The Association of
Municipal Clerks and
Treasurers of Ontario (AMC -
TO) have awarded two area
clerks with the advanced
designation of Certified
Municipal Officer (CMO) for
achieving high educational,
experience, participation and
performance requirements of
the AMCTO professional
development program.
Named for the award this
week were Hensall clerk Bet-
ty Oke and Exeter clerk Liz
Bell. They are among the first
to achieve the new CMO
designation.
Mrs. Oke was appointed to
her present position with the
Village of Hensall id
September 1977. Previously
shit was employed as clerk -
treasurer of Zurich from
1974-1977
In, addition to her AMCT
designation Mrs. Oke has
received a Certificate in
Public Service Administra-
tion from Fanshawe College
of Applied Arts and
Technology. Mrs. Oke has
also participated in seminars
on managing a small
municipality sponsored by the
Ontario Municipal Manage-
ment Development Board and
Windsoruniversity,and taken
part in a civil service com-
mission workshop on
management.
Mrs. Oke has been a
member of the Association
since 1976, has regularly at-

tended the Association's An-
nual Conference, and is
presently Chairman of Zone 2.
Mrs. Bell was appointed to
the deputy clerk -treasurer's
position with the Town of Ex-
eter in October 1973. In
January 1978 she was ap-
pointed to her present position
of clerk -treasurer. Mrs. Bell
has also worked on various
committees of municipally
related professional
organizations.
In addition to her AMCT
designation, Mrs. Bell holds
the CMC (Certified Municipal
Clerk) designation issued by
the International Institute of
Municipal Clerks. She has
also completed the municipal
accounting course offered by
the Association in conjunction
with the Society of Manage-
ment Accountants of Ontario,
participated in seminars on
managing a small municipali-
ty offered by the Ontario
Municipal. Management
Development Board, and
taken part in the civil service
commission workshop on
management.
• The CMO is the credential
that distinguishes the
Municipal Official in Qptario
as having acquired a con-
siderable degree of
knowledge and skill in the
profession. The requirements
for being considered for the
new CMO designation include
the attainment of the AMCT
designation, maintenance of
AMCTO membership, five documentation indioating the
years experience in a attainment of a total of 100
municipality, pius.supporting credits in the four areas of

looks good says OFA official

The potential for the On-
tario Federation of
Agriculture to do well in the
future is there, says OFA
general manager Harry
Zwerver.
Ne made the remark at a
joint meeting of the Huron
and Perth federations on
December 2 in Seaforth.
"The federation has tobe a
sympathetic. dependable and
effective organization," said
Zwerver.
The general manager said
the federation has to ix seen
speaking with authority,
respected though not
necessarily always agreed
with and flexible in respon-
ding to the needs of individual
members.
Maximizing the federa-
tions resources provides the
opportunity to form a strong.
visible organizasion said
Zwerver. The general
manager noted the 26,000
member organization does
have a high degree of
credibility.
Currently the OFA has a
planning and review commit-
tee, which should take the
federation several years into
the future in,regards to finan-
cing and structuring, 'Zwerver
said.
The organization •
represents the majority of
farmers through a democra-
tic structure which considers
and develops a consensus of
the farming community, com-
mented Mr. Zwerver.

general manager said it
should work in close co-
operation with other farm
commodity groups to achieve
success in dealing with
government.

Zwerver.

the OFA in Toronto and coun-
ty and township organizations
needs to be improved, Mr.
Zwerver told the gathering.
He noted there is the
members' digest. but a more
effective way of reaching the
farmers has to be sought.
Referring to the OFA's
theme. Farmers Working For
Farmers, Zwerver said the
farmers can make the
organization do well in the
future.
Bird clinic
South Huron's badminton
club is planning a player's
clinic for tommorrow night at
the high school- from
7:30-9:30. Organizer Pat
Rowe plans • an evening of
skills and drills.
A London contingent of
coaches and university
players will be helping the
local badminton enthusiasts
with their skills.
The clinic will be oriented
towards doubles play in an-
ticipation of a •spacial
Christmas doubles tourna-
ment on December 16. This is
the club's first tournament
and hope to have sonic. good
matches.
