Spruce Villa vacancies concern Zurich council
Rental rates and vacancies
at the Spruce Villa Apart-
ments were discussed at the
May meeting of Zurich coun-
cil, Thursday.
Council met with Bill
Tugwell, manager of the
Huron County Housing
Authority and Ken Flegt,
chairman of the county hous-
ing committee.
Tugwell noted rents were
calculated on the basis of a
persons monthly income. The
income was calculated on ac-
tual interest paid on assets
•
and any pensions the persons
may be receiving.
The authority charges rents
of 2214 percent of monthly in-
come and limits . the max-
imum rent to$253 per month.
Based on a single resident
with 'no assets, earning a
government pension of 5515.74
per month, the rent would be
about 5116. There are addi-
tional charges of 53 for hydro
and 52 for laundry. .
Tugwell noted that if a per-
son of couple were paying the
maximum rent of 5253, tax
rebates on rent and heat ex-
penses would lower the rent to.
about 5204.
Councillor Bob Fisher said
it was an "ungodly" rent for
the size of the apartments and
the people's lack of freedom.
Tugwell said the rent was
set by government policy. He
pointed out that other county
facilities have rent ceilings of
5266 and as high as 5317 in
Goderich.
He noted the federal
government calculates 30 per-
cent of income is spent on
housing and that the authori-

Tugwell said the authority
does not impose on the resi-
dent's freedom. He said a
chart of when residents could
do their laundry prevented
arguments about people wan-
ting to use the facilities and
ended authority involvement
in disputes. He noted it was up
to the residents to arrange
schedules.
Tugwell said there were
still seven vacancies in the
building because many
seniors did not want to come
to Zurich. He pointed out a
lack of transportation to
larger centre and lack of a
drug store in the village.
Isadore Laporte noted that_
people in Zurich we're spoil-
ed as most had never lived in
an apartment.
Reeve Fred Haberer
pointed out that with services
offered to people in their
homes many seniors are stay-
ing in their own homes longer.
Tugwell said it was policy
for potential residents to sell
their homes and that
residents' assets were not
transferable.
Laporte noted a person
could be making money by
putting 540,000 from a house
into the bank and living in a
building with assisted rent.
Tugwell said he had had
rents calculate out to 5700 per
month but that the regula-
tions make 5253 the cut-off
point.
Tugwell said there were
vacancies across the county
and the province in similar
housing. Ten units were filled
in Exeter by bringing people
in from other areas.
Tugwell added the authori-
ty can now accept applica-
tions from disabled persons.
He noted the authority has 84
families living in Huron coun-
ty housing.
Clerk Sharon Baker told
council a building permit had
been issued to build a single
family residence on a proper-
ty zoned R-3 for multiple
family buildings.
She suggested council res-
cind the building permit until
a rezoning application
could be circulated.
The notice of change would
have to be circulated to
residents within 400 feet of the
area and they would have 21
days to object.' The lot is
located next to the liquor
store.
Laporte pointed out that
one person could complain
and the lot would stay vacant
for another 100 years. He said
the zoning was the worst thing
council ever did and that
everybody in the village has
more say in the matter than
council.
Fisher pointed out it was
the new owners plans to build
a foundation for a double -wide
trailer and that the deal to
purchase would close
Monday.
Laporte said that if it were
up to him, he would advise the
person to close the deal Mon-
day and dig his foundation
Tuesday, since he had been
issued a building permit.
Fisher added that who ever
owned the lot should be con-
sulted before any rezoning
procedure begins.
Leroy Thiel said he would
make a motion to repeal the
whole zoning bylaw, but that
,if it were not repealed, coun-
cil had to work with the chan-
nels set up.
Haberer suggested the
buyer talk to the people in the
area and if no one was oppos-
ed to the project it would be
a safe bet to close the deal and
apply for the zoning change.
In other business:
Council decided to put
Zurich on a list of
municipalities to be mapped
under the Ontario base map-
ping program.
Ilaberer suggested the
village get in line and handle
the program when it gets
closer to the time for the work
to be done.
Fisher noted the council
was not committing itself to
the program and added On-
tario tax dollars would be
paying for most of it in other
areas anyway.
A letter from Tuckersmith
Township concerning recrea-
tion grants was filed. The let-
ter noted Zurich users ac-
counted for 1.94 percent of the
Vanastra pool's 540,000
deficit. (About $776 for
Zurich's share.)
"We're in the same boat,"
Fisher said, ''we've got pea;
ple using our facilities and not
paying.
Council passed a resolution
to apply for a 5500 program
grant for the _ Chamber of
'Commerce summer
playground. The council will
pay the money this summer
and get it back as grant next
year.
The villageplans to call for
applications for : roads
superintendent to start
work in mid-July.
Council members sug-
gested the advertising advise
applicants to state salary ex-
pectations -and that applicant
could come into thevillage of-
fice for more detailed job
descriptions.
