ways at the Shamrock
playoff tournament where
they were the underdogs in
all three games, having
finished in last place in their
own division.
That placing pitted them
against the top entry from
the south in the opener and
they skated to a 4-2 win over
a rough -house Port Stanley
squad.

The midgets became the
first local team in the past
two seasons to get past St.
Marys and advance in
OMHA playoffs.
Except for a letdown
midway through the second
and again early in the third
period, the locals dominated
play in the contest and only
some solid play by the St.
Marys netminder kept his
team in contention until
Exeter blew it open with
three goals in the final
period.
Exeter skaters missed on
four breakways in the first
two periods and fell behind
by a goal when a St. Marys
shot from just inside the
blueline was deflected past
netminder Peter Dearing.
Exeter players argued the
second period goal was
deflected by a high stick, but
the referee signalled that it
was just below the shoulders.
The locals finally hit the
scoreboard about three
minutes later when Scott
Brintnell was sent into the
clear by Randy Ford and hit
the twine.
After a slow start in the
third, the Exeter squad took
a 2-1 lead when Brintnell
again broke loose, this time
on a pass from Brian Black-
burn, and potted what
proved to be the winner after
three and a half minutes of
time had elapsed.
Greg Hern made it 3-1 a
minute and a half later stole
a puck and slid it into an
open corner.
The lead appeared shaky
when two Exeter players
were sent to the penalty box
within 40 seconds of each
other, but the determined
defenders held St. Marys at
bay and then Mike Tiedeman
put the game well out reach
with four and a half minutes
left when he took a pass from
Brintnell, and then using the.
latter as a decoy, blasted a
quick shot into the bottom
corner.
It was the llth game
between the two teams this
year and they finished with
identical records of five wins
and one tie each. St. Marys
out -scored Exeter by a slight
34-31 margin in the 11 league
and playoff games.
Win playoff title
Buoyed by their upset win
Their first test was on
Wednesday when they
travelled to St. Marys for the
seventh and deciding game
in their OMHA playoff. They
turned in one of their best
performances of the series to
come home with a 4-1 win
and ` will now advance
against Six Nations, who
eliminated Burford 3-1.
Bantams
eliminated
The Exeter bantams found
out this week you can go to

fight uphill battles.
They were sidelined by St.
Marys who posted a 4-3
overtime win in Exeter,
Wednelsday.
The locals dropped the
first three games in the
series before they got un-
tracked and made a real run
at the Stonetown crew before
the best -of -seven ended.
They came back to win the
next two games and then in
Wednesday's sixth game,
were on the brink of
elimination again as they
trailed 3-2 heading into the
final seconds.
Sean Whiteford then sent
the game in to overtime with
a tally with only 34 seconds
left on the clock. However,
they couldn't perform
another miracle after St.
Marys scored in the extra
session and are now on the
sidelines in OMHA play.
Whiteford scored two of
Exeter's goals and Chris
Tiedeman notched the other.
Steve Gould picked up two
assists and George Pratt had
a single in the heart-
breaking loss.
LEGION DARTS
The Last Chance scored
three points Friday night to
increase their first place lead
in the Exeter Legion mixed
dart league to five points with
a total of 76.
The Itchy Niters scored on-
ly one point Friday and are in
second spot with 71 points
followed by the CP's with 69
and the Shiphunters with 65
points.

game of the day, having
drawn a bye after their first
round win against Oakridge
Acres.
Parkhill opened the
scoring in the first, but
Brintnell tied it up on a play
with Tiedeman and Batten.
Exeter then took a 3-11ead in

. Friday afternoon, in a
quarter -final game against
Stratford Northwestern, the
curtain came down on what
coach Terry O'Rourke hopes
was a rebuilding season for
his senior boys basketball
team. Trailing at halftime by
just three points, 35-32, the
Panthers were unable to shut
down Stratford big men
Mike Otto and Rob James,
who had twenty-six and
nineteen points respectively.
"We held them down
before, but they came out
strong in the second half. We
didn't have the quickness to
stay with them," said
O'Rourke about the 70-52 loss
to the Huskies. John Mol had
fifteen points, thirteen in the
first half, to keep South
Huron close.
Dave Woodward shot well
for nine points in the first
half, but was shut down in
the second half of his last
high school game by the
tenacious Huskies man-to-
man defence. John
McAllister and Kevin
Parsons had eleven and
eight points respectively.
"We didn't seem to be
getting the rolls in the second
half. They get the ball and
come right back and score,"
O'Rourke lamented.
Nevertheless, O'Rourke had
a positive outlook on the
season, in which the seniors
compiled a 5-5 regular
season record. "We finished
where we had hoped to be. A
couple of the games we lost
were real squeakers," he
noted.
O'Rourke has an op-
timistic prognosis for next
year's team, which will be
bolstered by star junior
Derek 'Hippern, Steve
Fergusson and Steve Merner.
Wednesday, the Panthers
ended their regular season
with an even 5-5 record, after
54-36 homecourt victory over
Norwell. John Mol led South
Huron with 15 points, while
Dave Woodward and Brent
Atthill had twelve and ten
points respectively.
Waxers tune up
for playoff time
The Exeter Waxers posted
a win and tie against
Goderich in exhibition novice
play this week, getting tuned
up for their Shamrock playoff
tournament in St. Marys,
Saturday.
Goderich pulled their goalie
to score with 29 seconds left in
the game to post a 2-2 tie in
Exeter, while the locals came
out flying in the return contest
on Sunday in Goderich to
record a 7-2 triumph.
Jason Hern and Ryan
Lindenfield gave Exeter a 2-0
lead in the home game, but.
Goderich rebounded to get the
tie. David Schwindt and
Jason Heywood assisted on
the Exeter tallies-.
Schwindt continued his hot
scoring pace with three goals
in Goderich. Heywood and
Hern added a pair each. Pick-
ing up single assists were
Ryan Stuart, Jim Ahrens and.'
Allan McFalls.
Shawn McFalls was in the
nets for the three-point
weekend.
Exeter will face Mt.
Brydges in their first playoff
game on Saturday at 12:00
noon. If they win they'll face
the winner of the Goderich-
Belmont contest for the
championship.
"Make some extra room in
the new trophy cases," com-
mented coach Keith Ahrens
as he' looked towards the
Shamrock playoff event.

NOTICE
OF APPLICATION
By the Corporation of the Township of Stephen for approval of the construc-
tion of certain Water Works and the issuance of debentures as set out below
and for approval of the enactment of By -lows imposing Water Works rotes.
' TAKE NOTICE that the Council of the Corporation of the Township of Stephen
intends'to apply to the Ontario Municipal Board for approval of:
a) the construction of Water Works as described in Schedule "A" annexed hereto
at an estimated cost of $1,454,130. After allowing for a Provincial Grant of
$1,064,348, the sum of $389,782 shall be raised by the sale of debentures payable
over a period not exceeding 20 years. The Corporation of the Township of Stephen
intends to charge the Municipal share of the capital cost of the works as a water
works rate for a period not exceeding 20 years upon the owners or occupants
of lands who will or may derive a benefit therefrom: and,
b) the passing of proposed by-laws to impose water rates to raise the whole of
the annual payments consisting of: a frontage water works rate of $6.94 per metre
per annum for 20 years on all lands which front or abut on the streets or parts
of the streets as described in Schedule "A" hereto, or connect to the watermains
constructed thereon; and a connection charge of $56.46 per annum for 20 years
on the owners or occupants of lands for which o water service connection to the
main water works is provided, commencing in the year in which such water ser-
vice connection is installed.
In addition to the above, and only after connection has been made to the water
system, a Water Service User by -low is proposed to impose an annual flat water
billing of $60.00 per year on the users of the system to recover the estimated an-
nual charges for the operation, repair and maintenance of the proposed water works
system.
On the basis of these levies, a home connected to the water works and having a
lot frontage of 20 metres would pay the following amounts annually after connec-
tion has been made to the water works:

The connection charge may be prepaid in the calendar year in which such water
service connection is installed at a cost of $275.42. Similarly, any owner or occu-
pant who desires to commute the frontage rate on their land may prepay the fron-
tage charge at a cost of $33.86 per metre.
The following exemptions will be granted:
In computing the frontage charges, provision shall be made for the exemption or
partial exemption from a metre frontage rote and for the determination of such
exemption or partial exemption in the following manner:
a) In the case of corner lots situated at the junction or intersection of
streets or highways, 100% of the flankage is exempt from the frontage
water works rate.
b) In the case of triangular or irregularly-shaped lots, a reduction of in-
crease may be made in the metre frontage rote that otherwise would be
chprgeable thereon, sufficient, having regard to the situation, value and
superficial area of such lots, as compared with other lots, to adjust its fron-
tage charge on a fair and equitable basis.
c) Where a lot is for any reason wholly or in port unfit for building pur-
poses, a reduction may also be made in the metre frontage rate that other-
wise would be chargeable thereon sufficient to adjust its frontage charge
as compared with that of lots fit for building purposes on a fair and equitable
basis.
d) Where a lot, other than a corner lot, has two limits that abut on streets
described in Schedule "A" hereto and the size and nature of the lot is such
that ony or all of the work in such streets are not required, a reduction
in respect of the works that are not required, so long as They ore not re-
quired, may also be made in the metre frontage rate that would otherwise
be chargeoble thereon, sufficient to adjust its frontage charge on a fair and
equitable basis.
e) The reductions shall be made by deducting from the total frontage of
the lot liable to the annual metre frontage rate so much thereof os is suffi-
cient to make the proper reduction, but the whole of the lot shall be charg-
ed with the annual metre frontage charge as so reduced.
f) In case of lands used for agricultural purposes, or residences in con-
nection with such agricultural purposes, a reduction may be made in the
metre frontage rate which otherwise would be chargeable thereon, so that
the maximum charge shall be on a frontage of 30 metres.
Any ratepayer may, within twenty-one days after the date of the publication or mail-
ing of this notice, whichever is later, serve personally or by Registered mail on the
Clerk of the Township of Stephen, at the address given beiow, a notice in writing
stating his objection to the approval of the construction of the said waterworks or
to the imposition of the special rotes, and the grounds of such objection and that
if a public hearing is held, the ratepayer or his representative will attend such hear-
ing to support such objection.
The Ontario Municipal Board may approve of the construction of the said works
and the issuance of said debentures, and the imposition of the said water works
rate but before doing so, it may appoint a time and a place for a public hearing
when any objections will be considered, but notice of such hearing will be given
only to those persons who have given notice of objection as provided for above. ,0
