Fall to solve
the problem
A traffic hazard in Dublin
that has alarmed many
Huron and Perth county
citizens was no closer to being
solved Thursday after a clos-
ed door session with
Transportation Minister
James Snow, MPP Murray
Elston (L - Huron -Bruce) said
in an interview Thursday.
"We started out with a flat
no" to solutions put forward
by a citizens' delegation,
although Snow did promise to
review the situation, Elston
said.
The problem is a grain
elevator in the centre of
Dublin at the crossroads of
Highway 8 and Perth County
Road 10, Elston explained.
Traffic comes over a hill at 60
km/h and can immediately
encounter slow moving trucks
pulling out of the elevators.
"You get people coming
over that bridge and there's a
tractor just pulling out...
game over".
"The grain elevators create
a lot of traffic, said Jack
Horan, a Dublin area resident
who met with Snow along with
Stephen Murray of McKitlip
Township. "It's bad with the
trucks and school buses. The
last death was two years this
fall" and there have been
several accidents, he said.
Residents recognize that an
overpass would be far to ex-
pensive, Horan and Murray
agreed, but had proposed
traffic lights or a road widen-
ing near the grain elevators.
Snow felt both would be ex-
pensive, said Elston, who
added that buildings around
the intersection are already
close to the roadway.
Horan said the delegation
represented McKillop,
Tuckersmith and Hibbert
townships, the village of
Dublin, and the three school
boards in Huron and Perth.
There have been letters of
concern about the intersec-
tion from area churches and
service clubs, Elston added.
He expected it would be at
least three weeks before Snow
had word on any possible
solutions the ministry could
propose.

Hay council must act on drain if
owners can't agree on payment
A group of concerned pro-
perty owners met with Hay
Township council Monday to
discuss the Highlands 2
municipal drain, planned for
the Highlands lakefront
subdivision.
The group questioned the
method of paying for the
planned drainage works
which was based on property
assessments.
It was suggested the work
be paid for by a block assess-
ment where every property
pays a flat rate.
One landowner noted he
had no drainage problems
but that he was willing to pay
a share of a blockassessment
as a community service.
When asked if council could
table the petition for the
drainage work, deputy reeve
Lionel Wilder noted council
had to act in a signed petition.

could defer the reading of the
report on the drains but that
51 percent of the affected pro-
perty owners, or those com-
prising 60 percent of the land
to be drained, could push the
report through.
Without an.agreement on
the block payment method by
the majority of landowners,
council would have to proceed
with the work on the assess-
ment basis.
Ownership of the roads was
also in question.
Reeve Lloyd Mousseau said
that council had no record of
road dedications or
easements in the area.
One of the property owners
suggested the developer own-
ed the roads and was willing
to pay the roads' share of the
drainage to improve the area
and allow the sale of addi-
tional lots. •

Holdsworth estimated the
cost of the project would be
about $430 per property or
about $514 if each property
had to pay a share of the road
drainage.
Council set August 16 as the
date to read the engineer's
report and to provide time for
the property owners group to
meet and decide on how they
would proceed.
There were no appeals for
work to be done on the Van
Den Boomen municipal
drainage works at the court of
revision conducted Monday.
Council waited until the
9:30 time set for the court.
Councillor Dick Rau sug-
gested the times for council
business be scheduled closer,.
together and be allowed to
run late if more time were
needed.
Wilder asked Rau if he
wanted council to be like a
doctor's office where a pa-
tient set for two o'clock
doesn't see the doctor until
four.
Three tenders were receiv-
ed for the drainage work. The
tender of Hodgins and Hayter
for $2,978.76 was accepted.
Mousseau noted the bid
saved everyone money as it

a cost of $4,235, only five
dollars more than the highest
bid.
Mousseau noted many of
the tenders were coming in
lower than expected this year.
It is a sign that people are
willing to work he said.
Glen Hayter met with coun-
cil to discuss what was need-
ed in terms of a map for a tile
drainage application.
Wilder noted that as long as
the outlets were shown, a map
of the basic drainage proposal
was required. He noted that
minor variances could be
done by the contractor but
that the map was application
for loan funds for pre -planned
work and only so much
money could be applied for.
A motion was made to ac-
cept Hayter's application for
the drainage loans subject to
a suitable map being
submitted.
Councillor Gerald Shantz
objected, saying that council
had turned down applications
in the past that did not have
suitable maps included.
Wilder pointed out that
anyone applying for the loans
would not get any money
unless their map was includ-
ed. He added that submission
of an application does not put
a farmers name on a list for
tile drail loan money.
Only when work is com-
pleted and bills for the work
brought into council is the
person's name listed in any
sortof priority for loan money.
Wilder noted that Hayter's
sketch already showed the
necessary information and
that this was better than no
map at all.
Council also passed a motion
accepting a tile drainage loan
or Donald Munn.
Mousseau noted that he had

received a map from Munn
but that he had left it at home.
He asked if council wanted
him to go home and get it.
Wilder moved acceptance
on the work of the reeve, and
Rau noted the motion should
read that similar to Hayter's
situation the map must be
submitted to council before
work commences.
