Zurich licencing bureau
plugs into computer system
On September 7 Nancy
McKinley went back to school
at the same time as the
children. However, her
classroom was in the London
Ministry of Transportation
and 'Communications head-
quarters, her classmates
were fellow licence bureau
agents, and all were there to
learn about the new com-
puters recently installed in
their offices.
A new computerized vehi-
cle registration system being
implemented by the provin-
cial government is expected
to be fully operational by 1983.
All licence plates will be
registered to the owner, not
the vehicle, and licence
renewal time will be based on
the operator's birthdate.
The new system will
eliminate the traditional an-
nual lineup of procrastinators
who wait until the last minute
to obtain their new licences.
"After 1983 there will be 12
short lineups instead of one
big one", Mrs. McKinley said.
The new scheme should
also prevent wrongful
charges for parking and.other
offences when a vehicle buyer
fails to transfer ownership. A
touch of the button and the
computer will instantly ferret
out the true offender.
At present, the Zurich com-
puter is programmed for a
test system to enable Mrs.
McKinley td practice fic-
ticious scenarios. She has
tried to slip one over on the
silicon chip brain cells by typ-
ing in her actual licence
number, but the screen im-
mediately lights up with big
green letters. ERROR.
• "You can't fool it", she
laughed.
When the computer is in full
operation it will handle all
financial transactions, figure
out licence fees, retail sales
tax, bank deposits, and even
the agent's commission.
It will print all ownerships
and make out the receipts_
"This will simplify our
work and make it more ac-
curate", Mrs. McKinley said.
(The September 22 issue of
this paper carried a com-
prehensive article on the new
licencing system, its opera-
tional procedures and an-
ticipated benefits.)
Mrs. McKinley has just
returned from a weekend
training session in Ottawa.
The machine is teaching the
human how to operate it,
outlining the proper progres-
sion, and explaining how to
correct errors.
The Zurich agent is enjoy-
ing the challenge of master-
ing a new skill. and whenever
she feels nervous she tells
herself the computer is not
going to blow up if she makes
a mistake.
