies will be re- quired to pay the twenty per- cent transfer tax. Unfor- tunately, with present legisla- tion there is no means of en- suring that non-residents for - ack d joffing:t Need changes regarding foreigners ming Ontario Companies to purchase land will register under 'the Land Interest Registration Act. This can on- ly be ensured by an amend- ment to the Corporation Act to the effect that land com- \panies with non-resident ownership, must first register with the Land Interest Registration Act before they . file under the Corporation Act. When the true figures on non-resident ownership are known by the government then public policy debate on the question of the effect of non-resident ownership on the agriculture: industry in this policy must surely follow. - ' There must be an over=all percentage of . non-resident ownership and a percentage concentration of non-resident ownership in any rural municipality that will be regarded as intolerable. We don't want our agricultural lands to be controlled by non- residents to the same extent as other -sectors of our resouret<s economy are. I have been urging the government to -take action on- this question for some years as I believe that increased• foreign ownership will lead to deterioration of rural com- munities making farmers "feudal -tenants". injured workers Ontario injured workers will get a 9 percent increase in benefits under a Ministry of Labour proposal which has the support of all three par- ties. Changes are retroactive -to July and would raise the minimum permanent disability pension to $748 'a. month from $686. Liberal. Pension reform " As David Peterson has fre- quently pointed out, Ontario. has refused to make a com- mitment on the child-rearing drop-out provision for pen- sions. Changes in the Canada Pension Plan required the support of two thirds of the provinces with two thirds -of ' the population.. . This effectively gives On- tario, the power of veto. The Premier, the Honourable William •Davis, has now in- - dicated that Ontario is sym , pathetic to allowing women to\ - leave the labor • force tem- porarily to raise children without losing pension benefits. 'He has also stated that the Provinces might be able to agree to certain pension reforms soon rather than waiting up to two years for . studies by Ottawa. •Domestic abuse. An all -party- legislative committee has recommended. that thepolice lay charges in cases of wife -beating and that the province help finance a network of halfway houses for women attempting to escape violence at home. There are some 50.000 bat - tered wives in Metro Toronto alone, and the committee believes that wife battering "must be treated as -a crime - too many persons. both in positions of authority and in society at large. tacitly ap- prove of wife battering by treating it lightly." • Currently, the burden\of laying charges is upon .the Play euchre at Centralia The Neil School euchre was held Monday evening conven- ed by Mr. and Mrs. Jlaurice MacDonald.
