A new vehicle registration
system is being implemented
for the 1963 registration year
by the ministry of transporta-
tion and communications and
computers for that purpo4se
will be installed this week in
the office of local agent, Wal-
ly Seldon.
If you're among those who
wait until the final day to ob-
tain your vehicle permit
renewal, Seldon advises that
you may face even longer
delays this year.
While the system will even-
tually speed-up the renewal
process, Seldon notes that it
won't be speeded up this year.
"In fact it may slow it down,'
he explains, reasoning that it
will take time for the system
to be understood by drivers
and office personnel.
Under the new system, all
vehicle licence plates - car,
truck, motorcycle, moped,
trailer - will be registered to
the vehicle owner, not the
vehicle, as is now the case.
When selling or scrapping a
vehicle, the owner will
remove the plates and keep
them, so they may be attach-
ed to any new vehicle, within
the same class, or returned to
MTC, if no new vehicle is
purchased.
It will be the buyer's
responsibility to report any
such transactions to MTC
within six days. There will be
no new issue of licence plates;
plates currently in use will be
retained.
Under the current concept,
wrongful conviction for park-
ing offences often occur
because the vehicle sale is not
reported to MTC and owner-
ship is not transferred. With
the new system, the plate
number always reflects the
registered owner of the vehi-
cle, thus will provide a more
accurate, up-to-date record of
vehicle registration for the
public, police and courts.
As is the case with the cur-
rent system, the annual
validation sticker will be
physically attached to the
plate.
However, because the plate
stays with the owner, the an-
nual fee can no longer be
determined by the engine size
of any specific vehicle and so
a single fee structure has
been set up. The fee schedule
is $48 for passenger cars and
commercial vehicles under
2,400 kg for personal t1§e on-
ly, $72 for commercial.

The fee schedule for com-
mercial vehicles over 3,000 kg
will not change.
At present, all motor
vehicles are registered for a
period of one year with, in the
case of passenger vehicles,

each year. Traditionally, a
two-month grace period ex-
tends this deadline for
renewal 'to the end of
February, at which time long
lineups have become
traditional.
Under the new Vehicle
Registration System,
renewals will be staggered
throughout the year, annual
renewals based on the
owner's birthdate. An "In-
vitation to Renew" will be
sent to each registered owner
at least 45 days before that
date as a reminder-.
Staggering will apply to all
motor -vehicles covered by
The Highway, Traffic Act, eit-
cept trailers which will re-
main on a lifetime registra-
tion, and commercial motor
vehicles over 3,000 kg, which
will remain on a quarterly
renewal cycle.
In the case of vehicles
registered to a company,
another renewal date may be
selected or several dates
assigned for a certain number
of vehicles in their fleet.
To effect the changeover to
the new staggered concept',
there will be one last tradi-
tional renewal period, begin-
ning December 1,1982, with all
renewals due by the end of
February 1983.
However, for that one year,
the annual renewal cost will
be divided by 12, to arrive at
a cost per month. And the
price of the sticker will de-
pend on the owners birthdate.
For example, if you, as a
vehicle owner, were born
before June 1, you'll purchase
a registration sticker which
will include each month from
January 1 to your birth
month, plus another 12
months, to take you to your
next birthday.
If your birthday is in April,
for example, you'll go to your
agent between December 1,
1982 and February 18, 1983,
and buy a sticker valid from
January 1, 1983 to April 1984
16 months. After that, as
part of the staggered renewal

months as usual, each April.
If you were born after June
1, you'll make two trips to
your agent in the first year.
One will be before the end of
February, to purchase a
sticker valid until your birth
month, (say September - 9
months.) Then, in September,
you'll go back and purchase
another sticker for the follow-
ing 12 months.
At the end of this overlap
year, everyone will be on the
new system of staggered
renewals.
To support the legislature
provisions of the revised pro-
vincial Ontario Offences Act,
validation renewal will be
denied if an owner has unpaid
-parking fines, or has paid for
a vehicle -related transaction
at any agent or ministry of-
fice with an NSF cheque.
The "Invitation to Renew",
mailed to each owner at least
45 days before his or her bir-
thdate, will record all monies
owing. These can be paid at
the licence issuing office, and
the validation renewed.
This denial of renewal pro-
vision has been added to
assist Ontario's
municipalities in the difficult
task of collecting unpaid
parking fines, and to reduce
the backlog in our courts.
The means by which the
above-mentioned im-
provements are made possi-
ble is an online computer net-
work, tying together all
licence issuing agents and
ministry offices. With a com-
puter terminal in each office,
transactions will be much
faster and information
recorded, stored and made
available to members of the
public, police and courts
much more efficiently.
Also, a broader range of
services will be available at
each office. For example, lost
of stolen permits will be
replaced on the spot, without
the delay of mail between the
agent and MTC's head office.
